GENTEXT/REMARKS/1.  THE MARINE CORPS IS PLEASED TO ANNOUNCE THE LAUNCH OF A NEW COMPREHENSIVE CEAP FOR APPROPRIATED FUNDED CIVILIAN MARINES AND THEIR FAMILIES. 
2.  PER THE REFERENCES, THE NEW CEAP PROVIDES A NETWORK OF SPECIALIZED SERVICES, INCLUDING SHORT-TERM COUNSELING TO COPE WITH EVERYDAY ISSUES SUCH AS STRESS, WORK/LIFE BALANCE, RELATIONSHIPS, DEPRESSION, DRUG AND ALCOHOL ADDICTION, WELLNESS AND THE MANAGEMENT OF ADULT/ELDER CARE RESPONSIBILITIES, AMONG OTHERS.  CEAP COUNSELORS ALSO WORK IN A CONSULTATIVE ROLE WITH MANAGERS AND SUPERVISORS TO ADDRESS EMPLOYEE AND ORGANIZATIONAL CHALLENGES AND NEEDS.  THIS SERVICE IS PROVIDED TO EMPLOYEES, WITHOUT COST, THROUGH A PARTNERSHIP BETWEEN THE DON AND THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, FEDERAL OCCUPATIONAL HEALTH (FOH). 
3.  COVERED EMPLOYEES CAN ACCESS WEBINARS, PODCASTS, PROGRAM INFORMATION, AND DATA ONLINE AT HTTP: DONCEAP.FOH.HHS.GOV.  CONFIDENTIAL ASSISTANCE FROM LICENSED COUNSELORS IS AVAILABLE 24 HOURS A DAY, 7 DAYS A WEEK AT A TOLL-FREE NUMBER:  (844)-DONCEAP (844-366-2327), (888) 262-7848 ITTY, OR (866) 829-0270 INTERNATIONAL.  
4.  MORE THAN HALF OF OUR APPROPRIATED FUNDED CIVILIAN MARINES ARE NOW COVERED UNDER THE NEW DON/FOH AGREEMENT.  THE REMAINING EMPLOYEES WILL TRANSITION TO THE NEW CEAP PROGRAM AS THEIR CURRENT NON-FOH CONTRACTS EXPIRE (BETWEEN NOW AND THE END OF THE FISCAL YEAR).  OVER THE NEXT SEVERAL MONTHS, LABOR AND EMPLOYEE RELATIONS SECTION (MPC-40), OFFICE OF THE DIRECTOR, CIVILIAN HUMAN RESOURCES, WILL COORDINATE WITH DESIGNATED CEAP ADMINISTRATORS TO DISTRIBUTE CEAP MARKETING INFORMATION AND PLAN LOCAL CEAP LAUNCH EVENTS AT EACH COMMAND.
5.  SENIOR LEADERSHIP IS STRONGLY ENCOURAGED TO SUPPORT AND PROMOTE THIS PROGRAM, RECOGNIZING THE SIGNIFICANT POSITIVE IMPACT IT WILL HAVE ON OUR CIVILIAN MARINES, THEIR FAMILY MEMBERS, AND THE MARINE CORPS' MISSION.  THE PREVIOUS RETURN ON INVESTMENT FOR CEAP AND WORK/LIFE PROGRAMS RANGE FROM 5 DOLLARS-6 DOLLARS FOR EVERY 1 DOLLAR SPENT.  THE CEAP PROGRAMS HAVE ALSO BEEN PROVEN TO REDUCE TARDINESS AND UNSCHEDULED ABSENCES, IMPROVE WORKPLACE PRODUCTIVITY, RAISE EMPLOYEE MORALE AND SATISFACTION, IMPROVE RECRUITMENT AND RETENTION OF EMPLOYEES, REDUCE WORKER'S COMPENSATION CLAIMS, AND IMPROVE BUSINESS MODEL BOTTOM LINE.
