RMKS/1.  THIS MARADMIN CLARIFIES THE CIRCUMSTANCES UNDER WHICH MARINES MAY BE AUTHORIZED TRANSITION PTAD.
2.  BACKGROUND.  THE STATUTORY FORCE DRAWDOWN AND INCREASED NUMBER OF VOLUNTARY AND INVOLUNTARY SEPARATIONS LED TO AN INCREASE IN THE VOLUME OF QUESTIONS REGARDING THE CIRCUMSTANCES UNDER WHICH MARINES MAY BE AUTHORIZED TRANSITION PTAD.
3. GENERAL INFORMATION.  IN ACCORDANCE WITH THE REFERENCES.  TRANSITION PTAD IS ADMINISTRATIVE ABSENCE THAT IS APPROVED AT THE COMMANDER'S DISCRETION, MISSION REQUIREMENTS PERMITTING.  PTAD, TRANSITION OR OTHERWISE, IS NOT AN ENTITLEMENT BUT RATHER IS DISCRETIONARY, AND DEPENDS UPON THE PARTICULAR CIRCUMSTANCES OF THE MARINE AND HIS/HER UNIT.  TRANSITION PTAD MAY BE AUTHORIZED FOR MARINES BEING VOLUNTARILY AND INVOLUNTARILY SEPARATED FROM ACTIVE DUTY IF DISCHARGED UNDER HONORABLE OR GENERAL (UNDER HONORABLE CONDITIONS).
    A.  MARINES MAY BE AUTHORIZED UP TO:
        1.  20 DAYS PTAD (INCREMENTS MAY BE TAKEN IF IN THE VICINITY OF PERMANENT DUTY STATION (PDS), FOR MARINES SEPARATING FROM A CONUS PDS).
        2.  30 CONSECUTIVE DAYS PTAD, FOR MARINES SEPARATING FROM AN OCONUS PDS.
4.  THERE ARE THREE MAJOR CIRCUMSTANCES UNDER WHICH A MEMBER MAY BE ELIGIBLE FOR TRANSITION PTAD: RETIREMENT, INVOLUNTARY SEPRATION, AND VOLUNTARY/INVOLUNTARY SEPARATION THROUGH ONE OF THE MILITARY FORCE DRAWDOWN/FORCE SHAPING PROGRAMS AUTHORIZED BY THE MARINE CORPS.  MARINES MUST MEET ONE OF THE FOLLOWING CRITERIA IN ORDER TO BE AUTHORIZED TRANSITION PTAD:
    A.  OFFICERS OR ENLISTED MARINES SELECTED FOR INVOLUNTARY SEPARATION BY SELECTIVE EARLY RELEASE OR RETIREMENT BOARD (SERB).
    B.  OFFICERS OR ENLISTED MARINES WITH A MANDATORY RETIREMENT DATE.
    C.  OFFICERS NON-SELECTED FOR PROMOTION AND SELECTED FOR RELEASE FROM ACTIVE DUTY.
    D.  ENLISTED MARINES DENIED FURTHER CONTINUED SERVICE AS A RESULT OF ENLISTED CAREER FORCE CONTROLS (ECFC).
        1.  MARINES WHO ARE APPROVED TO RECEIVE FULL OR HALF SEPARATION PAY UPON DISCHARGE.
        2.  MARINES INVOLUNTARILY SEPARATED FOR SERVICE LIMITATION AND OR NON-SELECTION FOR PROMOTION.
    E.  OFFICERS AND ENLISTED MARINES WITH AN APPROVED RETIREMENT DATE ARE ELIGIBLE FOR TRANSITION PTAD UNDER THE FOLLOWING PROVISIONS:
        1.  ACTIVE DUTY RETIREMENT.
        2.  TEMPORARY DISABILITY RETIRED LIST (TDRL).
        3.  PERMANENT DISABLITY RETIRED LIST (PDRL).
        4.  TEMPORARY EARLY RETIREMENT AUTHORITY (TERA).
    F.  OFFICERS AND ENLISTED MARINES WHO HAVE AN APPROVED SEPARATION FOR DISABILITY WITH SEVERANCE PAY OR DISABILITY WITHOUT SEVERANCE PAY.
    G.  OFFICERS AND ENLISTED MARINES WITH AN APPROVED SEPARATION THROUGH FORCE SHAPING PROGRAMS;
        1.  VOLUNTARY SEPARATION PAY (VSP) PROGRAM.
        2.  OFFICERS VOLUNTARY EARLY RELEASE (OVER) PROGRAM.
        3.  COMPANY GRADE EARLY OUT PROGRAM.
        4.  VOLUNTARY ENLISTED EARLY RELEASE PROGRAM (VEERP).  (NOTE: ADDITIONAL INFORMATION FOR TRANSITION PTAD ELIGIBILITY INCIDENT TO VSP, OVER, VEERP, AND COMPANY GRADE EARLY OUT WILL BE PUBLISHED IN INDIVIDUAL VSP, OVER AND VEERP MARADMINS.  VOLUNTARY EARLY RELEASE MUST BE APPROVED BY HQMC AND MEET THE REQUIREMENTS LISTED IN THE VOLUNTARY EARLY RELEASE MARADMINS. FOR EXAMPLE: THE COMPANY GRADE EARLY OUT PROGRAM MARADMIN MAY REQUIRE OFFICERS TO AFFILIATE WITH THE SMCR TO BE AUTHORIZED TRANSITION PTAD.)
        5.  MARINES NOT AUTHORIZED TRANSITION PTAD:
    A.  OFFICERS AND ENLISTED MARINES ON THEIR INITIAL APPOINTMENT OR CONTRACT/ENLISTMENT. (WITH THE EXCEPTION OF THOSE MARINES' MEETING ONE OF THE CRITERIA LISTED IN PARAGRAPH 4.)
    B.  MARINES VOLUNTARILY SEPARATING UPON COMPLETION OF A NORMAL TERM OF SERVICE CONTRACT/OBLIGATED SERVICE. FOR EXAMPLE, MARINES COMPLETING THEIR 2ND OR 3RD ENLISTMENT.
    C.  CAREER DESIGNATED OFFICERS VOLUNTARILY RESIGNING THEIR COMMISSION.
    D.  OFFICERS NOT SELECTED FOR CAREER DESIGNATION.
    E.  MARINES REQUESTING EARLY RELEASE NOT SUBJECT TO FORCE SHAPING, DRAWDOWN OR ANY OTHER VOLUNTARY SEPARATION PROGRAM FOR WHICH HQMC HAS NOT SPECIFICALLY AUTHORIZED TRANSITION PTAD.  FOR EXAMPLE, MARINES REQUESTING EARLY RELEASE FOR PERSONAL REASONS INCLUDING BUT NOT LIMITED TO: START SCHOOL, EMPLOYMENT, PREGNANCY ETC.
    F.  MARINES REQUESTING EARLY RELEASE UNDER THE END OF YEAR HOLIDAY AUTHORITY PROGRAM.
    G.  MARINES WHO ARE INVOLUNTARY DISCHARGED UNDER ADVERSE CONDITIONS DUE TO THEIR OWN MISCONDUCT OR SUBSTANDARD PERFORMANCE INCLUDING, BUT NOT LIMITED TO: ADMINISTRATIVE SEPARATION, COURT MARTIAL, WEIGHT CONTROL, ETC.
    H.  RESERVE COMPONENT MARINES ARE NOT AUTHORIZED TRANSITION PTAD UNLESS IN AN ACTIVE DUTY STATUS AND APPROVED FOR AN ACTIVE DUTY RETIREMENT.
6.  TRANSITION PTAD HAS BEEN AUTHORIZED AT THE DISCRETION OF THE SECRETARY CONCERNED.  THIS MARADMIN MAY BE MODIFIED AND OR CANCELLED BASED ON FORCE SHAPING REQUIREMENTS IN CONCERT WITH THE MILITARY DRAWDOWN, AND THE NEEDS OF THE MARINE CORPS.
7.  RELEASE AUTHORIZED BY MR. M. F. APPLEGATE, DIRECTOR, MANPOWER PLANS AND POLICY DIVISION.//
