GENTEXT/REMARKS/1. SUMMARY. IN ORDER TO ENHANCE EFFICIENCIES WITHIN THE MANPOWER MANAGEMENT PROCESS, THE DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (M&RA) HAS REORGANIZED MM EFFECTIVE IMMEDIATELY. MM HAS REDUCED THE NUMBER OF BRANCHES FROM TEN TO SEVEN BY COMBINING SEVERAL BRANCHES INTO ONE INTEGRATION BRANCH AND REALIGNING CERTAIN MANPOWER SUPPORT ACTIVITIES TO REDUCE REDUNDANCY AND ENHANCE SPAN OF CONTROL.
2. MISSION.  THE MANPOWER MANAGEMENT DIVISION, UNDER THE DIRECTION OF THE DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS, DIRECTS PERSONNEL ACTION AND IMPLEMENTS SERVICE PLANS AND POLICIES IN ORDER TO STAFF AND MAINTAIN THE FORCE.

4.A.1  MANAGE POPULATION OF ACTIVE COMPONENT OFFICERS TO STAFF THE FORCE AND KEEP OFFICERS COMPETITIVE FOR ADVANCEMENT AND OPTIMALLY ASSIGN ENLISTED PERSONNEL IN ORDER TO MEET INSTITUTIONAL DEMAND SIGNALS.
4.A.2.  CLASSIFY, RECLASSIFY AND MANAGE SCHOOL SEAT ASSIGNMENTS FOR ACTIVE COMPONENT ENTRY LEVEL MARINES BY EXECUTING BOTH THE MARINE CORPS ACCESSION AND TRAINING INPUT PLANS AND ASSIGNING INTENDED MILITARY OCCUPATIONAL SPECIALTY (IMOS).
4.A.3.  MANAGE OFFICER LATERAL MOVES AND INTER-SERVICE TRANSFERS AND MANAGE CAREER DESIGNATION AND EXTENSIONS ON ACTIVE DUTY.
4.A.4.  RETAIN THE ACTIVE COMPONENT ENLISTED FORCE BY RECEIVING, PROCESSING, AND APPROVING REENLISTMENTS, EXTENSIONS, AND LATERAL MOVE REQUESTS FOR BOTH FIRST TERM AND CAREER MARINES.
4.A.5.  PLAN, CONVENE AND CONDUCT ACTIVE AND RESERVE COMPONENT OFFICER PROMOTION BOARDS AND SPECIAL SELECTION BOARDS IAW STATUTE AND REGULATIONS.
4.A.6.  PLAN, CONVENE AND CONDUCT ACTIVE AND RESERVE COMPONENT ENLISTED PROMOTION AND REMEDIAL BOARDS, AND ADMINISTER THE JUNIOR ENLISTED PROMOTION PROCESSES, IAW POLICY AND REGULATIONS.
4.A.7.  MANAGE SEPARATIONS AND RETIREMENTS AND PROVIDE RETIRED SERVICES.
4.B.  MANAGE PERFORMANCE EVALUATION, PERFORMANCE REVIEW, CAREER COUNSELING AND PLANNING, MILITARY AWARDS, AND PERSONNEL RECORDS FOR MARINE CORPS PERSONNEL.
4.B.1.  PROCESS ALL APPEALS SUBMITTED FOR ADJUDICATION BY THE PERFORMANCE EVALUATION REVIEW BOARD (PERB).
4.B.2.  PROCESS ALL RE-CODE APPEALS.
4.B.3.  MANAGE ALL APPEALS RECEIVED FOR BCNR.
4.B.4.  PROCESS MILITARY PERSONAL AND UNIT AWARDS SUBMITTED FOR APPROVAL BY THE CMC, THE SECNAV, OR POTUS.
4.B.5.  MAINTAIN THE ELECTRONIC IMPROVED AWARDS PROCESSING SYSTEM (IAPS) FOR ORIGINATING, ENDORSING, APPROVING AND RECORDING PERSONAL AND UNIT AWARDS ACROSS THE MARINE CORPS.
4.B.6.  PROVIDE CURRENT AND TIMELY OMPF RECORDS FOR ACTIVE, RESERVE, RETIRED AND MARINE VETERANS FOR PURPOSES OF PROMOTION, ASSIGNMENT, RETENTION, DETERMINATION OF BENEFITS, POST-SERVICE ENTITLEMENT, AND OTHER PURPOSES AS APPLICABLE.
4.B.7.  PROVIDE POLICY, PROCEDURES, AND STANDARDS FOR THE OPERATION AND MAINTENANCE OF THE PERFORMANCE EVALUATION SYSTEM, INCLUDING SUBMISSION OF PERFORMANCE EVALUATIONS ON SERGEANTS THROUGH MAJOR GENERAL.
4.B.8.  PROVIDE COUNSELING TO MARINES CONCERNING COMPETITIVENESS, FUTURE CAREER DECISIONS, AND FAILURE OF SELECTION FOR PROMOTION TO THE NEXT HIGHER GRADE.
4.C.  ADMINISTER SECRETARIAL WAIVER AUTHORITY RELATED TO PCS ENTITLEMENTS.
4.C.1.  CONDUCT PERMANENT CHANGE OF STATION (PCS) ANALYSIS, PLANNING, AND BUDGETING.
4.C.2.  MANAGE ALL PCS TRAVEL ENTITLEMENTS AND JOINT FEDERAL TRAVEL REGULATION ENTITLEMENT ADJUDICATION.
4.D.  PROVIDE ADMINISTRATIVE SUPPORT TO, AND IN DIRECT SUPPORT OF THE COMMANDANT OF THE MARINE CORPS, SLATE AND ASSIGN, ALL MARINE CORPS GENERAL OFFICERS.
4.D.1.  PROVIDE CONSOLIDATED PERSONNEL ADMINISTRATION SUPPORT FOR ALL ACTIVE AND RESERVE COMPONENT GENERAL OFFICERS.
4.D.2.  MANAGE ALL PROCESSES RELATED TO THE ASSIGNMENT, PROMOTION AND RETIREMENT OF ALL GENERAL OFFICERS.
