GENTEXT/REMARKS/1.  SITUATION. THE RUSSELL LEADERSHIP CONFERENCE (RLC) IS NAMED IN HONOR OF MAJOR GENERAL JOHN H. RUSSELL, THE SIXTEENTH COMMANDANT OF THE MARINE CORPS (CMC). THIS CONFERENCE PROVIDES THE CMC AND SERGEANT MAJOR OF THE MARINE CORPS (SMMC) WITH A PLATFORM TO RECEIVE FEEDBACK AND RECOMMENDATIONS ON CRUCIAL LEADERSHIP ISSUES FACING OUR CORPS. THE RLC IS A VALUABLE CONDUIT TO GENERATE IDEAS AND POTENTIAL SOLUTIONS TO CURRENT CHALLENGES THAT HAVE A MAJOR IMPACT ON THE FUTURE OF THE MARINE CORPS. IN DECEMBER 2012, THE CMC APPROVED THE DEVELOPMENT AND TESTING OF MARINE CORPS LEADERSHIP DEVELOPMENT (MCLD) TO REPLACE THE MARINE CORPS MENTORING PROGRAM. MCLD REQUIRES COMMANDERS TO ISSUE UNIT ORDERS AND PLACES A HIGH PRIORITY ON BUILDING TRUST AND COHESION THROUGH QUALITY COACHING, COUNSELING, AND VOLUNTARY MENTORING. SINCE MAY 2013, LEADERS FROM MARFORPAC, MARFORCOM, MARFORRES AND TECOM HAVE IMPLEMENTED UNIT-SPECIFIC MCLD EFFORTS.
2.  MISSION.  MARINE CORPS UNIVERSITY (MCU) VIA THE LEJEUNE LEADERSHIP INSTITUTE (LLI), WILL CONDUCT THE RLC FROM 18-20 NOVEMBER 2014 AT THE MARINE CORPS UNIVERSITY, QUANTICO, VIRGINIA. THE CONFERENCE WILL PROVIDE SMALL UNIT LEADERS FROM ACROSS THE USMC THE OPPORTUNITY TO LEARN AND PRACTICE CRITICAL LEADERSHIP SKILLS THAT WILL HELP THEM TO BETTER DEVELOP FELLOW MARINES AND STRENGTHEN THEIR COMMANDERS' UNIT LEADERSHIP DEVELOPMENT INITIATIVES.
3.  EXECUTION
 3.A.  COMMANDER'S INTENT. THIS YEAR'S CONFERENCE WILL TARGET THE GRADES OF E-5/E-6 AND O-2/O-3. THIS THREE-DAY CONFERENCE IS DEVOTED TO REFINING SKILLS NECESSARY TO PROPERLY AND ADEQUATELY PROMOTE A HEALTHY AND ACTIVE COMMAND CLIMATE WHERE LEADERS ARE DEVELOPED FROM WITHIN. THE COURSE WILL UTILIZE SCENARIO-BASED LEARNING AND SMALL GROUP DISCUSSIONS TO DEVELOP TANGIBLE LEADERSHIP SKILLS THAT CAN BE BROUGHT BACK TO HOME STATIONS. THE DESIRED ENDSTATE IS TO SHARE BEST PRACTICES AND PROVIDE PRACTICAL SKILLS TRAINING TO SMALL UNIT LEADERS.
3.B.  CONCEPT OF OPERATIONS. THE LEADERSHIP WORKSHOP WILL CONSIST OF PERIODS OF INSTRUCTION FROM SUBJECT-MATTER EXPERTS AND MCU FACULTY, SMALL GROUP DISCUSSIONS AND SCENARIO-BASED EDUCATION. TOPICS OF INSTRUCTION WILL INCLUDE INTERPERSONAL COMMUNICATIONS, SMALL GROUP FACILITATION, LEADING A PERSON IN CRISIS, COACHING AND COUNSELLING TECHNIQUES, AND LEADING DIFFERENT PERSONALITY TYPES. EACH PERIOD OF INSTRUCTION WILL BE FOLLOWED BY AN INDEPTH SMALL GROUP SESSION FOCUSED ON PRACTICAL APPLICATION AND THE SHARING OF EXPERIENCES AND BEST PRACTICES. AS AN OUTCOME OF THE RLC, LLI WILL CREATE AND PUBLISH BEST PRACTICES VIA THE MARINE CORPS LEADERSHIP DEVELOPMENT WEBSITE FOR USE ACROSS THE USMC.
3.C.  COORDINATING INSTRUCTIONS. THE IDEAL UNIT REPRESENTATIVES ARE THOSE LEADERS WHO POSSESS CRITICAL THINKING SKILLS AND HAVE DEMONSTRATED THE DESIRE AND ABILITY TO DEVELOP THOSE MARINES AND SAILORS WITH WHOM THEY COME IN CONTACT ON A DAILY BASIS. READ AHEAD MATERIAL AS WELL AS CONFERENCE EXPECTATIONS WILL BE PASSED VIA SEPCOR DURING THE REGISTRATION PROCESS. ATTENDEES WILL BE EXPECTED TO SHARE RELEVANT EXAMPLES OF LEADERSHIP DEVELOPMENT BEST PRACTICES FROM THEIR UNITS.
4.  ADMIN AND LOGISTICS
4.A.  CONFERENCE SEATS. THERE ARE A TOTAL OF 54 SEATS FOR THIS YEAR'S CONFERENCE. FUNDING OF ORDERS WILL DEPEND ON GEOGRAPHIC LOCATION OF ATTENDEES. RESPECTIVE COMMANDS AND ALLOCATIONS ARE AS FOLLOWS:

COMMANDS ARE REQUESTED TO NOMINATE MARINES SERVING IN LEADERSHIP BILLETS WHERE THEY CAN BEST UTILIZE THE SKILLS TAUGHT DURING THE RLC. ENLISTED NOMINEES MUST BE SUBMITTED VIA THE CHAIN OF COMMAND FROM THEIR RESPECTIVE MARFOR SERGEANT MAJOR. COMMANDS SHOULD SCREEN THEIR APPLICANTS TO SELECT THE MOST QUALIFIED MARINES.
4.B.  TO REQUEST SEAT(S), RESPECTIVE COMMAND REPRESENTATIVES SHALL PROVIDE CONSOLIDATED LIST OF NOMINEES, BY DIGITALLY SIGNED EMAIL, TO THE POC'S LISTED ABOVE. LIST MUST INCLUDE NOMINEES' FULL NAME, GRADE, AND EMAIL ADDRESS, NO LATER THAN 17 OCTOBER 2014. TELEPHONIC SUBMISSIONS WILL NOT BE ACCEPTED. COMMANDS WILL BE NOTIFIED NLT 24 OCTOBER IF THEIR NOMINEES ARE SELECTED TO ATTEND. COMMANDS THAT DESIRE TO DROP OR REPLACE AN APPROVED ATTENDEE MUST IMMEDIATELY NOTIFY THE POC'S LISTED IN THIS MESSAGE. FUNDING FOR BILLETING, PER DIEM, AND TRAVEL WILL BE PROVIDED BY MCU. RENTAL CARS MUST BE AUTHORIZED AND FUNDED BY THE ATTENDEE'S RESPECTIVE COMMAND. ORDERS ARE TO BE NONREPORTING.
4.C.  COMMANDERS ARE REQUESTED TO ENSURE WIDEST DISSEMINATION OF THIS MARADMIN TO ALL ELIGIBLE MARINES AND TO AFFORD QUALIFIED INDIVIDUALS THE OPPORTUNITY TO ATTEND CONSISTENT WITH OPERATIONAL COMMITMENTS.
