GENTEXT/REMARKS/1. PURPOSE. DC CDI AND DC MRA WILL REVIEW ALL AR STRUCTURE DURING FISCAL YEAR 2015 TO ENSURE MANNING IS OPTIMALLY ALIGNED TO THE CURRENT AND FUTURE OPERATING ENVIRONMENTS AND TO ASSESS WHERE APPROPRIATE SUPPORT IS REQUIRED IN ORDER TO ACCOMPLISH EACH OF THE EIGHT RESERVE COMPONENT (RC) READINESS GOALS ESTABLISHED IN REFS A AND B, AND IN ACCORDANCE WITH REF C.
2.  BACKGROUND.  REFS A AND B REQUIRE EACH RC TO MAINTAIN A CADRE OF FTS PERSONNEL PRIMARILY RESPONSIBLE FOR ASSISTING IN THE ORGANIZATION, ADMINISTRATION, RECRUITMENT, INSTRUCTION, TRAINING, MAINTENANCE, AND SUPPLY SUPPORT TO THE RC, AND ORGANIZED IN SUCH A WAY TO ACCOMPLISH THE EIGHT RC READINESS GOALS DELINEATED IN REF B AT THE MOST COST-EFFECTIVE MANNING LEVEL.
3.  ACTION. THE STRATEGIC REVIEW WILL PROCEED IN THREE DISTINCT PHASES. PHASE I CONSISTS OF A BILLET IDENTIFICATION CODE (BIC)-LEVEL MISSION-FUNCTION-TASK (MFT) DATA CALL FOR EXISTING STRUCTURE, AS WELL AS A BIC-LEVEL NEW INITIATIVE DATA CALL THROUGH AN ONLINE WEB APPLICATION. AN OPERATIONAL PLANNING TEAM (OPT) ANALYSIS TO MAP THE CURRENT ALIGNMENT TO THE EIGHT RC READINESS GOALS WILL FOLLOW AND CONCLUDE PHASE I. PHASE II BEGINS WITH A COL/GS15 LEVEL REVIEW OF THE CURRENT ALIGNMENT AND VALIDATION OF NEW INITIATIVES TO ACHIEVE OPTIMAL ALIGNMENT. THE OPT WILL THEN RECONVENE TO DEVELOP BIC-LEVEL RECOMMENDATIONS TO ACHIEVE THE DESIRED END STATE. PHASE III BEGINS WITH A COL/GS15 LEVEL APPROVAL OF THE OPT BIC-LEVEL REALIGNMENT PLAN AND CONCLUDES WITH DEVELOPMENT OF TABLE OF ORGANIZATION CHANGE REQUESTS (TOECR) FOR 2016 IMPLEMENTATION, IN ACCORDANCE WITH REF D.
4.  TASKINGS
    A. IN EXECUTION OF PHASE I, MAJOR COMMANDS HAVING AR MANNING ARE REQUIRED TO PROVIDE DC MRA (RAM-5) WITH A PRIMARY POINT OF CONTACT FOR THE MFT AND NEW INITIATIVE DATA-CALL NLT 7 NOV 14. COMMANDS WILL USE THE MFT TO INPUT BIC-LEVEL INFORMATION ON ALL AR BILLETS AND USE THE ONLINE WEB APPLICATION TO INPUT BIC-LEVEL INFORMATION ON PROPOSED NEW INITIATIVES NLT 16 JAN 15. RAM-5 WILL PROVIDE DETAILED INSTRUCTIONS FOR INPUTING DATA INTO THE MFT TOOL AND ONLINE WEB APPLICATION TO THE PRIMARY POINT OF CONTACT IDENTIFIED FOR EACH COMMAND.
    B.  IN THE EXECUTION OF PHASES II AND III, THE FOLLOWING ORGANIZATIONS SHALL PROVIDE COL/GS15 REPRESENTATIVES TO SERVE AS VOTING MEMBERS OF THE COL/GS15 BOARD AND LTCOL/GS14 REPRESENTATIVES TO SERVE AS MEMBERS OF THE OPT:

        (4) DC AVIATION
        (5) DC IL
        (6) COMMARFORRES

    C.  IN THE EXECUTION OF PHASES II AND III, THE FOLLOWING ORGANIZATIONS SHALL PROVIDE COL/GS15 REPRESENTATIVES TO SERVE AS NON-VOTING MEMBERS OF THE COL/GS15 BOARD AND LTCOL/GS14 REPRESENTATIVES TO SERVE AS MEMBERS OF THE OPT:

        (3) CG, MCICOM
    D.  IN THE EXECUTION OF PHASES II AND III, THE FOLLOWING ORGANIZATIONS SHALL PROVIDE LTCOL/GS14 REPRESENTATIVES TO SERVE AS MEMBERS OF THE OPT:

        (2) JA DIVISION
    E.  NLT 1 DEC 14, COMMANDS WILL IDENTIFY LTCOL/GS14 REPRESENTATIVES TO RAM-5.
    F.  NLT 1 DEC 14, COMMANDS WILL IDENTIFY COL/GS15 REPRESENTATIVES TO TFSD POC AND INFO COPY RAM POC.
