GENTEXT/RMKS/1. SITUATION. OUR MARINE CORPS EXPERIENCES OVER THE COURSE OF THE LAST DECADE, DURING BOTH COMBAT AND MAJOR EXERCISES ACROSS ALL COMBATANT COMMAND THEATERS, HAVE VALIDATED CONTRACTING AS A CRITICAL CAPABILITY THAT REQUIRES HIGHLY SKILLED AND PROFESSIONAL OFFICERS. ACCORDINGLY, OUR PROCESSES FOR SOURCING, SELECTING, AND TRAINING CONTINGENCY CONTRACTING OFFICERS (CKO) DO NOT ADEQUATELY SUPPORT CURRENT AND ANTICIPATED MISSION REQUIREMENTS AND HAS LED TO DEGRADED CONTRACTING CAPABILITY IN SUPPORT OF OUR OPERATING FORCES. THE DEPUTY COMMANDANT INSTALLATIONS AND LOGISTICS (DC I&L) AND DC MANPOWER AND RESERVE AFFAIRS (M&RA) HAVE COLLABORATED TO REVIEW CURRENT PROCESSES AND DEVELOP A NEW APPROACH IN ORDER TO ESTABLISH RELIABLE AND SUSTAINABLE PROCEDURES FOR MAINTAINING AND SUSTAINING A CAPABLE CONTINGENCY CONTRACTING OFFICER WORKFORCE. IN A COORDINATED ACTION, STAKEHOLDERS HAVE DEVELOPED THE FOLLOWING PROPOSED SOLUTION.
2. MISSION. TO DEVELOP A NEW SOURCING AND EDUCATION SOLUTION IN ORDER TO BEST SUPPORT CURRENT AND ANTICIPATED MARINE CORPS REQUIREMENTS AND PROVIDE FOR A HEALTHY AND DESIRABLE CONTRACTING OFFICER CAREER PATH.
3. EXECUTION.
A. CONCEPT OF OPERATIONS:
(1) THE CONTINGENCY CONTRACTING OFFICER COURSE AT MARINE CORPS COMBAT SERVICE SUPPORT SCHOOLS (MCCSSS) HAS BEEN DISCONTINUED. AS AN INTERIM SOLUTION, CKOS WILL BE ASSIGNED TO A REGIONAL CONTRACTING OFFICE WHERE THEY WILL CONDUCT ON THE JOB TRAINING WHILE ATTENDING THE NAVAL POSTGRADUATE SCHOOL (NPS) DISTANCE LEARNING PROGRAM. OFFICERS SELECTED TO PARTICIPATE IN THE DISTANCE LEARNING PROGRAM WILL BE CHOSEN THROUGH AN ANNUAL DC, I&L (CONTRACTS) SELECTION BOARD. DURING THIS PERIOD OF TRANSITION AND GROWTH OF THE CKO WORKFORCE GAPS IN MANPOWER ARE UNAVOIDABLE. COMMANDS SHOULD ANTICIPATE AND PREPARE FOR UNFILLED CKO BILLETS. DC, I&L (CONTRACTS) WILL WORK IN COORDINATION WITH M&RA TO MITIGATE THE RISKS ASSOCIATED WITH GAPPING CRITICAL CKO BILLETS. OFFICERS MAY BE REDIRECTED FROM PRIMARY MOS BILLETS TO FILL CRITICAL CONTRACTING BILLETS. AN APPROPRIATE MEMO WILL BE PLACED IN ALL OFFICER'S PERMANENT RECORDS TO ENSURE NO UNINTENDED, NEGATIVE CONSEQUENCES OCCUR DURING THIS INTERIM PERIOD AND TO RECOGNIZE THE OFFICER'S COMPETITIVENESS FOR SELECTION INTO THE CKO PROGRAM.
(2) DC, I&L PROPOSED SOLUTION IS TO CREATE A SUSTAINABLE SOURCE OF OFFICERS TO MAINTAIN THE REQUIRED CAPABILITY ACROSS THE MARINE CORPS BY MAKING CONTINGENCY CONTRACTING A NECESSARY MOS (NMOS) TO GROUND SUPPLY (MOS 3002). ADVOCACY WILL REMAIN WITH DC I&L. THE ALIGNMENT OF CONTRACTING WITH GROUND SUPPLY WILL CREATE A MORE CAPABLE GROUND SUPPLY OFFICER WITH A GREATER UNDERSTANDING OF LOGISTICS AND SUPPLY CHAIN MANAGEMENT. CKOS WILL BE SOURCED THROUGH THE COMMANDANT'S CAREER LEVEL EDUCATION BOARD (CCLEB) TO ATTEND NPS RESIDENT ACQUISITION AND CONTRACT MANAGEMENT CURRICULUM (815). THIS PROGRAM FOLLOWS THE REQUIREMENTS AND SERVICE OBLIGATIONS OUTLINED IN REFERENCE A. CKO ATTENDANCE AT NPS PROVIDES ALL EDUCATIONAL AND TRAINING REQUIREMENTS NECESSARY TO OBTAIN DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) LEVEL III CERTIFICATION IN CONTRACTING. IN ADDITION TO PROVIDING THE REQUISITE CONTRACTING EDUCATION, THE EIGHTEEN MONTH CURRICULUM AT NPS PROVIDES OFFICERS WITH A COMPREHENSIVE EDUCATION IN BUSINESS AND MANAGEMENT CONCEPTS TO ENHANCE THEIR OVERALL EFFECTIVENESS AS MAGTF OFFICERS.
B. METHOD:
(1) DC I&L WILL BRIEF THE RECOMMNDED SOLUTION TO THE DOCTRINE, ORGANIZATION, TRAINING, MATERIEL, LEADERSHIP AND EDUCATION, PERSONNEL, FACILITIES /COST & POLICY (DOTMLPF/CP) WORKING GROUP TO ASSESS IMPACTS ACROSS THE DOTMLPF/CP SPECTRUM.
(2) ANY IMPACTS FROM THE DOTMLPF/CP ASSESSMENT WILL BE ADDRESSED, WHILE THE FOLLOWING COORDINATION OCCURS:
(A) DC I&L (CONTRACTS) WILL IDENTIFY (9) CURRENT BILLET IDENTIFICATION CODES (BICS) TO COMPENSATE FOR THE FOR THE PATIENTS, PRISONER, TRAINEES, AND TRANSIENTS (T2P2) REQUIREMENTS FOR NPS. ONCE BICS ARE IDENTIFIED FOR T2P2, DC I&L WILL SUBMIT PROPOSED MODIFICATIONS TO THE MOS MANUAL (REF B); MOS IMPLEMENTATION PLAN BILLET EDUCATION EVALUATION CERTIFICATES (BEECS); TABLE OF ORGANIZATION/EQUIPMENT CHANGE REQUESTS (TOECRS), AND ENDORSEMENTS TO TECOM FOR REVIEW AND APPROVAL NO LATER THAN 30 DAYS FOLLOWING THE PUBLICATION OF THIS MARADMIN.
(B) ONCE APPROVED BY TRAINING AND EDUCATION COMMAND (TECOM), THE REQUIRED CHANGES WILL BE FORWARDED TO DC, CD&I, TOTAL FORCE STRUCTURE DIVISION (TFSD) FOR REVIEW AND APPROVAL. INTENT IS FOR THE TABLES OF ORGANIZATION TO REFLECT ALL CONTINGENCY CONTRACTING BILLETS AS SPECIAL EDUCATION PROGRAM (SEP) BILLETS AND AS A NECESSARY MOS WITHIN GROUND SUPPLY (MOS 3002).
(C) UPON CKO BILLET VALI
DATION TO SEP, M&RA (MMOA-3) WILL ENSURE THAT FOUR TO SIX SEATS ARE AVAILABLE WITHIN THE EXISTING USMC NPS SEAT ALLOTMENT BEGINNING WITH THE FY15 CCLEB AND INCLUDE THE 815 NPS CURRICULUM AS AN OFFERING EXCLUSIVELY TO GROUND SUPPLY OFFICERS.
4. ADMINISTRATION AND LOGISTICS. DC, I&L WILL REMAIN THE ADVOCATE FOR THE CONTINGENCY CONTRACTING MOS. AN IMPLEMENTATION STATUS BRIEF WILL BE PROVIDED TO DC I&L, DC CD&I and DC M&RA 120 DAYS FOLLOWING THE RELEASE OF THIS MARADMIN.
5. COMMAND AND SIGNAL. DC I&L (LB) WILL CONTINUE COMMUNICATION AND COORDINATION WITH APPROPRIATE STAKEHOLDERS TO ACCOMPLISH TASKS.
