GENTEXT/REMARKS/1. THIS MARADMIN SEEKS QUALIFIED MARINES TO REPRESENT THE MARINE CORPS ABROAD BY SERVING AS A USMC SNCO PEP WITH THE CHILEAN MARINE CORPS. PEP WILL BE SELECTED NLT 30 NOV 14 AND DIRECTED FOR ASSIGNMENT NLT 31 JAN 2015.

SELECTED INDIVIDUAL WILL FACILITATE INTEROPERABILITY, EXCHANGE PROFESSIONAL AND TACTICAL EXPERTISE, AND ADVISE THE CHILEAN MARINE CORPS FOR A THREE YEAR ASSIGNMENT.
2. ELIGIBILITY.

 2.C. NOT COMMITTED TO OTHER PROGRAMS.
 2.D. COMMAND ENDORSEMENT.
 2.E. COMPLETE OVERSEAS SCREENING, TO INCLUDE DEPENDENTS.
 2.F. COMPLETE INDEPENDENT DUTY SCREENING.
 2.G. MINIMUM SPANISH DEFENSE LANGUAGE PROFICIENCY TEST (DLPT) SCORE OF 2-2 (LISTENING/READING).
3. SUBMISSION REQUIREMENTS. ELIGIBLE MARINES ARE ENCOURAGED TO SUBMIT AN ADMINISTRATIVE ACTION (AA) FORM NLT 14 NOV 2014. APPLICATION FORMS MUST INCLUDE THE FOLLOWING:
 3.A. ENCLOSURE 1 - NAVMC 10274 WITH ENDORSEMENT THROUGH FIRST O5 LEVEL COMMANDER. ENDORSEMENT SIGNIFIES COMMAND CONCURRENCE WITH MARINE DEPARTING ON TIMELINE TO FILL THIS BILLET. ENDORSEMENTS WILL INCLUDE:
  3.A.1. RANK, FULL NAME, EDIPI, PMOS.
  3.A.2. FOREIGN LANGUAGE QUALIFICATIONS. OFFICIAL DLPT AND OPI SCORES WITH DATES OF MOST CURRENT TESTS.
  3.A.3. CONTACT INFORMATION.
   3.B. ENCLOSURE 2 - SUMMARY OF EXPERIENCE. LIST TRAVEL, ACADEMIC, PERSONAL AND PROFESSIONAL EXPERIENCE IN FOREIGN REGION. INDICATE TIME SPENT AT EACH LOCATION. INDICATE EXTENT OF INTERACTION WITH FOREIGN POPULATIONS AND ARMED FORCES, AND WHETHER PREVIOUS EXPERIENCE WAS ACADEMIC, BUSINESS, RELIGIOUS, MILITARY, GOVERNMENT, FAMILY, LEISURE, ETC.
  3.C. ENCLOSURE 3 - LETTER(S) OF RECOMMENDATION. ENDORSEMENTS AND RECOMMENDATIONS SHOULD INCLUDE AN ASSESSMENT OF THE APPLICANT'S POTENTIAL TO SERVE AS A REPRESENTATIVE OF THE COMMANDANT OF THE MARINE CORPS, ON INDEPENDENT DUTY OVERSEAS, IN AN ADVISORY CAPACITY IMBEDDED WITH INDIGENOUS FORCES. APPLICATIONS FROM ENLISTED MARINES SHALL INCLUDE COMPLETED INDEPENDENT DUTY SCREENING AND FINANCIAL WORKSHEETS (REF B, APPENDICES E AND F).
  3.D. ENCLOSURE 4 - IF APPLYING WITH DEPENDENTS, INCLUDE A CERTIFICATE OF SUITABILITY FROM OVERSEAS SCREENING PER REF C. DEPENDENTS IN EFMP STATUS WILL NOT PCS OCONUS WITH THE MARINE.
  3.E. APPLICANTS ARE RESPONSIBLE FOR ENSURING APPLICATIONS ARRIVE AT CMC BY THE STATED DEADLINE. IT IS RECOMMENDED THAT APPLICANTS SCANPACKAGES AND EMAIL PDF COPIES TO THE POCS LISTED. IT IS RECOMMENDED THAT APPLICANTS INFORM THEIR MONITORS OF THEIR INTENT TO SUBMIT AN APPLICATION.
4. SELECTION PANEL. THE SELECTION PANEL WILL BE HELD IN NOVEMBER AND WILL BE COMPOSED OF REPRESENTATIVES FROM DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS, MANPOWER MANAGEMENT ENLISTED ASSIGNMENTS, AND DEPUTY COMMANDANT FOR PLANS, POLICIES AND OPERATIONS. THE PANEL WILL SELECT THE BEST AND MOST QUALIFIED MARINE FOR ASSIGNMENT. ONE PRIMARY AND ONE ALTERNATE WILL BE SELECTED FOR THIS BILLET. EACH APPLICANT'S CAREER PATH WILL BE CAREFULLY CONSIDERED DURING THE SELECTION PROCESS. PANEL RESULTS WILL BE PUBLISHED VIA MARADMIN.
5. INTERESTED MARINES SHOULD CONTACT THEIR MONITOR FOR FURTHER INQUIRY INTO THIS BILLET AND TO IDENTIFY THEMSELVES FOR CONSIDERATION. PERSONNEL SELECTED ARE REQUIRED TO HAVE SUFFICIENT OBLIGATED SERVICE REMAINING AFTER COMPLETION OF THE PEP TOUR TO FULFILL A TWO-YEAR FOLLOW-ON ASSIGNMENT. ENLISTED MARINES ARE REQUIRED TO REENLIST AND OR EXTEND THEIR CURRENT ENLISTMENT PRIOR TO AN ASSIGNMENT TO THE PEP.
6. PEP TOURS WITH PARTNER NATIONS WILL INVOLVE AUSTERE LOCATIONS, WITHOUT ACCESS TO COMMUNITY SERVICES AND U.S. MILITARY HEALTH CARE SERVICES NORMALLY AVAILABLE TO PERSONNEL ASSIGNED TO USMC BASES AND STATIONS. ROUTINE HEALTHCARE WILL BE REIMBURSED VIA THE TRICARE OVERSEAS PROGRAM, AND NON-EMERGENCY TRAVEL TO U.S. MILITARY TREATMENT FACILITIES WILL NOT BE AUTHORIZED AT GOVERNMENT EXPENSE.
7. PEP PERSONNEL MAY QUALIFY FOR SPECIAL ALLOWANCES, WHICH WILL DEFRAY MANY OF THE COSTS ASSOCIATED WITH INDEPENDENT, INTERNATIONAL DUTY. THESE MAY INCLUDE COST OF LIVING ALLOWANCE, TEMPORARY LODGING ALLOWANCE, AND OVERSEAS HOUSING ALLOWANCE. THESE ALLOWANCES MAY NOT COVER ALL COSTS IN ALL SITUATIONS. ALL PROSPECTIVE PEP PERSONNEL MUST BE FINANCIALLY STABLE, RESPONSIBLE, AND PREPARED FOR POTENTIAL UPFRONT EXPENSES.
8. SELECTED SNCO WILL BE CONSIDERED FOR THE FOREIGN AREA SNCO (FAS) MOS AND USMC ADVISOR MOS DESIGNATION UPON SUCCESSFUL COMPLETION OF THE PEP BILLET.
