GENTEXT/RMKS/1.  PER THE REFERENCES, THIS MARADMIN ANNOUNCES LEADERSHIP DEVELOPMENT OPPORTUNTIES FOR CIVILIAN LEADERS BELOW THE EXECUTIVE LEVEL. THE OBJECTIVE OF THESE OPPORTUNITIES IS TO HELP CREATE A DIVERSE CADRE OF HIGHLY CAPABLE, HIGH-PERFORMING, RESULTS ORIENTED CIVILIAN LEADERS, PREPARED TO OPERATE EFFECTIVELY IN INCREASINGLY COMPLEX ENVIRONMENTS AND FOSTER ORGANIZATIONAL LEARNING THAT DRIVES TRANSFORMATION AND CONTINUOUS IMPROVEMENT ACROSS THE ENTERPRISE.
2.  THE MARINE CORPS CIVILIAN LEADERSHIP DEVELOPMENT PROGRAM (MCCLDP)FOLLOWS A FOUR-TIERED APPROACH TO DEVELOPING CIVILIAN LEADERS. THIS APPROACH STRESSES DELIBERATE DEVELOPMENT THROUGH PROGRESSIVE TIERS OF EDUCATION AND TRAINING. THE FOUR TIERS ALIGN TO DOD'S LEADERSHIP CONTINUUM PROVIDED IN REFERENCE (B) AND ARE DETAILED BELOW:
2.A.  TIER 1- SKILLSOFT ONLINE LEADERSHIP DEVELOPMENT MODULES HOSTED IN MARINENET. THESE FOUNDAMENTAL LEADERSHIP DEVELOPMENT ONLINE MODULES PROVIDE INDEPENDENT LEADERSHIP DEVELOPMENT COURSES FOR MARINE CIVILIANS AT THEIR CONVENIENCE.
2.B.  TIER 2- LOCAL INSTALLATION CAREER LEADERSHIP DEVELOPMENT TRAINING ADMINISTERED BY HUMAN RESOURCES DEVELOPMENT STRATEGIC ADVISORS (HRDSA) PERSONNEL. THESE OFF-THE-SHELF LEADERSHIP TRAINING CLASSES ARE TAUGHT BY INSTRUCTORS HIRED BY HRDSA TO SUPPORT COMMAND LEADERSHIP DEVELOPMENT PROGRAMS.
2.C.  TIER 3- LEADERSHIP SEMINARS MANAGED BY COMMAND HRDSA. THESE MARINE CORPS UNIVERSITY DEVELOPED LEADERSHIP SEMINARS ARE TAUGHT BY COMMAND CERTIFIED INSTRUCTORS.
2.D.  TIER 4- CENTRALLY MANAGED COURSES COORDINATED BY THE LEJEUNE LEADERSHIP INSTITUTE (LLI). THESE ARE COMPETITIVE COURSES OFFERED BY A VARIETY OF SOURCES TO INCLUDE DOD AND DON. A COMPLETE LIST OF THESE COURSES CAN BE FOUND AT: WWW.MCU.USMC.MIL(SLASH)LLEADERSHIP(SLASH)SITEPAGES(SLASH)HOME.ASPX.
3. LLI PROVIDES LIMITED FUNDING TO HRDSA PERSONNEL TO SUBSIDIZE PARTICIPATION IN TIER 2 COURSES. LLI WILL ANNOUNCE THE SOLICITATION FOR TIER 4 COURSES VIA SEPCOR BASED ON AVAILABLE FUNDING AND WILL FULLY FUND INDIVIDUALS SELECTED.
4. TO SUPPORT TIER 3 CAPABILITY THROUGHOUT THE MARINE CORPS, LLI WILL CONDUCT TWO "TRAIN THE TRAINER" (T3) LEADERSHIP SEMINARS FOR HRDSA PERSONNEL IN FY15. THE FIRST SESSION IS SCHEDULED 13-16 JANUARY 2015 AT CAMP PENDLETON. THE SECOND WILL BE AT MCB QUANTICO 27-30 JANUARY 2015. HRDSA PERSONNEL CAN REGISTER FOR TRAINING BY EMAILING CONSTANCE YELVERTON AT CONSTANCE.YELVERTON(AT)USMC.MIL NLT 28 NOVEMBER 2014.
5. FOR THOSE REQUIRED TO TRAVEL OUTSIDE THEIR LOCAL AREA, LLI WILL FUND TAD FOR ONE HRDSA OR ALTERNATE (SELECTED BY THE HRDSA) PER MAJOR INSTALLATION. TRAVELERS MUST ATTEND THE SESSION CLOSEST TO THEIR DUTY STATION. INDIVIDUALS WHO RECEIVE THE T3 TRAINING WILL BE EXPECTED TO PROVIDE A MINIMUM OF TWO LEADERSHIP SEMINARS DURING FY15 AT THEIR LOCAL INSTALLATION.
