GENTEXT/REMARKS/1. THIS MARADMIN PROVIDES AMPLIFYING GUIDANCE TO COMMANDERS ON WAYS TO INCREASE THE EFFECTIVENESS OF THE MARINE CORPS DRUG TESTING AND ALCOHOL SCREENING PROGRAMS WHILE MINIMIZING THE IMPACT OF THESE PROGRAMS WITHIN THE UNIT.
2. DRUG TESTING PROGRAM. THE MARINE CORPS CONDUCTS DRUG TESTING TO DETER THE USE OF ILLEGAL DRUGS AND DETER THE MISUSE OF PRESCRIPTION DRUGS, AND TO GIVE COMMANDERS INSIGHT INTO THEIR UNITS READINESS. ILLEGAL DRUG USE AND PRESCRIPTION DRUG MISUSE ARE INCOMPATIBLE WITH MARINE CORPS SERVICE BECAUSE OF THEIR NEGATIVE EFFECTS ON INDIVIDUAL, UNIT, AND FAMILY READINESS. UNITS ARE ENCOURAGED TO REDUCE THE NEGATIVE IMPACT OF ILLEGAL DRUG USE AND PRESCRIPTION DRUG MISUSE BY ESTABLISHING AND MAINTAINING AN AGGRESSIVE, RANDOM DRUG TESTING PROGRAM THAT:
2A. UTILIZES AN UNPREDICTABLE TESTING SCHEDULE.
2B. PROVIDES NO ADVANCED NOTICE OF TESTING EVENTS.
2C. CONDUCTS WEEKEND TESTING IN CONJUNCTION WITH HEALTH AND WELFARE INSPECTIONS.
2D. SPREADS TESTING DAYS ACROSS THE WEEKS OF THE MONTH.
2E. INCREASES THE FREQUENCY OF TESTING, WHILE REDUCING THE NUMBER OF MARINES TESTED WITH EACH EVENT.
2F. VARIES THE TIME OF DAY WHEN TESTING IS CONDUCTED.
2G. VARIES THE LOCATION OF WHERE TESTING IS CONDUCTED.
2H. LIMITS THE TOTAL AMOUNT OF TIME SPENT TESTING.
2I. UTILIZES THE DEPARMENT OF DEFENSE (DOD) DRUG TESTING PROGRAM SOFTWARE TO DETERMINE TESTING DAYS AND TO TRACK TESTING PROGRESS.
2K. RANDOMLY TESTS, AT A MINIMUM, 10 PERCENT OF ITS POPULATION MONTHLY PER REF A.
2L. TESTS 100 PERCENT OF ITS POPULATION ANNUALLY.
3. ALCOHOL SCREENING PROGRAM (ASP). TO INCREASE ASP EFFICIENCY, THE ASP REQUIREMENT HAS CHANGED FROM TESTING 100 PERCENT OF THE COMMAND POPULATION TWICE A YEAR TO TESTING 10 PERCENT OF THE COMMAND POPULATION MONTHLY, MIRRORING THE URINALYSIS TESTING PROTOCOL. INDIVIDUALS BEING ADMINISTERED THE BREATHALYZER ARE TO BE RANDOMLY SELECTED BY THE DOD DRUG TESTING PROGRAM SOFTWARE, MEANING THE SAME INDIVIDUAL UNDERGOING A URINALYSIS WILL BE ADMINISTERED A BREATHALYZER. THE ASP IS NOT TO BE ADMINISTERED DURING UNIT SWEEPS. ASP REPORTING REQUIREMENTS REMAIN UNCHANGED.
4. IN ORDER TO MAXIMIZE THE EFFECTIVENESS OF THE DRUG TESTING AND ALCOHOL SCREENING PROGRAMS, THE COMMANDER HAS FLEXIBILITY TO DETERMINE HOW TO BEST ORGANIZE AND EXECUTE RANDOM TESTING SCHEDULES. COMANDERS MAY TEST IN A MANNER THAT EXCEEDS POLICY STANDARDS IN ORDER TO BEST MEET THE NEEDS OF THE UNIT.
5. AN UNPREDICTABLE AND RANDOM TESTING SCHEDULE IS THE KEY STRATEGY TO A SUCCESSFULL DETERRANCE PROGRAM.
6. INSTALLATION DRUG DEMAND REDUCTION COORDINATORS, SUBSTANCE ABUSE CONTROL OFFICERS, URINALYSIS PROGRAM COORDINATORS, AND ALCOHOL SCREENING PROGRAM COORDINATORS CAN CONTACT THE POCS FOR ADDITIONAL INFORMATION.
