GENTEXT/REMARKS/1.PURPOSE.  THIS MESSAGE ESTABLISHES MARINE ONLINE (MOL) AS THE ENTERPRISE SYSTEM TO SUPPORT PERSONNEL ACCOUNTABILITY IN CONJUNCTION WITH A NATURAL OR MANMADE DISASTER (HEREAFTER COLLECTIVELY REFERRED TO AS "DISASTERS").
2.  BACKGROUND.  DISASTERS HIGHLIGHT THE IMPORTANCE OF BEING ABLE TO EFFICIENTLY ACCOUNT FOR OUR MARINES, CIVILIANS, AND THEIR FAMILY MEMBERS AT ALL TIMES. PERSONNEL ACCOUNTABILITY IS A COMMAND RESPONSIBILITY, AND COMMANDS MUST BE PREPARED TO REPORT PERSONNEL STATUSES WHEN DIRECTED BY HQMC. ALL SPECIFIED DOD-AFFILIATED PERSONNEL WHO WORK OR RESIDE WITHIN A DECLARED DISASTER AREA ARE REQUIRED TO PHYSICALLY, TELEPHONICALLY, OR ELECTRONICALLY CHECK-IN WITH THE APPROPRIATE AUTHORITY AT THE FIRST AVAILABLE OPPORTUNITY AFTER A DISASTER IS DECLARED.
3.  THE RESPONSIBILITIES FOR DOD-AFFILIATED PERSONNEL ARE AS FOLLOWS:
3.A.  ALL ACTIVE COMPONENT/SMCR/IMA MARINES WILL:
3.A.1.  BE ACCOUNTED FOR USING MOL PLANNED LOCATION FOR PERSONNEL ACCOUNTABILITY IN CONJUNCTION WITH A DISASTER. PERSONNEL WITH MOL CCOUNTS CAN SELF-REPORT OR THE COMMAND CAN REPORT "ON BEHALF OF" ALL DOD-AFFILIATED PERSONNEL CATEGORIES IN PARAGRAPH 3.
3.A.2.  KEEP THEIR MOL PLANNED LOCATION ADDRESS CURRENT FOR THEMSELVES AND THEIR FAMILY MEMBERS.
3.A.3.  IF WITHIN A DECLARED DISASTER AREA, SELECT THE APPLICABLE DISASTER EVENT CODE, ACCOUNTABILITY CODE, AND ADJUST THE PLANNED LOCATION ADDRESS AS REQUIRED.
3.A.4.  UPON TERMINATION OF THE ACCOUNTABILITY REQUIREMENT AND RETURN TO THEIR PERMANENT RESIDENCE, THE MARINE WILL SELECT THE '000' DISASTER EVENT CODE AND UPDATE THE PLANNED LOCATION ADDRESS IF APPLICABLE.
3.B.  RESERVE MARINES IN A NON-DUTY STATUS (IRR) AND FAMILY MEMBERS MAY:
3.B.1.  VOLUNTARILY BE ACCOUNTED FOR VIA MOL PLANNED LOCATION IN CONJUNCTION WITH A DISASTER. IF ELECTING TO PARTICIPATE, FOLLOW INSTRUCTIONS IN PARAGRAPHS (3.A.2. THROUGH 3.A.4.).
3.C.  CIVILIAN MARINES BOTH APPROPRIATED FUND AND NON-APPROPRIATED FUND, MUST BE ACCOUNTED FOR VIA MOL PLANNED LOCATION. TO BE ACCOUNTED FOR VIA MOL, ALL CIVILIAN EMPLOYEES MUST BE JOINED INTO MARINE CORPS TOTAL FORCE SYSTEM (MCTFS) VIA THE UNIT DIARY/MANPOWER INTEGRATED PERSONNEL SYSTEM (UD/MIPS) OR MOL (CREATE JOINED ACCOUNT). ONCE COMPLETED THE CIVILIAN CAN OBTAIN AN MOL ACCOUNT. MOL IS THE PREFERRED METHOD FOR ACCESSING CIVILIAN MARINES AND CONTRACTORS INTO MCTFS. CIVILIANS WITHOUT ACCESS TO MOL WILL BE ACCOUNTED VIA THE "ON BEHALF OF" FUNCTION IN MOL. FOLLOW INSTRUCTIONS IN PARAGRAPHS (3.A.2. THROUGH 3.A.4). THIS MARADMIN APPLIES TO NON-BARGAINING AND BARGAINING UNIT EMPLOYEES. BARGAINING UNIT EMPLOYEES WILL NOT BE REQUIRED TO BE ACCESSED INTO MCTFS UNTIL 1 MAY 2015. ON OR AFTER THIS DATE, MCTFS WILL HAVE THE CAPABILITY TO VALIDATE DATA FOR CIVILIAN MARINES. CIVILIAN MARINES MAY VOLUNTARILY REPORT FAMILY MEMBER INFORMATION FOR ACCOUNTABILITY PURPOSES.
3.C.1. BARGAINING UNIT EMPLOYEES ELECTING NOT TO PROVIDE THEIR SSN WILL USE THE FOLLOWING FORMAT FOR A SUPPLEMENTAL SSN:  THE LETTER "C" FOLLOWED BY THE FIRST NINE DIGITS OF THEIR EDIPI.
3.C.2.  NLT 1 MAY 2015 NON-BARGAINING UNIT EMPLOYEES WILL BE ACCESSED IN MCTFS USING THEIR ACTUAL SSN IN THE FOLLOWING FORMAT:  THE LETTER'C' FOLLOWED BY THEIR NINE DIGIT SSN.  BARGAINING UNIT EMPLOYEES MAY VOLUNTARILY PROVIDE THEIR SSN AND BE ACCESSED IN THE SAME MANNER AS THE NON-BARGAINING UNIT EMPLOYEES. CONTRACTORS WHO ARE SUPPORTING THE MARINE CORPS OCONUS WILL ALSO FOLLOW THE PROCEDURES WITHIN THIS PARAGRAPH.
3.D.  CONUS BASED CONTRACTORS AND FAMILY MEMBERS MAY:
3.D.1.  BE ACCOUNTED FOR VIA THEIR CONTRACTING AGENCY OR MOL PLANNED LOCATION.
4.  RESPONSIBILITIES
4.A.  THE DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (DC MRA)WILL:
4.A.1.  MAINTAIN RESPONSIBILITY FOR COORDINATING PERSONNEL ACCOUNTING REQUIREMENTS.
4.A.2.  PROVIDE ENTERPRISE SYSTEM SUPPORT TO COMPLY WITH ALL PERSONNEL ACCOUNTABILITY REPORTING REQUIREMENTS IN REF A.
4.A.3.  DIRECT COMMANDS TO ACCOUNT FOR ASSIGNED PERSONNEL AND THEIR FAMILY MEMBERS AND REPORT THEIR STATUS PER PARAGRAPHS (3. THROUGH 3.D.1.).
4.B.  MAJOR SUBORDINATE COMMANDS AND EQUIVALENT LEVEL COMMANDS WILL:
4.B.1.  STAND UP A PERSONNEL ACCOUNTABILITY CRISIS ACTION TEAM (CAT) WITH A TOLL FREE NUMBER POSTED AT WWW.MILITARYONESOURCE.MIL.
4.C.  BATTALION/SQUADRON AND EQUIVALENT LEVEL COMMANDS WILL:
4.C.1.  ASSIGN A COMMAND PERSONNEL ACCOUNTABILITY COORDINATOR AND ESTABLISH PROCEDURES TO ENSURE THE TIMELY ACCOUNTABILITY OF ASSIGNED PERSONNEL.
4.C.2.  PROVIDE PERSONNEL THE NECESSARY INFORMATION AND GUIDANCE TO ENSURE 100% ACCOUNTABILITY IN EVENT OF A DISASTER OR EVACUATION.
4.C.3.  ACCOUNT FOR ALL PERSONNEL ON LEAVE, IN A TAD NON-EXCESS STATUS, OR ANY FAMILY MEMBERS RESIDING IN THE AFFECTED AREA. MEMBERS IN A TAD EXCESS STATUS WILL BE ACCOUNTED FOR BY THE TEMPORARY REPORTING UNIT. PERSONNEL IN TRANSIT WILL BE ACCOUNTED FOR BY THE GAINING COMMAND.
4.C.4.  ENSURE THAT CURRENT PERSONNEL INFORMATION IS MAINTAINED ON ASSIGNED MEMBERS OF THE RESERVE COMPONENT.
4.C.5.  RECEIVE ASSISTANCE WITH MOL FUNCTIONALITY THROUGH THEIR MANPOWER INFORMATION SYSTEM SUPPORT OFFICE (MISSO) IF REQUIRED.
4.C.6.  PROMULGATE LOCAL PROCEDURES TO ENSURE PERSONNEL HAVE CAPABILITY TO COMMUNICATE IN CIRCUMSTANCES WHERE NORMAL COMMUNICATION MEANS ARE DISRUPTED. PROVIDE A TELECOMMUNICATIONS DEVICE FOR THE DEAF OR TDD LINE FOR THE HEARING IMPAIRED.
4.C.7.  ENSURE THAT ALL DOD CIVILIAN EMPLOYEES HAVE CURRENT EMERGENCY CONTACT INFORMATION ON FILE. THE APPLICABLE ITEMS ON THE RECORD OF EMERGENCY DATA (DD FORM 93) OR EQUIVALENT WILL BE USED FOR THIS PURPOSE.
4.C.8.  TRACK PERSONNEL DURING A DISASTER USING THE REPORTS AVAILABLE WITHIN MOL (PERSONNEL ACCOUNTABILITY REPORT, DEPENDENT ACCOUNTABILITY REPORT, AND THE PERSONNEL ACCOUNTABILITY SUMMARY).
5. APPLICABILITY. THIS MARADMIN IS APPLICABLE TO THE TOTAL FORCE.
