GENTEXT/REMARKS/1. IN REFS (A) AND (B), THE UNDER SECRETARY OF DEFENSE FOR INTELLIGENCE (USD(I)) DIRECTED ESTABLISHMENT OF "A DOD-LEVEL CERTIFICATION PROGRAM FOR THE DEFENSE INTELLIGENCE COMPONENTS WORKFORCE, FULLY ALIGNED WITH DOD AND DIRECTOR OF NATIONAL INTELLIGENCE PROGRAMS, AND CONSISTENT WITH APPLICABLE LAWS." IN REF (C), THE COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND AND THE DIRECTOR OF INTELLIGENCE (DIRINT) CITED ESTABLISHMENT OF A MARINE CORPS INTELLIGENCE WORKFORCE CERTIFICATION PROGRAM AS A PRIMARY GOAL FOR THE PROFESSIONAL DEVELOPMENT OF THE MARINE CORPS INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE ENTERPRISE (MCISRE) WORKFORCE. IN REF (D), THE MARINE CORPS ANNEX CAPTURES MARINE CORPS SPECIFIC CANDIDATE REQUIREMENTS, POLICY, AND PROCESS FOR ATTAINING GEOINT PROFESSIONAL CERTIFICATION - FUNDAMENTALS (GPC-F) CREDENTIALS.
2. PURPOSE. GPC-F IS THE FOUNDATION OF THE GEOINT PROFESSIONAL CERTIFICATION PROGRAM (GPC), DEFINING THE COMMON SET OF COMPETENCIES ACROSS THE NATIONAL SYSTEMS OF GEOSPATIAL-INTELLIGENCE (NSG) AND IS AN ESSENTIAL ELEMENT OF THE OVERALL DEVELOPMENT OF GEOINT PROFESSIONALS. THE GPC-F TEST EVALUATES A CANDIDATE'S KNOWLEDGE OF THE FUNDAMENTAL CONCEPTS, PRINCIPLES, AND PRACTICES OF GEOINT PRACTITIONERS, AS WELL AS THEIR KNOWLEDGE OF THE NSG.
3. BACKGROUND. THE DEVELOPMENT OF THE GPC IS PART OF A LARGER USD(I) INITIATIVE TO PROFESSIONALIZE THE DEFENSE INTELLIGENCE ENTERPRISE WORKFORCE. THE GPC WILL ENSURE THAT CREDENTIALED GEOINT PRACTITIONERS ARE CERTIFIED TO HAVE DEMONSTRATED PROFICIENCY IN A COMMON SET OF COMPETENCIES. THIS CERTIFICATION PROCESS FACILITATES ADVANCEMENT OF PROFESSIONAL DEVELOPMENT AND TRAINING STANDARDS, PROMOTES BETTER SYNCHRONIZATION, AND ALIGNS INDIVIDUAL CAPABILITIES WITHIN THE DOD INTELLIGENCE ENTERPRISE THROUGH TRANSPORTABLE CREDENTIALS.
4. MISSION. THE MCISRE SHALL CODIFY THE INTELLIGENCE TRAINING STANDARDS TO ENSURE INTELLIGENCE PROFESSIONALS ARE PREPARED TO FULFILL INTELLIGENCE COMMUNITY AND MARINE CORPS MISSION REQUIREMENTS AT EACH STAGE OF THEIR CAREER. THESE STANDARDS ENCOMPASS IMAGERY ANALYSIS, GEOSPATIAL ANALYSIS, GEOINT COLLECTION, IMAGE SCIENCE, AERONAUTICAL DOMAIN, MARITIME DOMAIN, CARTOGRAPHY, HUMAN GEOGRAPHY, GEOSPATIAL DATA MANAGEMENT TRADECRAFT, GEODETIC EARTH SCIENCE, GEODETIC ORBITAL SCIENCE, SURVEYOR AND BATHYMETRY WORK ROLES, AS WELL AS ANALYTIC MANAGEMENT.
5. EXECUTION. IN ORDER TO INITIATE AND CARRY OUT GPC-F TESTING, THE DIRINTREQUIRES THAT ALL MARINES IN THE OPERATING FORCES WITH A PMOS 0241 OR PMOS 0261 ATTAIN GPC-F CREDENTIALS BY THE FOLLOWING DATES: STAFF NONCOMMISSIONED OFFICERS JULY 31, 2014, NONCOMMISSIONED OFFICERS JULY 31, 2015. STUDENTS ATTENDING THE BASIC GEOGRAPHIC INTELLIGENCE SPECIALIST (BGIS) COURSE ATTAIN GPC-F CREDENTIALS BY MAY 16, 2014. STUDENTS ATTENDING THE TACTICAL IMAGERY ANALYSIS COURSE (TIAC) ATTAIN GPC-F CREDENTIALS BY APRIL 11, 2014.
6. IN REF (D), THE MARINE CORPS ANNEX OUTLINES QUALIFICATION REQUIREMENTS TO OBTAIN THE GPC-F CREDENTIAL:
A. SUCCESSFUL COMPLETION OF EITHER BGIS OR TIAC; AND
B. SUCCESSFUL PERFORMANCE OF GEOINT FUNCTIONS IN A BILLET DESIGNATED FOR AN 0241 OR 0261 FOR A MINIMUM OF ONE YEAR; AND
C. SUCCESSFUL ATTAINMENT OF THE GPC-F CERTIFICATION ASSESSMENT'S QUALIFYING SCORE; AND
D. MAINTENANCE OF GOOD STANDING. GOOD STANDING MEANS A PROFICIENCY GRADE OF 3.0 OR BETTER IN PROFICIENCY AND CONDUCT MARKS FOR THE PREVIOUS MARKING PERIOD OR A COMPETENT OR BETTER PROFICIENCY MARK (SECTION D.2) ON THE LATEST USMC FITNESS REPORT.
