GENTEXT/REMARKS/1. THIS MESSAGE ANNOUNCES THE 2014 ITM COI TRAINING AND PROFESSIONAL DEVELOPMENT PROGRAM AND SOLICITS APPLICATIONS FOR THE OFFERED OPPORTUNITIES.
2. PURPOSE. TO PROVIDE INFORMATION AND GUIDANCE ON THE SUBJECT PROGRAM. THE TRAINING AND PROFESSIONAL DEVELOPMENT PROGRAM ADDRESSES STRATEGIC ITM WORKFORCE SKILL GAPS, COMPETENCIES AND REQUIREMENTS.
3. BACKGROUND. MARINE CORPS CIVILIAN COMMUNITIES OF INTEREST (COI) WERE CREATED IN 2001. THEY SUPPORT THEIR CONSTITUENTS IN A VARIETY OF WAYS, INCLUDING PROVIDING INFORMATION ABOUT AND FACILITATING ACCESS TO PROFESSIONAL DEVELOPMENT OPPORTUNITIES. MANPOWER PLANS AND POLICY DIVISION, THE CIVILIAN WORKFORCE DEVELOPMENT SECTION (MPC-30) PROVIDES FUNDING TO THE COI. THE ITM COI IS ALLOCATING THE TOTAL FUNDING AMOUNT RECEIVED TO THIS PROGRAM.
4. ELIGIBILITY REQUIREMENTS.
4.A. APPLICANTS MUST BE FULL-TIME, APPROPRIATED OR NON-APPROPRIATED, MARINE CORPS CIVILIAN EMPLOYEES IN AN ITM COI OCCUPATIONAL SERIES POSITION AT THE TIME OF SELECTION AND ATTENDANCE. THE SERIES ARE: COMPUTER OPERATOR (0332), COMPUTER ASSISTANT (0335), TELECOMMUNICATIONS EQUIPMENT OPERATOR (0390), TELECOMMUNICATIONS SPECIALIST (0391), TELECOMMUNICATIONS TECHNICIAN (0392), COMMUNICATIONS CLERK (0394), COMPUTER ENGINEER (0854), LIBRARIAN (1410), LIBRARY TECHNICIAN (1411), TECHNICAL INFORMATION SPECIALIST (1412), ARCHIVIST (1420), ARCHIVES TECHNICIAN (1421), COMPUTER SCIENTIST (1550), AND INFORMATION TECHNOLOGY SPECIALIST (2210).
4.B. ITM COMMUNITY MEMBERS SELECTED TO PARTICIPATE IN CENTRALLY MANAGED LEADERSHIP PROGRAMS WHICH COMMENCE DURING 2014 ARE NOT ELIGIBLE TO APPLY.
5. PROGRAM OPPORTUNITIES. ITM COI MEMBERS CAN APPLY FOR ONLY ONE (1) OF THE TRAINING OR PROFESSIONAL DEVELOPMENT OPPORTUNITIES. TRAINING AND PROFESSIONAL DEVELOPMENT AREAS OF FOCUS INCLUDE: IT PROJECT MANAGEMENT, CAPITAL PORTFOLIO PLANNING, BUSINESS ANALYSIS, ARCHITECTURE (SERVICE-ORIENTED, TECHNICAL AND DATA), BIG DATA, CUSTOMER SUPPORT, CYBERSECURITY, VIRTUALIZATION, AND INFORMATION TECHNOLOGY INFRASTRUCTURE LIBRARY (ITIL). COURSE DETAILS CAN BE FOUND ON THE ITM COI SHAREPOINT SITE IN PARAGRAPH SIX (6) BELOW. ONLY IN-PERSON OR VIRTUAL CLASSROOM OPPORTUNITIES WILL BE FUNDED. NO APPLICATIONS FOR SELF-PACED VERSIONS WILL BE CONSIDERED. OPPORTUNITY SCHEDULING IS BEYOND CONTROL OF THE ITM COI. ALL APPROPRIATE AND AVAILABLE EFFORTS WILL BE MADE TO ACCOMMODATE PARTICIPANTS DUE TO OPPORTUNITY CANCELLATIONS.
6. APPLICATION PROCESS.

6.B. ONLY SUPERVISORS CAN SUBMIT APPLICATIONS. APPLICANTS ARE ENCOURAGED TO PROVIDE THEIR SUPERVISORS WITH THE REQUIRED INFORMATION IN ADVANCE OF THE TIMELINE REQUIREMENT IN PARAGRAPH SIX (6(C).
6.C. SUPERVISORS NOMINATE EMPLOYEES BY ADDING A NEW ITEM TO THE SHAREPOINT LIST LOCATED AT THE ADDRESS IN PARAGRAPH 6A AT LEAST THIRTY (30) DAYS PRIOR TO THE START DATE OF THE APPLIED OPPORTUNITY. APPLICATIONS WILL BE CONSIDERED ON A FIRST COME FIRST SERVE BASIS AND WILL NOT BE ACCEPTED AFTER 15 AUGUST 2014. THE SUPERVISOR MUST CERTIFY THAT THE APPLICANT HAS AN INDIVIDUAL DEVELOPMENT PLAN AND THAT THE OPPORTUNITY FOR WHICH THEY ARE APPLYING ALIGNS TO THE APPLICANTS GOALS AND OBJECTIVES AND THE ORGANIZATIONAL MISSION.
6.D. ITM COMMUNITY MEMBERS WHO HAVE NOT YET PARTICIPATED IN THIS PROGRAM WILL RECEIVE PRIORITY.
7. SELECTION.
7.A. SELECTED APPLICANTS WILL BE NOTIFIED DIRECTLY. POINTS OF CONTACT FOR COORDINATING INSTRUCTIONS AND TRAVEL ARRANGEMENTS WILL BE PROVIDED AT THAT TIME.
7.B. FUNDING. THE ITM COMMUNITY WILL PAY ALL REQUIRED REGISTRATION FEES AND TUITION COSTS. TRAVEL AND PER DIEM COVERAGE WILL ONLY BE CONSIDERED FOR LIMITED OPPORTUNITIES. FUNDING WILL BE PROVIDED TO PARENT COMMANDS VIA OPBUD TRANSFER ONLY. LOCAL COMMANDS MAY REQUIRE SUBMISSION OF A STANDARD FORM 182 (SF182).
8. POST ATTENDANCE REQUIREMENT. ALL PARTICIPANTS OF THIS PROGRAM ARE REQUIRED TO PROVIDE PROOF OF COMPLETION TO THE ITM COMMUNITY ORGANIZATIONAL MAILBOX AT USMC(UNDERSCORE)INFORMATION (UNDERSCORE)TECHNOLOGY(UNDERSCORE)COMMUNITY(AT)USMC.MIL. PARTICIPANTS MUST SUBMIT EITHER AN OFFICIAL CERTIFICATE OR OFFICIAL CORRESPONDENCE FROM THE OPPORTUNITY PROVIDER INDICATING PROOF OF COMPLETION WITHIN FIVE (5) BUSINESS DAYS OF RECEIPT. TO ENSURE OPTIMAL USE OF FUTURE FUNDS, ATTENDEES MUST ALSO COMPLETE AND SUBMIT THE PARTICIPATION SURVEY AT THE CONCLUSION OF THE OPPORTUNITY. THIS SURVEY WILL PROVIDE FEEDBACK TO THE ITM COI MANAGER ON THE VALUE OF THE OPPORTUNITY ATTENDED, INCLUDING APPLICABILITY TO CURRENT JOB FUNCTIONS, APPROPRIATENESS OF CONTENT TO GRADE AND SERIES, AND A SUMMARY OF INFORMATION GAINED.
9. FAILURE TO COMPLETE. IT IS INCUMBENT ON THE APPLICANT TO COMPLETE THE OPPORTUNITY FOR WHICH THE COI PROVIDES FUNDING. INSTANCES OF FAILURE TO COMPLETE WILL BE REVIEWED ON A CASE-BY-CASE BASIS TO DETERMINE APPROPRIATE ACTION, AND MAY IMPACT ELIGIBILITY FOR FUTURE OPPORTUNITIES.
