GENTEXT/REMARKS/1.  PURPOSE.  THIS MARADMIN PROVIDES THE DETAILS, SCHEDULE AND REQUIREMENTS FOR THE TEST AND EVENTUAL IMPLEMENTATION OF THE LIBRARY OF THE MARINE CORPS ELECTRONIC COMMAND CHRONOLOGY REPORTING SYSTEM (ECCRS).  THE ECCRS WILL BE HOSTED ON THE MCEITS SHAREPOINT ENVIRONMENT TO PROVIDE ALL COMMANDS A CENTRAL REPORTING SYSTEM FOR SUBMITTING THEIR COMMAND CHRONOLOGIES ELECTRONICALLY.
2.  BACKGROUND.  COMMAND CHRONOLOGIES ARE THE SINGLE MOST IMPORTANT BODY OF HISTORICAL RECORDS CREATED, COLLECTED, AND MAINTAINED BY THE MARINE CORPS.  THE COMMAND CHRONOLOGY IS SUBMITTED BY EACH MARINE CORPS UNIT, BOTH ACTIVE AND RESERVE, AND PROVIDES A CONCISE REVIEW OF THE OPERATIONAL EXPERIENCES, SIGNIFICANT EVENTS, AND INCLUDES SUPPORTING DOCUMENTS DETAILING THE ACTIVITIES OF THE UNIT ON A CONTINUING BASIS.  UNIT COMMAND CHRONOLOGIES ARE FREQUENTLY REQUESTED IN SUPPORT OF AWARD SUBMISSIONS, VETERANS ADMINISTRATION CLAIMS, AND ACADEMIC AND PROFESSIONAL RESEARCH.  IT IS VITAL THAT THESE RECORDS PROVIDE REFERENCES AND DOCUMENTS CONCERNING SIGNIFICANT EVENTS THAT WOULD SUPPORT THESE TYPES OF INQUIRIES.  HISTORICALLY, A SIGNIFICANT NUMBER OF UNITS HAVE FAILED TO SUBMIT THEIR UNIT COMMAND CHRONOLOGIES OR HAVE SUBMITTED THEM BEYOND THE REQUIRED REPORTING TIMELINE.  IN AN EFFORT TO SIMPLIFY THE SUBMISSION PROCESS, THE ARCHIVES BRANCH AT THE LIBRARY OF THE MARINE CORPS HAS DEVELOPED THE ECCRS.  UNITS WILL NO LONGER BE REQUIRED TO SUBMIT PAPER COPIES OF THEIR COMMAND CHRONOLOGIES IF THEY USE THE ECCRS.
3.  ACTIONS
 3.A.  EFFECTIVE 1 OCT 2014 THE COMMAND CHRONOLOGY SUBMISSIONS WILL FOLLOW THE FISCAL YEAR TIMELINE.
  3.A.1.  ANNUAL SUBMISSIONS WILL BE DUE 90 DAYS AFTER 30 SEP.
  3.A.2.  SEMI-ANNUAL SUBMISSIONS WILL BE DUE 90 DAYS AFTER 30 SEP AND 31 MAR.
  3.A.3.  DEPLOYED UNITS WILL CONTINUE TO SUBMIT MONTHLY.
  3.A.4.  FOR THE CURRENT REPORTING PERIOD, ANNUAL SUBMISSIONS WILL COVER 1 JAN 2014 - 30 SEP 2015 AND SEMI-ANNUAL SUBMISSIONS WILL COVER 1 JUL 2014 - 31 MAR 2015.
 3.B.  UNIT COMMANDERS SHALL ENSURE THAT A STAFF MEMBER IS DESIGNATED IN WRITING TO PERFORM THE ADDITIONAL DUTY AS STAFF HISTORIAN IAW REF A.
 3.C.  STAFF HISTORIAN APPOINTMENT LETTERS WILL BE E-MAILED TO THE ARCHIVES BRANCH AT THE LIBRARY OF THE MARINE CORPS TO ENSURE THE STAFF HISTORIAN IS GRANTED ACCESS TO THEIR RESPECTIVE UNIT SITE ON THE ECCRS AND PROVIDED DOCUMENTATION FOR REFERENCE.
 3.D.  COMMANDERS SHALL ENSURE COMMAND CHRONOLOGIES ARE SUBMITTED WITHIN THE REQUIRED TIMELINE IAW REF A.
 3.E.  COMMANDERS SHALL ENSURE HISTORICAL RECORDS ARE MAINTAINED IAW REF B AND C.
 3.F.  COMMANDERS ARE EXPECTED TO BE SENSITIVE TO HISTORICALLY SIGNIFICANT DEVELOPMENTS, TO SAFEGUARD THE HISTORY AND TRADITIONS OF THE MARINE CORPS, AND TO SUPPORT EXISTING HISTORICAL PROGRAMS IAW REF A.
 3.G.  STAFF HISTORIANS SHALL IDENTIFY SUPPORT PERSONNEL FROM ALL COMMAND SECTIONS WHO WILL BE GRANTED ACCESS TO THE ECCRS TO SUBMIT INDIVIDUAL SECTION SIGNIFICANT EVENTS AND OTHER REQUIRED DATA FOR THE COMMAND REPORT.
 3.H.  STAFF HISTORIANS SHALL ENSURE SUPPORT PERSONNEL HAVE A MARINE CORPS WIDE SHAREPOINT ACCOUNT AND ARE GRANTED THE APPROPRIATE ACCESS PERMISSIONS FOR THEIR COMMAND'S RESPECTIVE WEBSITE ON THE ECCRS.
4.  SCHEDULE
 4.A.  THE FOLLOWING UNITS AND COMMANDS HAVE BEEN IDENTIFIED TO BEGIN USING THE ECCRS EFFECTIVE IMMEDIATELY FOR THE REPORTING PERIOD FROM 1 JUL 2014 THROUGH 31 MAR 2015.

 4.B.  THESE UNITS WILL PROVIDE FEEDBACK ON THE ECCRS TO ASSIST WITH IMPROVING AND FURTHER SIMPLIFYING THE ELECTRONIC REPORTING PROCESS FOR THE PERIOD.  THE ARCHIVES BRANCH WILL PROVIDE CONTACT INFORMATION FOR REGIONAL SUPPORT PERSONNEL WHO CAN ASSIST WITH THIS INITIAL SYSTEM TEST.
 4.C.  ALL OTHER COMMANDS WILL BEGIN USING THE ECCRS EFFECTIVE 1 OCT 2015 FOR THE FY2016 REPORTING PERIOD.  THE SEMI-ANNUAL REPORTING PERIODS WILL BE 1 OCT TO 31 MAR, AND 1 APR TO 30 SEPT.  UPON RECEIPT OF UNIT STAFF HISTORIAN APPOINTMENT LETTER, UNITS WILL BE PROVIDED ACCESS AND REFERENCE MATERIALS FOR THEIR RESPECTIVE UNIT SITE ON THE ECCRS BY THE ARCHIVES BRANCH AT THE LIBRARY OF THE MARINE CORPS.
5.  THIS MARADMIN IS APPLICABLE TO THE MARINE CORPS TOTAL FORCE.
