GENTEXT/REMARKS/1. THIS MARADMIN PROVIDES GUIDANCE FOR THE MARINE CORPS BEHAVIORAL HEALTH SERVICES QUALITY ASSURANCE PROGRAM. PER THE REFERENCES, ACCREDITATION IS REQUIRED FOR ALL MARINE CORPS BEHAVIORAL HEALTH COUNSELING AND TREATMENT PROGRAMS. TO DATE, ALL SUBSTANCE ABUSE COUNSELING CENTERS ARE ACCREDITED THROUGH THE COMMISSION ON ACCREDITATION OF REHABILITATION FACILITIES. THROUGH THE QUALITY ASSURANCE PROGRAM, OTHER BEHAVIORAL HEALTH SERVICES WILL MOVE TOWARD NATIONALLY ACCREDITED ENDORSEMENT SUCH AS COUNCIL ON ACCREDITATION.
2. THE MARINE CORPS IS INSTITUTING A THREE-TIERED BEHAVIORAL HEALTH QUALITY ASSURANCE PROGRAM TO ENSURE MARINE CORPS BEHAVIORAL HEALTH SERVICES ARE EVIDENCE-BASED, COMPLIANT WITH POLICIES AND PROCEDURES, AND CREATE CONDITIONS THAT PROMOTE WELLNESS AND OPTIMAL FUNCTIONING. THE TIERS WILL BE SEQUENTIAL WITH EACH TIER PREPARING THE INSTALLATION FOR SUCCESSFUL COMPLETION OF THE NEXT TIER. THE END STATE WILL BE NATIONALLY ACCREDITED MARINE CORPS BEHAVIORAL HEALTH SERVICES WHICH MEET THE HIGHEST STANDARDS FOR EXCELLENCE IN EVIDENCE-BASED CARE.
3. HEADQUARTERS MARINE CORPS (HQMC), MARINE AND FAMILY PROGRAMS DIVISION (MF), QUALITY ASSURANCE SECTION (MFCO-3) DEVELOPED A STANDARDIZED REFERENCE GUIDE THAT ALIGNS TO MARINE CORPS STANDARDS AND SUPPORTS CONTINUAL READINESS. THE REFERENCE GUIDE IS BASED ON EXISTING POLICIES FOR CLIENT CARE. THE REFERENCE GUIDE IS LOCATED AT THE EHQMC SHAREPOINT (SP) SITE: HTTPS:(SLASH)(SLASH)EHQMC.USMC.MIL/SITES/FAMILY/MFC/DEFAULT.ASPX.
4. THE THREE TIERS CONSIST OF:
A. TIER I INSTALLATION SELF-STUDIES. LOCAL INSTALLATIONS SHALL USE THE HQMC (MF) BEHAVIORAL HEALTH SERVICES PROGRAM REVIEW REFERENCE GUIDE TO CONDUCT ANNUAL SELF-STUDIES. ANNUAL SELF-STUDIES WILL OCCUR ON AN APPROPRIATED FUNDS FISCAL YEAR BASIS. RESULTS OF THE SELF-STUDIES, TO INCLUDE SUPPORTING DOCUMENTATION, WILL BE SUBMITTED WITHIN 30 DAYS OF COMPLETION VIA THE MARINE CORPS ACTION TRACKING SYSTEM. THESE SELF-STUDIES WILL MONITOR INSTALLATION PERFORMANCE WITH RESPECT TO BEHAVIORAL HEALTH PROGRAM REVIEW STANDARDS AND ALLOW THE INSTALLATION TO MANAGE ONGOING QUALITY IMPROVEMENT PRACTICES AND STRATEGIES. SELF-STUDIES WILL PREPARE THE INSTALLATION FOR HQMC (MF) SITE REVIEWS.
B. TIER II HQMC (MF) SITE REVIEWS. MFCO-3 IS RESPONSIBLE FOR COORDINATING HQMC (MF) LEVEL SITE REVIEWS OF MARINE CORPS BEHAVIORAL HEALTH SERVICES. MFCO-3 SITE REVIEWS WILL FOLLOW THE CRITERIA SPECIFIED IN THE HQMC (MF) BEHAVIORAL HEALTH SERVICES PROGRAM REVIEW REFERENCE GUIDE. SITE REVIEWS WILL BE TIMED SO THAT THEY ASSIST THE INSTALLATIONS TO PREPARE FOR ACCREDITATION. HQMC (MF) WILL WORK WITH INDIVIDUAL INSTALLATIONS TO IDENTIFY A POINT OF CONTACT AND COORDINATE SITE REVIEWS. SITE REVIEW SCHEDULES WILL BE RELEASED ON AN ANNUAL BASIS. HQMC (MF) WILL BEGIN SITE REVIEWS DURING FISCAL YEAR 2015.
C. TIER III ACCREDITATION. INDEPENDENT ACCREDITATION BY NATIONAL ASSOCIATION ENSURES THE QUALITY OF BEHAVIORAL HEALTH SERVICES PROVIDED BY THE MARINE CORPS ARE COMPARABLE TO THAT OF CIVILIAN COUNTERPARTS. REF A REQUIRES ACCREDITATION OCCUR NOT LESS THAN ONCE EVERY FOUR YEARS. SINCE MANY ACCREDITING ORGANIZATIONS REQUIRE RE-ACCREDITATION PERIODICALLY, ACCREDITATION WILL OCCUR ON A PRE-DETERMINED CYCLE DEPENDENT ON THE ACCREDITING ORGANIZATION.
5. THE THREE-TIERED QUALITY ASSURANCE PROGRAM WILL ALLOW MARINES, SAILORS, AND THEIR FAMILIES TO RECEIVE CONSISTENT AND HIGH-QUALITY SERVICES REGARDLESS OF DUTY STATION OR LOCATION.
6. RESPECTIVE POLICIES WILL BE UPDATED TO OUTLINE SPECIFIC INFORMATION REGARDING THE QUALITY ASSURANCE PROGRAM. INSTALLATIONS REQUIRING ADDITIONAL INFORMATION CONCERNING THE QUALITY ASSURANCE PROGRAM, SHOULD CONTACT THE POC, L. MCKENNA AT LISA.MCKENNA(AT)USMC.MIL.
