NARR/REF A IS MARINE REQUIREMENTS OVERSIGHT COUNCIL (MROC) DECISION MEMORANDUM (DM) 12-2012 THAT DIRECTS DC CDI TO DEVELOP A MAGTF INTEGRATION PLAN (MIP) IN SUPPORT OF POM-14 PLANNING. REF B  IS MROC DM 04-2013 WHICH EXPANDED POM-14 MIP TO INCLUDE THE MARINE CORPS ENTERPRISE INTEGRATION PLAN IN SUPPORT OF POM-15 PLANNING.  REF C IS MROC DM 07-2013 ON CAPABILITY PORTFOLIO REVIEW METHODOLOGY.  REF D IS MARADMIN 036/13 DTG 161808Z REPORTS THE RESULTS OF THE ASSISTANT COMMANDANT OF THE MARINE CORPS DIRECTED GREEN TEAM STUDY, AND DIRECTS DEPUTY COMMANDANT, COMBAT DEVELOPMENT AND INTEGRATION (DC CDI) TO DEVELOP AN IMPLEMENTATION PLAN FOR CPM.
RMKS/1. PURPOSE. THIS MARADMIN PROVIDES DIRECTION, GUIDANCE AND INITIAL SCHEDULE FOR CONDUCTING THE POM-18 MARINE CORPS CAPABILITIES BASED ASSESSMENT (MC CBA).
2.  BACKGROUND. IAW REF A AND B DC CDI IS RESPONSIBLE FOR DEVELOPING FUTURE MARINE CORPS CAPABILITIES AND IDENTIFYING DOCTRINE, ORGANIZATION, TRAINING, MATERIEL, LEADERSHIP AND EDUCATION, PERSONNEL, FACILITIES, AND POLICY (DOTMLPF-P) SOLUTIONS THAT HELP MITIGATE AND ELIMINATE CAPABILITY GAPS.  MC CBA PROVIDES A SYNCHRONIZED APPROACH FOR DEVELOPING MARINE CORPS CAPABILITIES. IT IS A DELIBERATE PROCESS THAT IS EXECUTED ANNUALLY AND SUPPORTS MARINE CORPS RESPONSIBILITIES WITHIN THE PLANNING PHASE OF THE PLANNING, PROGRAMMING, BUDGETING, AND EXECUTION (PPBE) PROCESS.  REF C AND D ARE THE RESULTS FROM THE FOUR-MONTH "GREEN TEAM STUDY" TO REVIEW AND ASSESS THE MARINE CORPS PROCESSES FOR REQUIREMENTS DETERMINATION, ACQUISITION, RESOURCING, AND SUSTAINMENT OF GROUND EQUIPMENT.  THE STUDY WAS CONDUCTED TO PROVIDE SENIOR LEADERS RECOMMENDATIONS TO IMPROVE THE EFFECTIVENESS OF PROGRAM PRIORITIZATION AND RESOURCE ALLOCATION, AND TO IMPLEMENT MORE TIMELY AND EFFECTIVE PROGRAM OVERSIGHT DECISIONS.  DURING THE COURSE OF THE STUDY, CPM EMERGED AS THE PREFERRED APPROACH TO ACHIEVE THE STATED GOALS.  THE GREEN TEAM DEVELOPED A FRAMEWORK FOR CPM THAT INCLUDED FOUR CORE COMPONENTS: FOCUSING DC CDI ALONG JCAS; ADVOCATES AND PROPONENTS SHOULD FOCUS ON CAPABILITIES VICE INDIVIDUAL PROGRAMS IN THE EARLY STAGES OF PLANNING; ESTABLISHING A CAPABILITY PORTFOLIO REVIEW BOARD (CPRB); AND DESIGNING AN ENHANCED CHAPTER 8.  DC CDI AS THE LEAD FOR CPM WAS DIRECTED TO MORE FULLY DEVELOP THE CPM CONCEPT AND PROVIDE AN IMPLEMENTATION PLAN AND POAM FOR MROC APPROVAL.
3.  ACTIONS. 
    A.  POM-18 MC CBA OVERVIEW:
        (1)  MC CBA IS A COORDINATED EFFORT, LED BY DC CDI AND SUPPORTED BY STAKEHOLDERS FROM THE MARFORS, ADVOCATES, AND PROPONENTS.  THE ANNUAL EXECUTION OF MC CBA CULMINATES WITH THE PRODUCTION OF THE MARINE CORPS ENTERPRISE INTEGRATION PLAN (MCEIP) WHICH IS A CONSOLIDATED SUMMARY OF ANALYSIS FROM THE MC CBA.
        (2) THE MCEIP WILL BE ORGANIZED AS FOLLOWS:
            (A) MCEIP METHODOLOGY SUMMARY
            (B) GUIDANCE USED IN THE ANALYSIS
            (C) SCENARIOS USED IN THE ANALYSIS
            (D) FUTURE SECURITY AND FISCAL ENVIRONMENTS
            (E) CAPABILITIES ANALYSIS
            (F) GAP ANALYSIS
            (G) SOLUTIONS ANALYSIS
            (H) RISK ANALYSIS
    B.  POM-18 ACTIONS:  IN ORDER TO DEVELOP THE POM-18 MCEIP, THE FOLLOWING ACTIONS ARE DIRECTED.
 (1)  DC DCI
            (A) TASK:  CONDUCT MARINE CORPS CAPABILITIES ANALYSIS REVIEW.
                1.  SUPPORT:  MARFORS, ADVOCATES, AND PROPONENTS.
                2.  PURPOSE:  REVIEW AND UPDATE THE MARINE CORPS CAPABILITIES LIST (MCCL) AS REQUIRED.
                3.  TIME:  COMPLETED BY 22 DECEMBER 2014.
            (B) TASK:  CONDUCT MARINE CORPS GAP ANALYSIS REVIEW.
                1.  SUPPORT:  MARFORS, ADVOCATES, AND PROPONENTS.
                2.  PURPOSE:  REVIEW AND UPDATE THE MARINE CORPS GAPS LIST (MCGL) AS REQUIRED.
                3.  TIME:  COMPLETED BY 27 MARCH 2015.
            (C) TASK:  CONDUCT MARINE CORPS SOLUTION ANALYSIS. 
                1.  SUPPORT:  MARFORS, ADVOCATES, AND PROPONENTS.
                2.  PURPOSE:  TO CONDUCT SOLUTIONS ANALYSIS BY CONDUCTING A DOTMLPF-P ASSESSMENT AND DOCUMENTING IN A MARINE CORPS SOLUTION DEVELOPMENT DIRECTIVE.
                3.  TIME:  COMPLETED BY 29 JUNE 2015.
            (D) TASK:   CONDUCT RISK ANALYSIS.
                1.  SUPPORT:  MARFORS, ADVOCATES, AND PROPONENTS.
                2.  PURPOSE:  CONDUCT A RISK ANALYSIS THAT PRODUCES THE ENTERPRISE CAPABILITIES MANAGEMENT PLAN (ECMP).
                3.  TIME:  COMPLETED BY 30 SEPTEMBER 2015.
        (2) DC PR
            (A) TASK:  PROVIDE A PROJECTION OF THE FISCAL ENVIRONMENT IN SUPPORT OF POM-18 MCEIP.
                1.  SUPPORT:  NONE.
                2.  PURPOSE:  PROVIDE POM-18 FISCAL ENVIRONMENT PROJECTION ISO POM-18 RISK ANALYSIS.
                3.  TIME:  JUNE 2015.
            (B) TASK: CONDUCT A POM-17 AFTER ACTION REVIEW
                1.  SUPPORT:  DC CDI.
                2.  PURPOSE:  EVALUATE THE IMPACT OF THE POM-17 MCEIP IN SUPPORT OF POM-18 DEVELOPMENT, TO INCLUDE LESSONS LEARNED AND RECOMMENDATIONS TO IMPROVE THE OVERALL PROCESS.
                3.  TIME:  JUNE 2015.
        (3) ADVOCATES
            (A) TASK: PARTICIPATE IN THE POM-18 CAPABILITIES ANALYSIS.
                1.  SUPPORT:  PROPONENTS AND MARFORS.
                2.  PURPOSE:  SUPPORT THE DEVELOPMENT OF THE MCCL WITH THE ASSOCIATED CONDITIONS AND STANDARDS.
                3.  TIME:  OCT-DECEMBER 2014.
            (B) TASK: PARTICIPATE IN THE POM-18 GAP ANALYSIS.
                1.  SUPPORT:  PROPONENTS AND MARFORS.
                2.  PURPOSE:  SUPPORT THE DEVELOPMENT OF THE MCGL.
                3.  TIME:  JAN-MARCH 2015.
     (C) TASK: PARTICIPATE IN THE POM-18 SOLUTIONS ANALYSIS.
      1.  SUPPORT:  DCS, MARFORS, AND PROPONENTS
         2.  PURPOSE:  CONDUCT A DOTMLPF-P ASSESSMENT AND SUPPORT DEVELOPMENT OF THE MARINE CORPS SOLUTION DEVELOPMENT DIRECTIVE.
  3.  TIME:  APRIL-JUNE 2015
     (D) TASK: PARTICIPATE IN POM-18 RISK ANALYSIS.
  1.  SUPPORT PROPONENTS AND MARFORS
  2.  PURPOSE: SUPPORT RISK ANALYSIS AND ECMP DEVELOPMENT
  3.  TIME:  JULY-SEP 2015
4.  COORDINATING INSTRUCTIONS 
    A.  IN ORDER TO CONDUCT PROPER CAPABILITIES DEVELOPMENT MARFOR, ADVOCATE, AND PROPONENT PARTICIPATION IS REQUIRED IN ALL PHASES OF THE POM-18 MCEIP BUILD.  PROVIDING THE RIGHT PERSONNEL TO ENABLE CONTINUITY OF EFFORT IN LINKING FISCAL ISSUES WITH CAPABILITY DEVELOPMENT IS ESSENTIAL TO CONDUCTING PROPER ANALYSIS.  DC CDI RECOGNIZES THE PERSONNEL COMMITMENT REQUIRED BY  ALL THE STAKEHOLDERS ACROSS THE MARINE CORPS IN ORDER TO PARTICIPATE IN THE MC CBA.  IN AN ATTEMPT TO MINIMIZE SCHEDULING ISSUES DC CDI WILL PUBLISH THE REQUIRED CAPABILITY, GAP, SOLUTIONS AND RISK ANALYSIS OPT DETAILED SCHEDULES TO INCLUDE DATES AND LOCATIONS, TWO MONTHS PRIOR TO THE EVENT.
    B.  POM-18 MC CBA WILL BE CONDUCTED AS A REVIEW YEAR, THEREFORE NO NEW WARGAME WILL BE CONDUCTED IN SUPPORT OF THIS YEARS ANALYSIS.  DRAFT MCO 3900.15C DETAILS THE PLAN FOR CONDUCTING THE MARINE CORPS CBA AND IS CURRENTLY IN STAFFING, THEREFORE THIS MARADMIN IS PROVIDED AS GUIDANCE FOR THE POM-18 MC CBA.
    C.  POM-18 MC CBA WILL USE THE CAPABILITY PORTFOLIO INTEGRATION BOARD (CPIB) AS THE 0-6 BODY THAT REVIEWS AND PRIORITIZES THE MC CBA PRODUCTS; AND THE CAPABILITY PORTFOLIO REVIEW BOARD WILL SERVE AS THE ONE STAR REVIEW AND VALIDATION OF THE MC CBA PRODUCTS PRIOR TO DC CDI APPROVAL. THE FINAL POM-18 MCEIP WILL BE PRESENTED TO AND APPROVED BY THE MROC.
    D.  THE MARINE CORPS CAPABILITY AREAS TAXONOMY OPEN SEASON WILL BE ANNOUNCED VIA MCATS PRIOR TO THE 1 OCTOBER 2014 CBA KICKOFF SECURE VIDEO TELECONFERENCE (SVTC), AND WILL CLOSE ON FRIDAY, 17 OCTOBER 2014.
    E.  LIMITED SVTC CAPABILITY WILL BE AVAILABLE TO PARTICIPATE IN THE 1 OCTOBER CBA KICKOFF. DCS, MARFORS, AND ADVOCATES LOCATED OUTSIDE OF THE IMMEDIATE MCB QUANTICO AREA WILL HAVE PRIORITY FOR SVTC PARTICIPATION.  SVTC INSTRUCTION FOLLOWS:

5.  SUMMARY.  THIS MARADMIN ESTABLISHES THE TIMELINE, ROLES AND RESPONSIBILITIES OF THE DCS, MARFORS, ADVOCATES, AND PROPONENTS IN SUPPORT OF THE POM-18 MC CBA.  PROCESSES USED DURING THE POM-18 CYCLE WILL BE STUDIED; LESSONS LEARNED ADDRESSED; TERMS DEVELOPED AND REFINED; AND ROLES AND RESPONSIBILITIES CODIFIED IN THE UPDATED MCO 3900.15C.  DC CDI IS TASKED WITH UPDATING THIS ORDER NO LATER THAN FY15.
