GENTEXT/REMARKS/1. THE REFERENCE IS BEING REVISED AND IS PENDING OFFICIAL COMMENT AND FINAL SIGNATURE. THE MCO PROVIDES POLICY AND IMPLEMENTATION GUIDANCE FOR CARRYING OUT MTP AUTHORITY FOR EFFECTIVE AND EFFICIENT MANAGEMENT OF CIVILIAN APPROPRIATED FUNDED POSITIONS THROUGH THE APPLICATION OF POSITION MANAGEMENT, POSITION CLASSIFICATION, AND COMPENSATION MANAGEMENT PRINCIPLES. PENDING FINAL PUBLICATION OF THE REVISED MCO, THE FOLLOWING INTERIM POLICY AND IMPLEMENTATION GUIDANCE IS EFFECTIVE IMMEDIATELY:
A. ALL NEW OR REVISED POSITION DESCRIPTIONS (PDS) WILL REQUIRE CLASSIFICATION ADVISORIES FROM THE SERVICING CIVILIAN HUMAN RESOURCES OFFICE (HRO), OR DEPARTMENT OF THE NAVY OPERATIONS CENTER, SAN DIEGO, IF APPROPRIATE, PRIOR TO SIGNATURE BY THE INDIVIDUAL HOLDING CLASSIFICATION AUTHORITY.
B. WHEN HRO ADVISORY CLASSIFICATIONS ARE OVERRULED BY THE CLASSIFICATION AUTHORITY, A REPRESENTATIVE FROM THE HRO WILL MEET WITH THE CLASSIFICATION AUTHORITY, ATTEMPT TO RECONCILE DIFFERENCES, AND PROVIDE REFRESHER TRAINING IF NECESSARY. THE HRO WILL REPORT UNRECONCILED DIFFERENCES TO THE DIRECTOR OF CIVILIAN HUMAN RESOURCES (MPC-10), MANPOWER AND RESERVE AFFAIRS DEPARTMENT (MRA), FOR FURTHER EVALUATION.
C. MTP BUDGET AUTHORITY WILL BE SET BY THE DEPUTY COMMANDANT PROGRAMS AND RESOURCES (DC PR). THIS AUTHORITY WILL BE COMMUNICATED TO MSCS VIA CIVILIAN LABOR CONTROLS. MTP BUDGET AUTHORITY WILL BE A DOLLAR THRESHOLD PERTINENT TO DIRECT HIRE U.S., DIRECT FUNDED LABOR (ALL PERMANENT, TEMPORARY, TERM AND OVERSEAS CONTINGENCY OPERATIONS FUNDED PERSONNEL) ONLY. FOREIGN LABOR EXECUTION WILL NOT BE SUBJECT TO MTP BUDGET AUTHORITY. IN ORDER TO HOLD MAJOR SUBORDINATE COMMANDS (MSCS) ACCOUNTABLE FOR EXERCISING PRUDENT MTP AUTHORITY, DC PR WILL CONTINUE TO MONITOR CIVILIAN LABOR EXECUTION AND ISSUE MTP REPORTS ON A MONTHLY BASIS IN CONSULTATION WITH THE MSCS. MSCS PROJECTED TO OVER OR UNDER EXECUTE MTP BUDGET AUTHORITY BY TWO OR MORE PERCENT AGAINST THEIR END-OF-YEAR MTP CONTROL FOR THREE OR MORE CONSECUTIVE MONTHS ARE REQUIRED TO SUBMIT ADDITIONAL INFORMATION. SPECIFICALLY, FOR PROJECTED OVEREXECUTION, MSCS WILL SUBMIT A MITIGATION PLAN TO ENSURE MTP EXECUTION FALLS WITHIN THEIR PRESCRIBED BUDGETARY LIMITS BY THE END OF THE FISCAL YEAR. FOR PROJECTED UNDEREXECUTION, MSCS WILL SUBMIT INFORMATION AS REQUESTED BY DC PR AND DC MRA NECESSARY TO DETERMINE THE APPROPRIATE WAY AHEAD FOR THE INDIVIDUAL SITUATION (I.E., ONE TIME REALIGNMENT OF FUNDS, IMPACT ON FUTURE EXECUTION, ETC.). FOR PURPOSES OF ASSESSING MSC EXECUTION WITHIN MTP LIMITATIONS, HQMC MONTHLY MTP PROJECTIONS WILL BE BASED ON CIVILIAN LABOR COSTS REFLECTED IN THE OFFICIAL DEPARTMENT OF THE NAVY REPORTING SYSTEM, WORK YEARS AND PERSONNEL COSTS (WYPC). FOR MSCS THAT ARE REQUIRED TO SUBMIT A NARRATIVE, ALL PENDING, UNPOSTED MTP COST DRIVERS, DEBIT, AND(SLASH)OR CREDIT INFORMATION MUST BE ADDRESSED. THE OVEREXECUTION MITIGATION PLAN SHALL DESCRIBE THE STRATEGIES THE MSC HAS FORECASTED IN ORDER TO ACHIEVE THE OBJECTIVE. FOR EXAMPLE:
(1) POSITION MANAGEMENT (E.G, CHANGES IN STRUCTURE, DELAYERING OF SUPERVISORY POSITIONS, ESTABLISHING CAREER LADDER(SLASH)TRAINEE POSITIONS, ETC.);
(2) WORKFORCE SHAPING (E.G., RETIREMENTS, EARLY RETIREMENT, SEPARATIONS INCENTIVES, ETC.); AND
(3) COMPENSATION MANAGEMENT (E.G.,REDUCTION OF COSTS ASSOCIATED WITH OVERTIME, SALARIES, PERMANENT CHANGE OF DUTY STATIONS, RECRUITMENT, RETENTION, AND RELOCATION BONUSES, AWARDS, ETC.). THE MITIGATION PLAN IS TO BE PREPARED IN LETTER FORMAT, SIGNED BY THE HEAD OF THE MSC, AND SUBMITTED TO DC MRA WITH A COPY TO DC PR, WHO IN CONSULTATION, WILL COORDINATE A FOLLOW-ON REVIEW BY THE CIVILIAN EXECUTIVE STEERING GROUP AS NECESSARY. WHERE IT IS DETERMINED AN MSC WILL OVEREXECUTE AND BE UNABLE TO EXECUTE WITHIN ITS BUDGETARY LIMIT BY THE END OF THE FISCAL YEAR, ADDITIONAL RESTRICTIONS (E.G., HIRING RESTRICTIONS(SLASH)(FREEZE), MAY BE DIRECTED AFTER CONSULTATION WITH THE MSC.
2. MSCS FOR THE PURPOSES OF THIS MARADMIN ARE THE STAFF DIRECTOR, HQMC; COMMANDERS OF MARINE FORCES COMMANDS; COMMANDING GENERAL, MARINE CORPS COMBAT DEVELOPMENT COMMAND; COMMANDING GENERAL MARINE CORPS INSTALLATIONS COMMAND; COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND; COMMANDING GENERAL, MARINE CORPS LOGISTICS COMMAND; COMMANDER, MARINE CORPS SYSTEMS COMMAND; AND COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND.
3. THIS MARADMIN WILL EXPIRE UPON PUBLICATION OF THE REVISION TO MCO 12510.2C.
