NARR/REF (A) IS TITLE 10, UNITED STATES CODE, CHAPTER 69, SECTION 1370 GOVERNING RULES FOR RETIREMENT IN HIGHEST GRADE HELD FOR COMMISSIONED OFFICERS.  REF (B) IS TITLE 10, UNITED STATES CODE, CHAPTER 571, SECTION 6323 GOVERNING RULES FOR VOLUNTARY RETIREMENT.  REF (C) IS THE NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2012 GRANTING THE SERVICES TEMPORARY AUTHORITY TO OFFER MILITARY PERSONNEL THE OPTION OF RETIRING AFTER 15 YEARS OF SERVICE.  REF (D) IS UNDER SECRETARY OF DEFENSE AUTHORIZATION FOR THE DEPARTEMENT OF THE NAVY TO REDUCE THE NUMBER OF COMMISSIONED YEARS REQUIRED TO RETIRE AS AN OFFICER FROM TEN YEARS TO EIGHT YEARS.  REF (E) IS THE MEMORANDUM FROM THE OFFICE OF THE UNDERSECRETARY OF DEFENSE PROVIDING PROCEDURAL GUIDANCE FOR THE CONDUCT OF EARLY RETIREMENT.  REF (F) IS MCO 1900.16, MARINE CORPS SEPARATION AND RETIREMENT MANUAL.//

GENTEXT/REMARKS/1.  PURPOSE.  HQMC IS ACCEPTING TIME-IN-GRADE (TIG) WAIVER REQUESTS FOR RETIREMENT IN GRADE FROM ACTIVE COMPONENT MARINE OFFICERS IN THE GRADES OF COLONEL AND LIEUTENANT COLONEL DURING FY15 AND FY16.  PER REF (A), THIS FORCE SHAPING PROGRAM ALLOWS FOR ELIGIBLE ACTIVE DUTY OFFICERS TO RETIRE IN THEIR CURRENT GRADE WITH TWO YEARS TIG VICE THREE.
2.  ELIGIBILITY
    A.  PER THE REFS, REQUESTS FOR TIG WAIVERS ARE BEING ACCEPTED FROM ACTIVE DUTY COLONELS AND LIEUTENANT COLONELS WHO ARE OTHERWISE RETIREMENT ELIGIBLE.
    B.  PER REF (A), THE NUMBER OF AUTHORIZED TIG RETIREMENT WAIVERS IS LIMITED TO NO MORE THAN FOUR PERCENT OF THE AUTHORIZED STRENGTH IN GRADE.
    C.  PER REF (B), OFFICERS MAY APPLY FOR RETIREMENT AFTER COMPLETING MORE THAN 20 YEARS OF ACTIVE DUTY SERVICE.
    D.  PER REF (C), OFFICERS MAY APPLY FOR RETIREMENT AFTER COMPLETING MORE THAN 15 YEARS OF ACTIVE DUTY SERVICE IF THEY MEET ELIGIBILITY REQUIREMENTS.
    E.  PER REFS (B) AND (D), OFFICERS MAY RETIRE AS AN OFFICER AFTER EIGHT VICE TEN ACTIVE DUTY YEARS OF ACTIVE DUTY COMMISSIONED SERVICE IF THEY MEET ELIGIBILITY REQUIREMENTS.
    F.  PER REF (E), OFFICERS WHO WERE PREVIOUSLY APPROVED TO TRANSFER POST 9/11 GI BILL BENEFITS ARE ELIGIBLE FOR THIS FORCE SHAPING PROGRAM WITH NO EFFECT ON TRANSFERRED BENEFITS.  THIS WAIVER OF OBLIGATED SERVICE FOR POST 9/11 GI BILL BENEFITS TRANSFER IS ONLY APPLICABLE TO FORCE SHAPING SEPARATIONS (E.G., VOLUNTARY SEPARATION PAY (VSP) PROGRAM, TEMPORARY EARLY RETIREMENT AUTHORITY (TERA), SELECTIVE EARLY RETIREMENT BOARD (SERB), ETC).  MARINES ARE REMINDED TO REVIEW EDUCATIONAL BENEFITS PRIOR TO SEPARATING.
    G.  THE EFFECTIVE DATE OF RETIREMENT MUST BE NO LATER THAN 1 SEP 2016.
    H.  THIS PROGRAM WILL NOT SUPERSEDE ANY OTHER SERVICE OBLIGATIONS INCURRED (E.G., PCS, EDUCATION AND TRAINING PAYBACK, ETC.).
3.  COORDINATING INSTRUCTIONS
    A.  SUBMIT WRITTEN REQUESTS FOR EARLY RELEASE UNDER THIS PROGRAM VIA THE CHAIN OF COMMAND TO CMC (MMSR-2) PER REF (F).  EACH APPLICATION WILL BE CONSIDERED CASE-BY-CASE, BASED ON THE NEEDS OF THE MARINE CORPS.
    B.  HQMC (MP) MAINTAINS ALL POLICY ASSOCIATED WITH THIS PROGRAM.
    C.  SECNAV (MRA) MAINTAINS FINAL APPROVAL AUTHORITY FOR ALL REQUESTS.
4.  THIS MARADMIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
5.  THIS MARADMIN CANCELS ON 30 SEP 2016.
