GENTEXT/REMARKS/1.  REF A PROVIDING MARINE CORPS GUIDANCE FOR REQUESTING EXTENSIONS OF OVERSEAS TOURS IS HEREBY CANCELED. REF BLIMITS CIVILIAN EMPLOYMENT IN APPROPRIATED FUNDED POSITIONS IN FOREIGN AREAS TO A PERIOD OF FIVE CONTINOUS YEARS ABSENT AN APPROVED BUSINESS CASE FOR RETAINING THE EMPLOYEE IN THE OVERSEAS LOCATION.REF C AND D DELEGATED AUTHORITY TO APPROVE EXTENSIONS BEYOND FIVE YEARS TO THE COMMANDANT OF THE MARINE CORPS (CMC) AND ALLOWS FOR REDELEGATION OF THIS AUTHORITY FOR THE FIRST RENEWAL TOUR AGREEMENT BEYOND FIVE AND UP TO SEVEN CONTINUOUS YEARS OVERSEAS.
2.  AUTHORITY TO APPROVE THE FIRST RENEWAL TOUR AGREEMENT BEYOND FIVE AND UP TO SEVEN CONTINUOUS YEARS OVERSEAS IS DELEGATED TO THE COMMANDING GENERAL, MARINE CORPS INSTALLATIONS PACIFIC; COMMANDER, MARINE CORPS FORCES PACIFIC; COMMANDER, MARINE CORPS FORCES EUROPE AND AFRICA; COMMANDING GENERAL, MARINE CORPS LOGISTIC COMMAND; COMMANDER, MARINE CORPS SYSTEM COMMAND; COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND; COMMANDING GENERAL, MARINE CORPS AIR GROUND COMBAT CENTER; AND HQMC STAFF AGENCY HEADS. THIS AUTHORITY MAY NOT BE REDELAGATED. REQUEST PACKAGES MUST INLCUDE:
    A.   A NARRATIVE DESCRIBING THE BUSINESS CASE(I.E., WHY IT IS NECESSARY TO EXTEND THE EMPLOYEE AT THIS TIME, A SUCCESSION PLAN AND WHAT ARE THE REQUESTOR'S PLANS FOR ATTEMPTING TO FILL THE POSITION WHEN THE EXTENSION EXPIRES), AND A TIMELINE ENUMERATING THE PREVIOUS RECRUITMENT EFFORTS.  A TEMPLATE FOR THE NARRATIVE CAN BE FOUND AT HTTPS: WWW.MANPOWER.USMC.MIL/PORTAL/PAGE/PORTAL/M_RA_HOME/MP/MPC/A_MPC-10/OVERSEAS%20TOUR%20EXTENSIONS.
    B.   A LETTER FROM THE EMPLOYEE'S HOME COMMAND PROVIDING RETURN RIGHTS FOR THE DURATION OF THE EXTENSION (OPTIONAL) OR A LETTER FROM THE EMPLOYEE FORFEITING RETURN RIGHTS IF BEYOND FIVE YEARS OR A LETTER FROM THE OVERSEAS COMMAND INDICATING THE EMPLOYEE DID NOT HAVE RETURN RIGHTS.
3.  THE CMC (MPC) SHALL RETAIN AUTHORITY TO APPROVE EXTENSION REQUESTS FOR RENEWAL TOUR AGREEMENTS BEYOND SEVEN YEARS BASED ON WRITTEN JUSTIFICATION.  EACH REQUEST SHOULD BE IN NARRATIVE FORMAT AND PROVIDE THE FOLLOWING INFORMATION:
    A.  AN UPDATED BUSINESS CASE. 
    B.  AN EXPLANATION OF THE UNANTICIPATED EVENTS OR CIRCUMSTANCES THAT CAUSED THE PREVIOUS SUCCESSION PLAN NOT TO SUCCEED.
    C.  A TIMELINE ENUMERATING THE PREVIOUS RECRUITMENT EFFORTS.
    D.  WHAT STEPS WILL BE TAKEN TO AVOID THOSE EVENTS FROM REOCCURRING.
    E.  THE PLAN FOR FILLING THE POSITION TO INCLUDE A COMMITMENTTHAT A RECRUITMENT ATTEMPT WILL BE INITIATED NO LATER THAN 180 DAYS PRIOR TO THE EXPIRATION OF THE RENEWAL AGREEMENT TOUR.F.  A PLAN TO RETURN THE EMPLOYEE AT THE END OF THE EXTENSION.
4.  ALL REQUESTS FOR RENEWAL TOUR AGREEMENTS BEYOND SEVEN YEARS MUST BE SUBMITTED TO CMC (MPC), DIRECTOR OF CIVILIAN HUMAN RESOURCES(DCHR).THESE REQUESTS MUST BE ORIGINATED BY THE REQUESTING OFFICIAL AND ROUTED THROUGH THE PROPER APPROVAL CHAIN.  THE REQUEST MUST CONTAIN AN ENDORSEMENT FROM THE SERVICING HRO CERTIFYING THE REQUEST IS IN COMPLIANCE WITH THIS MARADMIN AND THE APPLICABLE REFERENCES AND BE SIGNED BY THE HEAD OF THE COMMAND/HQMC STAFF AGENCY.IN ORDER TO ALLOW SUFFICIENT TIME FOR REVIEW, ALL REQUESTS FOR TOUR EXTENSIONS SHALL BE SUBMITTED NO LATER THAN SIX (6) MONTHS PRIOR TO THE END OF THE EMPLOYEE'S OVERSEAS TOUR.
