NARR/REF A IS THE MARINE CORPS ORDER FOR THE PERSONNEL EXCHANGE PROGRAM. REF B IS THE DEPUTY COMMANDANT FOR AVIATION MEMORANDUM FOR ISE PERSONNEL ON AVIATION EXCHANGE TOURS WITH THE USMC. REF C IS THE MARINE CORPS ORDER ON SELECTING, SCREENING, AND PREPARING ENLISTED MARINES FOR SPECIAL DUTY ASSIGNMENTS AND INDEPENDENT DUTIES. GENTEXT/REMARKS/1. THIS MARADMIN SEEKS QUALIFIED MARINES TO REPRESENT THE MARINE CORPS ABROAD BY SERVING IN PEP BILLETS OVERSEAS WITH TRUSTED FOREIGN PARTNERS PER REF A, AND BY SERVING IN ISE BILLETS WITH THE UNITED STATES NAVY (USN) AND UNITED STATES ARMY (USA) PER REF B. SELECTED INDIVIDUALS WILL FACILITATE INTEROPERABILITY AND THE EXCHANGE OF PROFESSIONAL AND TACTICAL EXPERTISE WITH HOST NATION AND JOINT SERVICES IN TWO TO THREE YEAR EXCHANGE ASSIGNMENTS.
2. ELIGIBILITY.
2.A. CANDIDATES MUST BE ACTIVE DUTY COMPONENT.
2.B. CANDIDATES MUST MEET MINIMUM TIME ON STATION REQUIREMENTS.
2.C. CANDIDATES MUST HAVE SUFFICIENT OBLIGATED SERVICE REMAINING UPON COMPLETION OF PEP TOUR TO FULFIL A TWO-YEAR FOLLOW-ON ASSIGNMENT.
2.D. CANDIDATES MUST BE AVAILABLE; NOT COMMITTED TO OTHER PROGRAMS.
2.E. CANDIDATES MUST HAVE COMMAND ENDORSEMENT.
2.F. CANDIDATES MUST COMPLETE OVERSEAS SCREENING.
2.G. CANDIDATES MUST COMPLETE INDEPENDENT DUTY SCREENING.
2.H. CANDIDATES REQUIRING FOREIGN LANGUAGE TRAINING MUST HAVE MINIMUM DEFENSE LANGUAGE APTITUDE BATTERY (DLAB) SCORE (95). LANGUAGE REQUIREMENT IS MINIMUM DEFENSE LANGUAGE PROFICIENCY TEST (DLPT) SCORE(2-2) IN TARGET LANGUAGES.
3. THE FOLLOWING PEP BILLETS WILL BE SELECTED IN JUNE 2014 FOR OVERSEAS ASSIGNMENT IN 2015.

6. SUBMISSION REQUIREMENTS. ELIGIBLE MARINES ARE ENCOURAGED TO SUBMIT AN ADMINISTRATIVE ACTION (AA) FORM NLT 09 MAY 2014. APPLICATION FORMS WILL INCLUDE THE FOLLOWING:
6.A. ENCLOSURE 1 - NAVMC 10274 WITH ENDORSEMENT THROUGH FIRST O5 LEVEL COMMANDER INCLUDING:
6.A.1 RANK, FULL NAME, LAST FOUR OF SSN, PMOS.
6.A.2 PREFERENCES LISTED IN ORDER OF PRIORITY.
6.A.3 IF APPLYING TO BILLETS LISTED 3.C-3.G, INCLUDE DLAB, DLPT, ORAL PROFICIENCY INTERVIEW (OPI) SCORES AND DATES OF MOST CURRENT TESTS.
6.A.4 CONTACT INFORMATION.
6.B. ENCLOSURE 2 - SUMMARY OF EXPERIENCE. LIST TRAVEL, ACADEMIC AND PROFESSIONAL EXPERIENCE IN FOREIGN REGIONS. INDICATE TIME SPENT AT EACH LOCATION. INDICATE EXTENT OF INTERACTION WITH FOREIGN POPULATIONS, AND WHETHER PREVIOUS EXPERIENCE WAS ACADEMIC, BUSINESS, RELIGIOUS, MILITARY, GOVERNMENT, FAMILY, LEISURE, ETC.
6.C. ENCLOSURE 3 - LETTER(S) OF RECOMMENDATION. ENDORSEMENTS AND RECOMMENDATIONS SHOULD INCLUDE AN ASSESSMENT OF THE APPLICANT'S POTENTIAL TO SERVE AS A REPRESENTATIVE OF THE COMMANDANT OF THE MARINE CORPS ON INDEPENDENT DUTY OVERSEAS. APPLICATIONS FROM ENLISTED MARINES SHALL INCLUDE COMPLETED INDEPENDENT DUTY SCREENING AND FINANCIAL WORKSHEETS (REF C, APPENDICES E AND F).
6.D. ENCLOSURE 4 - IF APPLYING WITH DEPENDENTS, INCLUDE A CERTIFICATE OF SUITABILITY FROM OVERSEAS SCREENING PER REF D.
6.E. APPLICANTS ARE RESPONSIBLE FOR ENSURING APPLICATIONS ARRIVE AT CMC BY THE STATED DEADLINE. FINAL PACKAGES ARE TO BE SCANNED AND PDF COPIES EMAILED TO THE POCS LISTED. IT IS RECOMMENDED THAT APPLICANTS INFORM THEIR MONITORS OF THEIR INTENT TO SUBMIT AN APPLICATION.
7. SELECTION PANEL. THE SELECTION PANEL WILL BE HELD IN JUNE 2014 AND WILL BE COMPOSED OF REPRESENTATIVES FROM DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS, MANPOWER MANAGEMENT OFFICER AND ENLISTED ASSIGNMENTS (DC, MRA, MMOA AND MMEA); DEPUTY COMMANDANT FOR PLANS, POLICIES, AND OPERATIONS (DC, PPO); AND DEPUTY COMMANDANT FOR AVIATION, AVIATION MANPOWER AND SUPPORT BRANCH (DC, AVN, ASM). THE PANEL WILL SELECT THE BEST AND MOST FULLY QUALIFIED MARINES FOR EACH ASSIGNMENT. ALTERNATES WILL BE SELECTED. EACH APPLICANT'S CAREER PATH WILL BE CAREFULLY CONSIDERED DURING THE SELECTION PROCESS. PANEL RESULTS WILL BE PUBLISHED BY MARADMIN.
8. INTERESTED MARINES SHOULD CONTACT THEIR MONITOR FOR FURTHER INQUIRY INTO THESE BILLETS AND TO IDENTIFY THEMSELVES FOR CONSIDERATION.
9. ONE PRIMARY AND ONE ALTERNATE WILL BE SELECTED FOR THESE BILLETS. ALTERNATES WILL BE CONTACTED IN THE EVENT THE PRIMARY CANDIDATES ARE UNAVAILABLE FOR ASSIGNMENT. NOTIFICATION WILL BE VIA SEPARATE CORRESPONDENCE. APPLICANTS WILL BE CHOSEN BASED ON REQUIREMENTS OF THE HOST UNIT, CAREER DEVELOPMENT, POTENTIAL AND SUITABILITY AS A REPRESENTATIVE OF THE UNITED STATES MARINE CORPS.
10. PEP TOURS WITH PARTNER NATIONS MAY INVOLVE AUSTERE LOCATIONS, WITHOUT ACCESS TO THE COMMUNITY SERVICES AND U.S. MILITARY HEALTH CARE SERVICES THAT ARE NORMALLY AVAILABLE TO PERSONNEL ASSIGNED TO USMC BASES AND STATIONS. ROUTINE HEALTHCARE WILL BE REIMBURSED VIA THE TRICARE OVERSEAS PROGRAM, AND NON-EMERGENCY TRAVEL TO U.S. MILITARY TREATMENT FACILITIES WILL NOT BE AUTHORIZED AT GOVERNMENT EXPENSE.
11. PEP PERSONNEL MAY QUALIFY FOR SPECIAL ALLOWANCES, WHICH WILL DEFRAY MANY OF THE COSTS ASSOCIATED WITH INDEPENDENT, INTERNATIONAL DUTY. THESE MAY INCLUDE COST OF LIVING ALLOWANCE, TEMPORARY LODGING ALLOWANCE, AND OVERSEAS HOUSING ALLOWANCE. THESE ALLOWANCES MAY NOT COVER ALL COSTS IN ALL SITUATIONS. ALL PROSPECTIVE PEP PERSONNEL MUST BE FINANCIALLY STABLE AND PREPARED TO INCUR POTENTIAL UNEXPECTED COSTS.
12. PRIMARY CANDIDATES CAN EXPECT PERMANENT CHANGE OF STATION ORDERS TO COINCIDE WITH COORDINATED LANGUAGE TRAINING DATES OR ASSUMPTION OF PEP TOUR AS INDICATED ABOVE. EACH TOUR WILL BE A MINIMUM OF TWO YEARS IN THE PEP ASSIGNMENT, AND A MAXIMUM OF THREE YEARS IN ENGLISH- SPEAKING COUNTRIES.
13. UPON SUCCESSFUL COMPLETION OF PEP BILLET, PEP OFFICERS WILL RECEIVE A REGIONALLY-FOCUSED FOREIGN AREA OFFICER OR REGIONAL AFFAIRS OFFICER (RAO) ADDITIONAL MOS.
