GENTEXT/REMARKS/1. SITUATION. THE ANNUAL ENLISTED ASSIGNMENTS BRANCH VISIT TO THE MARINE CORPS' MAJOR COMMANDS WILL BE CONDUCTED FROM SEPTEMBER 2014 THROUGH DECEMBER 2014.
2. BACKGROUND. AS THE FORCE CONTINUES TO DRAW DOWN, BUDGETARY AND END STRENGTH LIMITATIONS PRESENT INCREASING CHALLENGES WITH RESPECT TO ENLISTED RETENTION AND ASSIGNMENTS. WITH THIS IN MIND, IT IS IMPERATIVE THAT BOTH MARINES AND THEIR COMMANDERS ARE ARMED WITH THE MOST CURRENT RETENTION, FORCESHAPING, AND ASSIGNMENT POLICIES THAT AFFECT BOTH ORGANIZATIONAL AND PERSONAL DECISIONS.
3. MISSION. CMC MANPOWER MANAGEMENT ENLISTED ASSIGNMENTS (MMEA) WILL VISIT MAJOR SUBORDINATE COMMANDS (MSC) TO CONDUCT A SERIES OF BRIEFS AND INTERVIEWS IN ORDER TO UPDATE COMMANDERS OF ENLISTED ASSIGNMENT AND RETENTION ISSUES AND TO ASSIST MARINES IN MAKING WELL INFORMED CAREER DECISIONS.
4. EXECUTION
A. INTENT. THE PURPOSE IS TWO FOLD: TO PROVIDE COMMANDS WITH INFORMATION PERTAINING TO ENLISTED ASSIGNMENTS AND TO SUPPORT COMMAND RETENTION EFFORTS.
B. CONCEPT OF OPERATIONS. REPRESENTATIVES FROM MMEA WILL TRAVEL TO MARINE CORPS COMMANDS TO CONDUCT BRIEFS AND INTERVIEWS TO BETTER INFORM COMMANDERS AND MARINES ON CAREER OPPORTUNITIES IN ADDITION TO PROVIDING RETENTION SUPPORT. THE MARINE CORPS MUST RETAIN ITS MOST QUALIFIED MARINES. TO THAT END, MMEA WILL CONDUCT ON THE SPOT REENLISTMENTS OF COMPUTED TIER 1 FTAP MARINES AND OTHER MARINES ON A CASE BY CASE BASIS.

2. TARGET AUDIENCE: REGIMENT-GROUP, AND BATTALION-SQUADRON COMMANDERS-SERGEANTS MAJOR, OFFICERS, STAFF NON-COMMISSIONED OFFICER.
3. BRIEF TIMEFRAME: 60 MIN.
(C) FIRST TERM ALIGNMENT PLAN (FTAP) BRIEF.
1. SUBJECT: CURRENT RETENTION OPPORTUNITIES/ PREPARING FOR FURTHER SERVICE.
2. TARGET AUDIENCE: FY 15/16 FIRST TERM MARINES
3. BRIEF TIMEFRAME: 30 MIN.
(D) CAREER COUNSELORS BRIEF
1. SUBJECT: BRIEFS ARE TAILORED TO THE DESIRES OF THE COMMAND (EX: PREPARATION FOR PROMOTION BOARDS, PROMOTION BOARD DEBRIEFS AND TRENDS, AND FITNESS REPORTS).
2. TARGET AUDIENCE: SERGEANT - MASTER GUNNERY SERGEANT-SERGEANT MAJOR.
3. BRIEF TIMEFRAME: TBD BASED ON BRIEFING TOPIC.
3. MMEA INTERVIEWS:
(A) ENLISTED MONITOR INTERVIEWS (MMEA-2). ENLISTED MOS MONITORS WILL BE AVAILABLE FOR PERSONAL INTERVIEWS. ONE-ON-ONE DISCUSSIONS BETWEEN THE MONITOR AND THE MARINE ENSURES CLEAR COMMUNICATION REGARDING THE NEEDS OF THE MARINE CORPS, WHILE ADDRESSING THE DESIRES OF THE INDIVIDUAL MARINE. THE INTERACTION BETWEEN ENLISTED MARINES AND THEIR MONITOR IS A FUNDAMENTAL AND INTEGRAL PART OF THE COMMAND VISIT. MONITORS THAT ARE NOT PRESENT, WILL BE AVAILABLE FOR INTERVIEWS VIA DCO CONFERENCE CALLS.
(B) ENLISTED RETENTION (MMEA-1). RETAINING OUR HIGHEST QUALITY MARINES IS A LEADERSHIP IMPERATIVE AND A FUNCTION OF COMMAND. FACE TO FACE INTERACTION, WITH LOCAL COMMANDERS AND SENIOR ENLISTED LEADERS, WILL ENABLE THE EFFECTIVE AND EFFICIENT PROCESSING OF LOCAL RETENTION DECISIONS. MMEA-1 WILL ASSIST LOCAL UNIT CAREER PLANNERS WITH THE ADMINISTRATION OF SUBMITTED RETENTION REQUESTS.
(C) ENLISTED CAREER COUNSELOR INTERVIEWS (MMRP-50). MARINES DESIRING CAREER COUNSELING SHOULD PRINT AND BRING A CURRENT COPY OF THEIR MASTER BRIEF SHEET (MBS) IN ORDER TO RECEIVE THE BEST COUNSELING POSSIBLE.
5. ADMINISTRATION AND LOGISTICS
A. ADMINISTRATION. DUE TO FISCAL CONSTRAINTS THE NUMBER OF COMMAND VISIT LOCATIONS IS REDUCED FROM PREVIOUS FISCAL YEARS. UNITS NOT LISTED THAT DESIRE A COMMAND VISIT MAY CONTACT THE MMEA POC TO COORDINATE TIME, LOCATION, AND MONITORS DESIRED FOR THE VISIT. UNITS REQUESTING ADDITIONAL COMMAND VISITS WHICH ARE NOT LISTED IN THIS MARADMIN WILL BE REQUIRED TO FUND TRAVEL EXPENSES FOR THE VISIT. REQUEST COMMANDS LISTED IN PARAGRAPH 4.C REVIEW THE TENTATIVE DATES AND ADVISE THIS HQ OF SCHEDULING CONFLICTS NLT 15 AUGUST. UPON RECEIPT OF TENTATIVE DATE CONFIRMATIONS FROM MSC'S, MMEA WILL PROVIDE A DETAILED VISIT SCHEDULE TO CAREER PLANNERS VIA SEPCOR. OTHER AGENCIES INTERESTED IN PROVIDING SERVICES AT A COMMAND VISIT MUST COORDINATE WITH THE POC OF THIS MESSAGE 30 DAYS IN ADVANCE OF SELECTED COMMAND VISIT.
B. LOGISTICS
(1) FUNDING. MMEA WILL FUND ALL TRAVEL, LODGING, AND RENTAL EXPENSES FOR MMEA PERSONNEL. ALL AGENCIES OUTSIDE OF MMEA ARE REQUIRED TO FUND ALL THEIR PERSONNEL EXPENSES.
(2) FACILITIES. EACH COMMAND-STATION WILL HAVE UNIQUE REQUIREMENTS FOR ACCOMMODATING THE SIZE OF THEIR UNIT BRIEFS; THEREFORE, THE DESIGNATED COORDINATOR, USUALLY THE BASE OR STATION CAREER PLANNER, MUST ENSURE PROPER FACILITIES ARE RESERVED FOR ALL INCALLS, BRIEFS, INTERVIEWS AND COUNSELING SESSIONS. ALL LOCATIONS SUPPORTING INTERVIEWS AND COUNSELING MUST HAVE A MINIMUM OF THREE ACTIVE MCEN-N PORTS, WHICH HAVE BEEN TESTED PRIOR TO THE ARRIVAL OF THE COMMAND VISIT. DESIGNATED COORDINATOR WILL ALSO ENSURE THAT AUDIO-VISUAL SUPPORT, PROJECTION CAPABILITY AND COMPUTER (INTERNET) ACCESS IS AVAILABLE FOR ALL BRIEFS, INTERVIEWS AND COUNSELING SESSIONS. DESIGNATED COORDINATOR MUST PROVIDE AT A MINIMUM THREE MCEN-N LAPTOPS TO FACILITATE DCO CONFERENCE CALLS.
6. COMMAND AND SIGNAL. MAXIMUM PARTICIPATION AND SUPPORT FROM ALL LEVELS OF COMMAND IS ESSENTIAL.
A. C4 COORDINATING INSTRUCTIONS
(1) EACH MEMBER OF THE MMEA COMMAND VISIT TEAM WILL ARRIVE WITH AN AUTHORIZED MCEN-N LAPTOP. MMEA MARINES DO NOT HAVE ADMINISTRATOR PASSWORDS FOR THESE LAPTOPS; THEREFORE, NO ADDITIONAL DRIVERS MAY BE LOADED FOR NETWORK SUPPORT. ACH MMEA MARINE WILL REQUIRE NETWORK ACCESS THROUGH A MCEN-N DATA PORT. ADEQUATE PLANS SHOULD BE MADE BY HOSTING COMMANDS TO ACCOMMODATE UP TO 35 DATA DROPS.
(2) MMEA HAS THREE 16-PORT LINKSYS "DUMB" HUBS; HOWEVER, USE OF THESE HUBS REQUIRES A WAIVER. REQUEST FOR WAIVER AUTHORITY HAS BEEN APPROVED BY CMC (C4) THROUGH 2015. INSTALLATION G-6 SITE MANAGERS REQUIRING A COPY OF THE WAIVER SHOULD CONTACT MANPOWE MANAGEMENT INTEGRATION BRANCH (MMIB-1) AT DSN 278-9333 PRIOR TO EACH VISIT.
(3) MMEA MARINES WILL REQUIRE ONE QUALITY NETWORKED PRINTER AND ONE DSN-CAPABLE PHONE PER 10 MARINES AT EACH SITE. REQUEST MARINE CORPS BASES JAPAN G-6 PROVIDES A MINIMUM OF 10 CELLULAR PHONES DURING THE WESTPAC (OKINAWA-JAPAN) COMMAND VISIT.
(4) MARINE CORPS COMMANDS OR INSTALLATIONS ARE ENCOURAGED TO PROVIDE THE REQUISITE HARDWARE FOR DCO CONFERENCE CALLS. WEBCAMS,HEADSETS, AND MICROPHONES ARE ALL REQUIRED TO CONDUCT DCO CONFERENCE CALLS.
(5) ONE DATA MARINE FROM MMIB-1 WILL TRAVEL WITH THE MONITORS ON MAJOR SUBORDINATE COMMAND VISITS FOR NETWORK SUPPORT. THIS MARINE WILL NEED ACCESS TO THE PLANNED BRIEFING AREA 12 HOURS PRIOR TO INTERVIEWS COMMENCING.
(6) BASE OR STATION CAREER PLANNERS ARE REQUESTED TO PROVIDE INSTALLATION G-6 POC'S NETWORK PORT NUMBERS TO MMIB-1 NLT 30 DAYS PRIOR TO ARRIVAL IN ORDER TO FACILITATE IT SUPPORT. INSTALLATION G-6 ARE REQUESTED TO PROVIDE A TIGER TEAM OF 3 TO 5 0651 DATA MARINES TO SUPPORT COMMAND VISIT SET UP. POC FOR C4-SPECIFIC ISSUES IS SGT SPRINGMAN S. K. AND SGT GUERRERO H. AT DSN 278-9331/9333 OR COMM 703-784-9331/9333.
