GENTEXT/REMARKS/1. EXECUTIVE SUMMARY.  THIS MARADMIN ESTABLISHES TASKS FOR ALL MARINE CORPS HEADQUARTERS, OPERATING FORCES, AND SUPPORTING ESTABLISHMENT ORGANIZATIONS FOR THE IMPLEMENTATION OF THE MARITIME SECURITY COOPERATION POLICY (REF A). THIS SERVICE MESSAGE HAS BEEN COORDINATED WITH THE DEPUTY CHIEF OF NAVAL OPERATIONS FOR OPERATIONS, PLANS AND STRATEGY (OPNAV N3N5), AND U.S. COAST GUARD, DEPUTY COMMANDANT FOR OPERATIONS (CG-DCO). TASKS ASSIGNED TO MARINE CORPS ORGANIZATIONS WITHIN THIS MARADMIN HAVE ALSO BEEN ASSIGNED TO COUNTERPART NAVY AND COAST GUARD ORGANIZATIONS BY THEIR RESPECTIVE HEADQUARTERS IN SUPPORT OF UNITY OF EFFORT.
2. MISSION. PER THE REF, THE NAVY AND MARINE CORPS REGIONAL COMPONENTS, IN CONCERT WITH THE U.S. COAST GUARD, WILL INCREASE COORDINATION AND INTEGRATION BY EMPLOYING THE MARITIME SECURITY COOPERATION (SC) PLANNING CYCLE (OUTLINED IN THE REF) FOR COUNTRIES OF MUTUAL INTEREST IN ORDER TO MORE PREDICTABLY AND EFFICIENTLY SATISFY GEOGRAPHIC COMBATANT COMMANDER (CCDR) MARITIME SC REQUIREMENTS. THE MARITIME SC PLANNING CYCLE WILL ASSIST CCDRS WITH PROVIDING ACTIONABLE MARITIME SOLUTIONS TO REGIONAL ISSUES.
3. END STATE. THE POLICY'S OVERARCHING OBJECTIVE IS TO INCREASE COORDINATION AND INTEGRATION ACROSS THE THREE MARITIME SERVICES FOR THE PLANNING AND CONDUCT OF THEATER-LEVEL SECURITY COOPERATION. THIS EFFORT WILL PROVIDE CCDRS WITH MORE EFFECTIVE AND EFFICIENT MARITIME FORCE PACKAGES THAT INCREASE THE CAPABILITY AND CAPACITY OF PARTNER NATION MARITIME SECURITY FORCES AND THEIR SUPPORTING INSTITUTIONS.
4. EXECUTION. IN ACCORDANCE WITH THE REF, TASKS IDENTIFIED IN PARAGRAPH 4 BELOW APPLY TO ALL MARINE CORPS HEADQUARTERS, OPERATING FORCES, AND SUPPORTING ESTABLISHMENT ORGANIZATIONS. EACH IMPLEMENTATION TASK IS INTENDED TO ENSURE THE APPROPRIATE STRUCTURES ARE IN PLACE TO EXECUTE REF A AND ENSURE ITS GUIDING PRINCIPLES ARE INSTITUTIONALIZED AT ALL LEVELS WITHIN THE NAVY, MARINE CORPS, AND COAST GUARD. RELEVANT USMC LEAD ORGANIZATIONS AND TIMEFRAMES HAVE BEEN IDENTIFIED FOR EACH TASK. WHERE DIRECTED, USMC ORGANIZATIONS WILL EXECUTE TASKS IN COORDINATION WITH NAVY AND COAST GUARD COUNTERPARTS. PER DIRECTION OF OPNAV N3N5, AND CG-DCO, COUNTERPART NAVY AND COAST GUARD LEAD ORGANIZATIONS HAVE BEEN IDENTIFIED AND ARE INCLUDED BELOW.
5. TASKS.
5.A. TASK 1: MARINE FORCES AFRICA (MARFORAF), MARINE FORCES CENTRAL (MARCENT), MARINE FORCES EUROPE (MARFOREUR), MARINE FORCES NORTH (MARFORNORTH), MARINE FORCES PACIFIC (MARFORPAC), AND MARINE FORCES SOUTH (MARFORSOUTH), NLT 30 SEPTEMBER 2014, DEVELOP COLLABORATIVE MARITIME SC ANNEXES FOR INCLUSION IN COMPONENT SUPPORTING PLANS.
5.A.1. NAVY AND MARINE CORPS REGIONAL COMPONENTS, IN CONJUNCTION WITH THE COAST GUARD, WILL COLLABORATIVELY DEVELOP A COMMON MARITIMESC ANNEX FOR THE FY15-16 TIMEFRAME FOR INCLUSION IN THEIR RESPECTIVE COMPONENT SUPPORTING PLANS AND SERVICE CAMPAIGN SUPPORT PLANS (CSP).THE ANNEX WILL IDENTIFY AREAS FOR INCREASED MARITIME SC COORDINATION AND INTEGRATION IN FY15, AND RECOMMEND TAILORED FORCE PACKAGES, IN TERMS OF CAPABILITIES AND DESIRED EFFECTS, WHICH SATISFY CCDR SC REQUIREMENTS. EACH MARITIME SC ANNEX WILL INCLUDE: (1) COUNTRIES OF MUTUAL INTEREST TO NAVY AND MARINE CORPS REGIONAL COMPONENTS AND CCDR THEATER CAMPAIGN PLANS (TCP) (THIS SUBSET OF COUNTRIES WILL BE THE FOCUS OF COORDINATION AND INTEGRATION BETWEEN REGIONAL COMPONENTS); (2) SERVICE-SPECIFIC OBJECTIVES FOR EACH COUNTRY OF MUTUAL INTEREST AND, WHERE APPLICABLE, ADDITIONAL SHARED OBJECTIVES TO INFORM THE PLANNING AND EXECUTION OF INTEGRATED MARITIME SC ACTIVITIES; AND (3) A LIST OF PROJECTED FY15-16 SERVICE-SPECIFIC AND INTEGRATED MARITIME SC ACTIVITIES TO INFORM INDIVIDUAL AND COORDINATED REQUESTS FOR FORCES.
5.A.2. GIVEN THE VARIED TIMELINES FOR SUBMISSION OF CCDR THEATER CAMPAIGN PLANS, DEVELOPMENT OF A MARITIME SC ANNEX MAY OCCUR OUT OF CYCLE. AS SUCH, IT CAN BE INCLUDED AS AN ADDENDUM OR UPDATE TO THE MOST CURRENT REGIONAL COMPONENT SUPPORTING PLAN. UPON COMPLETION, THE MARITIME SC ANNEX WILL ALSO BE SUBMITTED TO BOTH (1) HEADQUARTERS, MARINE CORPS (HQMC), DEPUTY COMMANDANT, PLANS, POLICIES, AND OPERATIONS (DC PPO) FOR INCLUSION IN THE ANNUAL SERVICE CSP; AND (2) COMMANDER, MARINE CORPS FORCES COMMAND (COMMARFORCOM) IOT INFORM SOURCING RECOMMENDATIONS AND PRE-DEPLOYMENT TRAINING ACTIVITIES TO OPTIMIZE MARITIME FORCE PACKAGES PROVIDED TO CCDRS.
5.A.3. THE OPNAV N3N5-DESIGNATED LEAD USN ORGANIZATIONS FOR TASK 1 ARE U.S. NAVAL FORCES AFRICA (NAVAF), NAVAL FORCES CENTRAL (NAVCENT), NAVAL FORCES EUROPE (NAVEUR), NAVAL FORCES NORTH (NAVNORTH), PACIFIC FLEET (PACFLT), NAVAL FORCES SOUTHERN COMMAND (USNAVSO).
5.B. TASK 2: REVIEW AND UPDATE SERVICE SC PLANS, POLICY, EDUCATION, AND DOCTRINE.
5.B.1. TASK 2.1: HQMC, DC PPO, NLT 30 SEPTEMBER 2014, REVISE MARINE CORPS ORDER 5710.6B, SECURITY COOPERATION, TO INCLUDE MARITIME SC POLICY.
5.B.2. TASK 2.2: COMMARFORCOM (MARINE CORPS SECURITY COOPERATION GROUP (MCSCG)), NLT 30 SEPTEMBER 2014, CONDUCT AN INTER-SERVICE ASSESSMENT OF SC TRAINING AND EDUCATION REQUIREMENTS AND PROGRAMS TO INFORM DEVELOPMENT OF FORMAL MARITIME SC TRAINING AND EDUCATION CONTINUUM.  THIS INTER-SERVICE ASSESSMENT MAY INCLUDE ITEMS SUCH AS THE DEVELOPMENT OF A MARITIME FOREIGN SECURITY FORCE ASSESSMENT PROCESS. SUPPORTING USMC ORGANIZATIONS FOR TASK 2.2 ARE HQMC, DC PPO, AND COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND (CG, TECOM).  OPNAV N3N5-DESIGNATED LEAD USN ORGANIZATIONS FOR TASK 2.2 ARE OPNAV N3N5, AND NAVAL WAR COLLEGE (NWC). CG-DCO-DESIGNATED LEAD USCG ORGANIZATION FOR TASK 2.2 IS COAST GUARD INTERNATIONAL AFFAIRS AND FOREIGN POLICY DIRECTORATE (CG-DCO-I).
5.B.3. TASK 2.3: DEPUTY COMMANDANT, COMBAT DEVELOPMENT AND INTEGRATION (DC CDI), NLT 1 SEPTEMBER 2015, INCORPORATE THE MSCP INTO MARINE CORPS SC DOCTRINE. SUPPORTING USMC ORGANIZATIONS FOR TASK 2.3 ARE HQMC, DC PPO AND COMMARFORCOM MCSCG. OPNAV N3N5- DESIGNATED LEAD USN ORGANIZATIONS FOR TASK 2.3 ARE OPNAV N3N5 U.S.FLEET FORCES COMMAND (USFFC), AND NAVY WARFARE DEVELOPMENT COMMAND (NWDC).
5.C. TASK 3: HQMC, DC PPO, NLT 1 MAY 2014, DEVELOP COURSES OF ACTION TO ESTABLISH AN ANNUAL TRI-SERVICE MARITIME SC PLANNER'S WORKING GROUP IN FY15.
5.C.1  DEVELOP COAS FOR ESTABLISHING A TRI-SERVICE MARITIME SC PLANNERS' WORKING GROUP IN CONCERT WITH THE ANNUAL USMC SC PLANNERS' WORKING GROUP TO INCREASE COORDINATION, COLLABORATION, AND SITUATIONAL AWARENESS ACROSS THE MARITIME SERVICES.
5.C.2. OPNAV N3N5-DESIGNATED LEAD USN ORGANIZATION FOR TASK 3 IS OPNAV N3N5. CG-DCO-DESIGNATED LEAD USCG ORGANIZATION FOR TASK 3 IS CG-DCO-I.
5.D.  TASK 4: COMMARFORCOM MCSCG, NLT 30 SEPTEMBER 2014, DEVELOP CONSOLIDATED COURSE CATALOG FOR MARITIME CURRICULUM. SUPPORTING USMC ORGANIZATION IS CG, TECOM.
5.D.1. ALL THREE MARITIME SERVICES HAVE THEIR OWN COURSE OFFERINGS FOR VARIOUS MARITIME TRAINING, SUCH AS COURSES IN RIVERINE AND SMALL-CRAFT TRAINING. TO BETTER MEET PARTNER NATION DEMAND FOR ALL TYPES OF MARITIME TRAINING, THE SERVICES WILL EXPLORE CONSOLIDATING THEIR INDIVIDUAL COURSE OFFERINGS INTO A SINGLE CATALOG, ORGANIZED BY LEVEL OF PROFICIENCY (E.G., BASIC, INTERMEDIATE, AND ADVANCED) TO ENABLE MULTI-SERVICE SOLUTIONS. THIS CATALOG WILL ADDITIONALLY DESCRIBE HOW THE COURSES CAN BE REQUESTED ON BEHALF OF PARTNER NATIONS.
5.D.2. OPNAV N3N5-DESIGNATED LEAD USN ORGANIZATIONS FOR TASK 4 ARE USFFC, AND NAVY EXPEDITIONARY COMBAT COMMAND (NECC). CG-DCO-DESIGNATED LEAD USCG ORGANIZATION FOR TASK 4 IS USCG FORCE READINESS COMMAND (FORCECOM).
5.E. COORDINATING INSTRUCTIONS. NLT 31 MAY 2014, TASKED USMC ORGANIZATIONS WILL IDENTIFY AND SUBMIT THE NAME(S) AND CONTACT INFORMATION FOR ACTION OFFICERS RESPONSIBLE FOR THE MONITORING OF EACH TASK'S PROGRESS. PPO PL WILL MAINTAIN CONTACT INFORMATION FOR COORDINATION PURPOSES AMONG MARINE CORPS, OR NAVY-MARINE CORPS-COAST GUARD ORGANIZATIONS.
6.  ADMINISTRATION AND LOGISTICS.  IMPLEMENTATION TASKING WILL BE TRACKED AND MONITORED BY THE O-6 MARITIME SECURITY COOPERATION COORDINATION COUNCIL, COMPRISED OF REPRESENTATIVES FROM OPNAV N52, HQMC PLU, CG-DCO-I, AND THE DUSN, PLANS, POLICY, OVERSIGHT AND INTEGRATION (PPOI). BI-ANNUAL OR AS REQUESTED IMPLEMENTATION COMPLIANCE UPDATES WILL BE PROVIDED TO 3-STAR LEADERSHIP.
