6.  AT THE DIRECTION OF THE COMMANDANT OF THE MARINE CORPS AND THE SERGEANT MAJOR OF THE MARINE CORPS, MARINE CORPS UNIVERSITY (MCU) CREATED A COMMAND-SPONSORED LEADERSHIP AND ETHICS SEMINAR FOR LANCE CORPORALS.  THIS SEMINAR IS INTENDED TO BE EXECUTED WITHIN THE FIRST 12 MONTHS OF TIME IN GRADE IOT ENHANCE SMALL UNIT LEADERSHIP AND ENSURE A BETTER UNDERSTANDING OF MARINE CORPS ETHOS, LEADERSHIP FUNDAMENTALS, AND THE TOTAL MARINE CONCEPT.  THE SEMINARS, WHICH HAVE BEEN PILOTED IN UNITS AROUND THE MARINE CORPS, ARE TO BE PLANNED AND EXECUTED AT THE UNIT LEVEL BY THE COMMAND SERGEANT MAJOR OR SENIOR ENLISTED ADVISOR.  SEMINAR SIZE IS GENERALLY 50 MARINES, BROKEN DOWN INTO FIVE GROUPS OF 10 LANCE CORPORALS, EACH LED BY AN NCO/SNCO WHO WILL FACILITATE GUIDED DISCUSSIONS.  THE SEMINAR IS COMPRISED OF FIVE DIFFERENT MODULES, WHICH REPRESENT THE MINIMUM REQUIREMENT FOR SEMINAR COMPLETION.  COMMANDS HAVE THE DISCRETION TO ADD MATERIAL DEEMED APPROPRIATE BY THE EXECUTING COMMAND.
    6.A.  PRIOR TO ATTENDING A COMMAND-SPONSORED LANCE CORPORALS LEADERSHIP AND ETHICS SEMINAR, LANCE CORPORALS MUST COMPLETE THE DISTANCE EDUCATION MARINENET "LEADING MARINES" EPME3000AA COURSE.

8.  COMMANDERS ARE AUTHORIZED TO BEGIN CONDUCTING COMMAND-SPONSORED LANCE CORPORAL LEADERSHIP AND ETHICS SEMINARS AND COMMAND-SPONSORED CORPORALS COURSES TO SUPPORT THE PME REQUIREMENTS OF THEIR MARINES.  COORDINATION WITH HIGHER, ADJACENT, AND SUBORDINATE COMMANDS FOR EXCESS CAPACITY UTILIZATION MAY GAIN INDIVIDUAL UNITS EFFICIENCIES IN EXECUTION OF THESE COMMAND-SPONSORED REQUIREMENTS. MCU EPME DIRECTORATE AND REGIONAL SNCOAS ARE AVAILABLE TO ASSIST UNITS IN PREPARATION FOR EXECUTING COMMAND-SPONSORED PME PROGRAMS.
9.  THE CAREER COURSE SEMINAR (CCS) DISTANCE EDUCATION PROGRAM (DEP) HAS BEEN DEVELOPED AS PART OF THE MARINE CORPS UNIVERSITY'S EFFORTS TO AFFORD EVERY MARINE A RESIDENT PME EXPERIENCE AT EACH RANK.  THE CCS WILL PROVIDE ALL SSGTS THE OPPORTUNITY TO ATTEND EITHER THE RESIDENT CAREER COURSE AT ONE OF FOUR SNCO ACADEMIES OR PARTICIPATE IN THE CCS DEP WHERE THEY WILL INTERACT WITH A PROFESSIONAL INSTRUCTOR AND A CADRE OF THEIR PEERS IN AN ACADEMIC ENVIRONMENT.  THIS CAPABILITY IS MODELED AFTER THE HIGHLY SUCCESSFUL OFFICER SEMINAR PROGRAM FOR EXPEDITIONARY WARFARE SCHOOL AND COMMAND AND STAFF COLLEGE.  THE CCS DEP IS CURRENTLY BEING EXECUTED AT QUANTICO AND WILL BE INCREMENTALLY EXPANDED ACROSS THE CORPS.  BLACKBOARD AND OTHER LEARNING TECHNOLOGIES ARE USED TO IMPROVE LEARNING AND THE EDUCATION EXPERIENCE FOR SSGTS BOTH ONSITE AND ONLINE.
    9.A.  THE CCS DEP FILLS THE GAP BETWEEN THE NUMBER OF RESIDENT SEATS AT A SNCO ACADEMY AND THE POPULATION OF SSGTS ELIGIBLE FOR RESIDENT EDUCATION.
    9.B.  UNITS WILL DECIDE WHICH PROGRAM (SNCOA OR CCS DEP) THEIR SSGTS WILL ATTEND.  UNITS KNOW THEIR SNCOA SEAT ALLOCATIONS AND CAN INFLUENCE THE BALANCE BETWEEN PROGRAMS TO BEST MATCH EACH PROGRAM TO EACH INDIVIDUALS NEEDS.
    9.C.  CCS DEP LOCATIONS WILL EXPAND TO COVER THE TOTAL FORCE AND WILL BE GROUPED GEOGRAPHICALLY UNDER THE EXISTING COLLEGE OF DISTANCE EDUCATION AND TRAINING (CDET) REGIONAL DIRECTORS.
    9.D.  FOR PURPOSES OF PROMOTION, BOTH PROGRAMS (SNCOA RESIDENT AND CCS DEP) WILL BE CONSIDERED EQUIVALENT.
10.  THE CONTENTS OF THIS MARADMIN WILL BE REFLECTED IN THE NEXT REVISION OF REFS A AND B.
11.  EFFECTIVE IMMEDIATELY, REF I, WHICH GRANTED PME CREDIT FOR THE COMPLETION OF SPECIFIC MOS CLASSES IS HEREBY CANCELLED.
