GENTEXT/REMARKS/1.  PURPOSE.  TO PROVIDE COMMANDERS, SENIOR ENLISTED LEADERS, CAREER PLANNERS, AND INDIVIDUAL MARINES AN UPDATE TO THE FY 14 ENLISTED RETENTION CAMPAIGN AND THE MEASURED APPROACH TO SUCCESS FOR THE WAY FORWARD.
2.  BACKGROUND.  THE MARINE CORPS END STRENGTH GOAL FOR FY 14 IS 188,500 MARINES.  REFERENCES E THROUGH J ARE CURRENTLY IMPLEMENTED FORCE SHAPING TOOLS THAT ARE BEING USED TO ASSIST IN THE DRAWDOWN PROCESS.  WHILE THE QUALITY METRICS OF THOSE MARINES RETAINED HAVE CONTINUED TO NOTABLY INCREASE, OPPORTUNIES FOR RETENTION ARE LIMITED AS THE FORCE DRAWS DOWN.
3.  INFORMATION.A.  EFFECTIVE IMMEDIATELY ALL MARINES WITH AN EXISTING FY 14 EXPIRATION OF ACTIVE SERVICE (EAS) DATE DESIRING RETENTION (REENLIST/EXTEND) PAST THE CURRENT FY ARE REQUIRED TO SUBMIT A REQUEST FOR ADDITIONAL SERVICE THROUGH THE TOTAL FORCE RETENTION SYSTEM (TFRS) VIA THEIR UNIT CAREER PLANNER.  ALL REQUESTS FOR RETENTION MUST BE RECEIVED BY THIS HEADQUARTERS NO LATER THAN 28 FEBRUARY 2014.  REQUESTS SUBMITTED AFTER 28 FEBRUARY MAY NOT RECEIVE FAVORABLE CONSIDERATION FOR FURTHER SERVICE.B.  MANPOWER MANAGEMENT WILL HOLD AN EXECUTIVE REVIEW PERIOD IN WHICH ALL CURRENT PENDING REQUESTS AND REQUESTS SUBMITTED IAW THIS MESSAGE WILL BE PROCESSED.  APPROVED REQUESTS WILL BE RELEASED AS EARLY AS 1 MARCH AND NO LATER THAN 1 JUNE.  CURRENT PENDING REQUESTS AND REQUESTS SUBMITTED IAW THIS MESSAGE THAT RESULT IN A DISAPPROVAL DECISION WILL CONTINUE TO BE RELEASED EXPEDITIOUSLY.  MARINES ARE ENCOURAGED TO ATTEND A TRANSITION READINESS SEMINAR AND COMPLETE ALL TRANSITION REQUIREMENTS WHILE THEIR REQUEST IS PENDING AT THIS HEADQUARTERS.C.  COMMANDERS ARE AUTHORIZED TO EXTEND FY 14 CAREER MARINES WITH AN  EAS BETWEEN 1 FEBRUARY AND 30 APRIL 204 UNTIL 30 JUNE TO AWAIT A RESPONSE FOR A SUBMITTED REENLISTMENT REQUEST.  THIS WILL PROVIDE SUFFICIENT OPPORTUNITY TO DEVELOP AND DECISION SUCH REQUESTS.D.  COMMANDER'S INPUT IS A CRITICAL ASPECT FOR RETENTION CONSIDERATION; THEREFORE, IT IS ENCOURAGED THAT ALL UNIT COMMANDERS AND SERGEANTS MAJOR MAKE DETAILED COMMENTS ADVOCATING FOR OR AGAINST RETENTION.E. THROUGHOUT THIS SUBMISSION PERIOD, REQUESTS THAT WOULD NORMALLY WARRANT A COMMANDING GENERAL'S (CG) ENDORSEMENT MAY BE SUBMITTED  WITHOUT A CG ENDORSEMENT.  THIS EXCEPTION DOES NOT CONSTITUTE A WAIVER OF THE REENLISTMENT PREREQUISITE, RATHER IT FACILITIES THE CONDENSED SUBMISSION PERIOD.  CG'S WHO DESIRE TO PROVIDE AN ENDORSEMENT ON A SPECIFIC CASE ARE ENCOURAGED TO ENDORSE THE REENLISTMENT EXTENSION LATERAL MOVE PRIOR TO ROUTING TO CMC (MMEA-6).
