GENTEXT/REMARKS/1. PURPOSE. TO PROVIDE COMMANDERS, SENIOR ENLISTED LEADERS, CAREER PLANNERS, AND INDIVIDUAL MARINES UPDATED GUIDANCE ON THE FY 2015 ENLISTED RETENTION CAMPAIGN.
2. BACKGROUND. PER THE REFERENCE, THE FY 2015 ENLISTED RETENTION GUIDELINES FOR THE SUBSEQUENT TERM ALIGNMENT PLAN (STAP) WILL BE PUBLISHED VIA SEPCOR.
3. INFORMATION. AS THE FORCE CONTINUES TO DRAW DOWN AND FORCE MANNING REQUIREMENTS ARE MET, OPPORTUNITIES FOR RETENTION REMAIN CONSTRAINED IN SOME SITUATIONS. THE FY 2015 STAP SUBMISSION GUIDELINES ARE NOW PUBLISHED TO ASSIST WITH ENSURING THAT ALL MARINES ARE GIVEN AN OPPORTUNITY TO SUBMIT FOR RETENTION, AND ARE EFFECTIVE IMMEDIATELY.
A. FY15 STAP REENLISTMENTS. MARINES WITH AN EXPIRATION OF CURRENT CONTRACT (ECC) IN FY 2015 SHOULD SUBMIT FOR RETENTION UPON RELEASE OF THIS MESSAGE. ALL FY 2015 STAP REENLISTMENT REQUESTS MUST BE SUBMITTED VIA TFRS BY 2359 1 APRIL 2015. REQUEST SUBMITTED AFTER THIS DEADLINE WILL REQUIRE JUSTIFICATION BY THE FIRST 05 LEVEL COMMANDER IN THE MARINES CHAIN OF COMMAND. THE REQUIREMENT FOR FY 2015 STAP MARINES TO BE WITHIN 12-MONTHS OF THEIR (ECC) TO SUBMIT FOR RETENTION IS WAIVED.
B. OUT-FISCAL YEAR STAP REENLISTMENTS. STAP MARINES WITH AN ECC AFTER FY 2015 ARE REQUIRED TO SUBMIT FOR RETENTION WITHIN THE FY OF THEIR ECC.
C. OUT-FISCAL YEAR STAP MARINES REQUIRED TO INCUR ADDITIONAL OBLIGATED SERVICE FOR ASSIGNMENTS WILL NORMALLY BE LIMITED TO EXTENSIONS.
4. DETAILED FY 2015 STAP SUBMISSION GUIDELINES ARE NOW PUBLISHED VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS) AND ARE ALSO AVAILABLE FOR DOWNLOAD FROM THE ENLISTED RETENTION MANPOWER PAGE UNDER THE REFERENCES SECTION. MARINES ARE HIGHLY ENCOURAGED TO CONTACT THEIR UNIT CAREER PLANNER FOR INFORMATION AND COMPLIANCE.
