GENTEXT/REMARKS/1. IN ACCORDANCE WITH REFERENCE A, THIS BULLETIN IMPLEMENTS THE FY15 SMCR OAB ELIGIBILITY, APPLICATION PROCEDURES,AND REPORTING PROCEDURES. THE BONUS AMOUNT IS 20,000 DOLLARS FOR COMPANY GRADE OFFICERS AFFILIATING WITH THE UNITS LISTED IN PARAGRAPH 2. THE BONUS AMOUNT IS 10,000 DOLLARS, FOR ALL OTHER SMCR UNITS.

3. ELIGIBILITY REQUIREMENTS
A. ALL COMMISSIONED COMPANY GRADE OFFICERS (SECOND LIEUTENANT THROUGH CAPTAIN), INCLUDING OFFICERS CURRENTLY SERVING IN A SMCR UNIT.
B. OFFICERS SERVING IN THE ACTIVE COMPONENT (AC), SELECTED MARINE CORPS RESERVE (SMCR), INDIVIDUAL READY RESERVE (IRR), ACTIVE RESERVE (AR), OR INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) PROGRAM ARE ELIGIBLE FOR THIS INCENTIVE. CURRENT MEMBERS OF THE SMCR MUST BE WITHIN 90 DAYS OF COMPLETING THEIR CURRENT DRILLING OBLIGATION, OR HAVE COMPLETED ANY REQUIRED SERVICE AND BE SERVING IN A CMC (RAP)VALIDATED BIC COMMENSURATE WITH THE OFFICER'S GRADE AND MOS PRIOR TO APPLICATION SUBMISSION. SMCR OFFICERS CONDUCTING AN INTER-UNIT TRANSFER (IUT) MAY REQUEST THE OAB IN CONJUNCTION WITH THE IUT (ADJUDICATION OF THE OAB BY CMC (RCT) WILL OCCUR CONCURRENT TO THE IUT APPROVAL BY CMC (RA)).
C. PRIOR SERVICE OR ACTIVE RESERVE OFFICERS MUST BE RELEASED FROM ACTIVE DUTY UNDER HONORABLE CONDITIONS.
D. RESERVE OFFICERS MUST NOT HAVE MORE THAN A 4-YEAR BREAK IN SERVICE FROM THE ACTIVE COMPONENT OR LAST SELECTED RESERVE AFFILIATION AT THE TIME OF AFFILIATION FOR THE OAB.
E. SMCR OFFICERS THAT WERE COMMISSIONED VIA THE RESERVE OFFICER COMMISSIONING PROGRAMS (OCC-R, RECP, AND MCP-R) MUST BE WITHIN 90 DAYS OF, OR HAVE ALREADY PASSED, THEIR MANDATORY DRILL STOP DATE. THE OAB THREE YEAR AFFILIATION OBLIGATION IS IN ADDITION TO ANY REMAINING MANDATORY PARTICIPATION REQUIREMENT.
F. IMA ARE ELIGIBLE, REGARDLESS OF THE TIME REMAINING IN THEIR IMA TOUR. UPON APPROVAL BY CMC (RAP) THE OFFICER WILL BE RELEASED FROM THEIR IMA TOUR IN ORDER TO ALLOW THE OFFICER TO AFFILIATE WITH THE ASSIGNED SMCR UNIT.
G. OFFICERS MUST OBTAIN CMC (RCT) BONUS APPROVAL PRIOR TO 31 AUGUST 2015 AND ACCEPT PAYMENT WITHIN 60 DAYS OR PRIOR TO 25 SEPTEMBER 2015, WHICHEVER COMES FIRST. EARLY OUT PROGRAM PARTICIPANTS AND DIRECT AFFILIATION PARTICIPANTS MUST ACCEPT PAYMENT PRIOR TO 25 SEPTEMBER 2015. FAILURE TO AFFILIATE TO THE APPROVED BIC AND SMCR UNIT, AND ACCEPT THE RELM WITHIN THIS WINDOW WILL RESULT IN BONUS REVOCATION, EXCEPT IN CONJUNCTION WITH RETRAINING, AS SPECIFIED IN PARAGRAPH 5.
H. IN ORDER TO AFFILIATE WITH A PARTICULAR UNIT, THE UNIT MUST NOT BE SCHEDULED TO BE DISESTABLISHED OR PLACED IN CADRE STATUS WITHIN THREE (3) YEARS OF THE DATE OF AFFILIATION.
I. NOT BE IN RECEIPT OF OR ENTITLED TO RECEIVE RETIREMENT OR RETAINER PAY.
J. MARINE MUST SERVE IN A VALID BIC AS A GRADE AND MOS MATCH (N-GRADE OF ONE UP AND ONE DOWN WILL NORMALLY BE AUTHORIZED).
K. CAPTAINS SELECTED FOR PROMOTION TO MAJOR, CAPTAINS IN ZONE FOR PROMOTION TO MAJOR, LIEUTENANTS OR CAPTAINS PASSED FOR PROMOTION, AND LIEUTENANTS OR CAPTAINS IN THE ABOVE ZONE WHILE IN THE RESERVE COMPONENT, ARE NOT ELIGIBLE FOR THIS INCENTIVE.
L. ELIGIBILITY REQUIREMENTS MAY BE WAIVED BY CMC (RAP) BASED ON EMERGENT NEEDS OF THE MARINE CORPS RESERVE.
4. ADMINISTRATIVE GUIDANCE
A. PRIOR SERVICE RECRUITERS (PSR) WILL SUBMIT INCENTIVE REQUESTS TO CMC (RCT) FOR INDIVIDUAL READY RESERVE (IRR) MARINES. UNIT CAREER PLANNERS (CP) WILL SUBMIT THE REQUEST FOR MARINES THAT ARE CURRENT MEMBERS OF THE SMCR AND IMA MARINES REQUESTING TO IUT TO A SMCR UNIT. RESERVE TRANSITION COORDINATORS (RTC) OR CAREER PLANNERS WILL SUBMIT INCENTIVE REQUESTS FOR ACTIVE COMPONENT OR ACTIVE RESERVE MARINES APPLYING FOR THE DIRECT AFFILIATION PROGRAM (DAP). PAYMENT OF THIS INCENTIVE IS A FIVE-STEP PROCESS INVOLVING A STATEMENT OF UNDERSTANDING (SOU) VALIDATION BY CMC (RIT), ISSUANCE OF A BONUS CONTROL NUMBER (BCN) BY CMC (RIT), ACCEPTANCE OF THE INCENTIVE VIA TFRS RELM, UNIT DIARY REPORTING OF THE OBLIGATION BY CMC (RA), AND ROUTINE UNIT DIARY ENTRIES BY THE SMCR UNIT S-1 (JOIN, RESERVE BIC, REENLISTMENT, EXTENSION, BONUS PEF CODE, BONUS ENTRY).
B. ALL REQUESTS MUST BE SUBMITTED VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS) TO CMC (RCT).
C. A SIGNED SOU MUST BE SUBMITTED WITH THE TFRS REQUEST PRIOR TO ISSUANCE OF A BONUS.
(1) AN SOU CAN BE RETRIEVED BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL. IN THE SEARCH BOX, ENTER KEYWORD "OAB". SELECT "OAB" THEN SELECT "OAB SOU" FOR THE APPROPRIATE FY.
(2) A VALID SOU WILL CONTAIN THE MEMBER'S NAME AND EDIPI, ALL UNIT INFORMATION, BIC INFORMATION, PMOS/IMOS, AND APPROPRIATE SIGNATURES. IF THE SOU IS MISSING ANY REQUIRED DATA IT WILL BE RETURNED TO THE APPROPRIATE UNIT FOR CORRECTIVE ACTION.
D. CMC (RCT) WILL ADJUDICATE AND RETURN THE RELM REQUEST VIA TFRS TO THE ORIGINATOR (PSR/CP/RTC) WITH THE FOLLOWING ITEMS:
(1) CMC(RCT) ENDORSED SOU WITH BONUS APPROVAL OR DISAPPROVAL.
(2) INCENTIVE ADMINISTRATIVE REPORTING GUIDANCE DOCUMENT.
E. ONCE THE RELM IS ACCEPTED, THE FOLLOWING ACTIONS ARE REQUIRED:
(1) THE ORIGINATOR MUST:
(A) ENTER THE ACCEPTANCE DATE IN TFRS.
(B) PROVIDE THE ENDORSED SOU, INCENTIVE ADMINISTRATIVE REPORTING GUIDANCE DOCUMENT, AND THE RELM TO THE UNIT'S ADMINISTRATIVE SECTION FOR APPROPRIATE ACTION.
(2) CMC(RCT) WILL ENSURE THAT THE APPROPRIATE OBLIGATION REMARK IS REPORTED IN MCTFS WHICH WILL ALLOW FOR THE PAYMENT TO PROCESS.
(3) THE UNIT'S ADMINISTRATIVE SECTION MUST:
(A) REPORT THE RELM ACTION (REENLISTMENT OR EXTENSION) IN MCTFS VIA UNIT DIARY.
(B) VERIFY MCTFS D302 SCREEN TO VALIDATE POSTING OF THE OBLIGATION REMARK.
(C) REPORT THE RESERVE BILLET IDENTIFICATION CODE (BIC) VIA IDMS AND BONUS PROGRAM ENLISTED FOR (PEF) CODE AND APPLICABLE BONUS ENTRY PER THE INCENTIVE ADMINISTRATIVE REPORTING GUIDANCE DOCUMENT VIA UD/MIPS.
(D) EMAIL THE CMC(RCT) ENDORSED SOU TO MANPOWER MANAGEMENT RECORDS AND PERFORMANCE (MMRP) BRANCH FOR INCLUSION INTO THE MEMBER'S OFFICIAL MILITARY PERSONNEL FILE (OMPF) TO SMB.MANPOWER.MMSB(AT)USMC.MIL.
F. PAYMENT WILL EXECUTE UPON COMPLETION OF ALL MCTFS REPORTING AND POSTING REQUIREMENTS.
G. THE ORIGINATOR MUST NOTIFY CMC(RCT) VIA ORGANIZATIONAL MAILBOX, SMB-RIT(AT)USMC.MIL, IN THE EVENT THE MARINE APPROVED FOR A BONUS DOES NOT ACCEPT THE RELM OR AFFILIATE WITH THE SMCR UNIT.
H. WAIVER REQUESTS WITH ALL REQUIRED ENDORSEMENTS WILL BE ROUTED TO RESERVE AFFAIRS (RA) AND SUBMITTED AS AN ATTACHMENT TO THE TFRS REQUEST AT THE TIME OF SUBMISSION. WAIVER REQUESTS SUBMITTED FROM A PSR WILL INCLUDE COMMANDING GENERAL, MARINE CORPS RECRUITING COMMAND ENDORSEMENT VIA MCRC OPS G-3. WAIVER REQUESTS SUBMITTED FROM CP'S WILL INCLUDE THE MEMBER'S CHAIN OF COMMAND ENDORSEMENTS TO INCLUDE COMMANDER, MARFORRES. CMC (RAP) WILL APPROVE/DISAPPROVE WAIVER REQUESTS IN THE ADJUDICATION PROCESS OF THE TFRS REQUEST.
I. AFFILIATE BETWEEN 1 OCTOBER 2014 AND 24 SEPTEMBER 2015.
J. REQUESTS FOR BONUS MUST BE RECEIVED BY CMC (RCT) NLT 27 AUGUST 2015. ALL APPROVED BONUSES MUST BE PAID BY 25 SEPTEMBER 2015.
K. MARINES IN RECEIPT OF THIS BONUS ARE REQUIRED TO WAIVE THE REASONABLE COMMUTING DISTANCE REQUIREMENT (IF APPLICABLE) PER REF C.
L. CONCURRENT RECEIPT OF INACTIVE DUTY TRAVEL (IDT) REIMBURSEMENT IS AUTHORIZED.
M. IN THE CASE WHERE A BIC IS FILLED BY A MOS MISMATCH, AN MOS QUALIFIED OFFICER MAY BE JOINED TO THE UNIT TO FILL THE BIC, AND THE MISMATCH SHALL BE ASSIGNED A NEW BIC, TRANSFERRED VIA IUT, OR DROPPED FROM THE UNIT ROLES WITHIN 90 DAYS.
5. RETRAINING IN CONJUNCTION WITH THE OAB.
A. REQUESTS FOR ASSIGNMENT TO THE SMCR LATMOV PROGRAM MUST BE SUBMITTED TO CMC (RIT) IN ACCORDANCE WITH REF D BY THE PSR, CP, OR RTC AND BE APPROVED BY CMC (RCT) PRIOR TO THE MARINE AFFILIATING OR AGREEING TO REMAIN AFFILIATED WITH THE SMCR UNIT.
B. MARINES ASSIGNED TO THE SMCR LATMOV PROGRAM MUST COMPLETE OR BE IN ATTENDANCE OF MOS TRAINING WITHIN 180 DAYS OF AFFILIATION WITH THE CONTRACTED SMCR UNIT. FAILURE TO MEET THIS DEADLINE WILL RESULT IN INELIGIBILITY FOR THIS INCENTIVE, AND MAY RESULT IN TRANSFER TO THE IRR IN ACCORDANCE WITH REF D.
C. IF A MARINE IS ACCEPTED TO THE SMCR LATMOV PROGRAM, PAYMENT OF THE INCENTIVE WILL NOT BE RECEIVED UNTIL MOS TRAINING IS COMPLETE.
D. A SELECTION TO MAJOR WILL DISQUALIFY AN OFFICER FROM RETRAINING ELIGIBILITY WITH THE EXCEPTION OF NAVAL AVIATORS APPROVED FOR TRANSITION OR CONVERSION BY THE DEPUTY COMMANDANT FOR AVIATION OR THE COMMANDING GENERAL 4TH MAW, AND OFFICERS TRANSITIONING TO THE 0202 MOS.
E. THE TRAINING REQUIREMENTS WILL NOT BE WAIVED.
6. OBLIGATION.
A. RECIPIENTS OF THIS INCENTIVE WILL INCUR A THREE YEAROBLIGATION TO THE SMCR BEGINNING ON THE DATE THEY AFFILIATED WITH THEIR UNIT OR SIGN THE SOU, WHICHEVER IS LATER. THE THREE YEAR OBLIGATION OF OFFICERS WHO SUBMIT FOR THE BONUS DURING THE LAST 90 DAYS OF THEIR CURRENT SMCR OBLIGATION WILL NOT RUN CONCURRENT. THE NEW THREE YEAR OBLIGATION WILL BEGIN UPON COMPLETION OF THE CURRENT OBLIGATION.
B. RECIPIENTS MUST SERVE IN A BIC COMMENSURATE WITH THEIR GRADE AND MOS AT THE AFFILIATED UNIT FOR THREE YEARS. REQUESTS FOR INTER-UNIT TRANSFER MUST BE ADJUDICATED BY CMC (RAP). CMC (RCT) WILL BE NOTIFIED AND THE D302 MCTFS REMARKS UPDATED IN THE CASE OF A MARINE WHO IS LATER ASSIGNED TO A DIFFERENT BIC.
C. CONTRACTUAL TIME PREVIOUSLY SERVED WILL NOT BE APPLIED TOWARDS THE NEW OFFICER AFFILIATION BONUS (OAB) CONTRACTUAL OBLIGATION.
7. RECOUPMENT.
A. RECOUPMENT WILL OCCUR ON A PRORATED BASIS IF THE OFFICER:
(1) FAILS TO FULFILL THE THREE-YEAR AFFILIATION OBLIGATION.
(2) EXECUTES A SUBSEQUENT LATERAL MOVE WITHOUT CMC (RAP) APPROVAL.
(3) CHANGES BICS WITHOUT CMC (RAP) APPROVAL.
(4) EXECUTES AN INTER-UNIT TRANSFER WITHOUT CMC (RAP) APPROVAL.
(5) PERFORMS ACTIVE DUTY OPERATIONAL SUPPORT (ADOS) WITH A UNIT OTHER THAN THEIR OWN FOR A PERIOD OF GREATER THAN 90 CUMULATIVE DAYS PER FISCAL YEAR WITHOUT PRIOR APPROVAL BY CMC (RAP). ACCEPTANCE OF ADOS ORDERS TO ATTEND EWS OR CAPTAINS CAREER COURSE WILL NOT COUNT TOWARDS THIS 90 DAYS BUT WILL REQUIRE THE EXTENSION OF THE MANDATORY DRILL STOP DATE BY THE SAME NUMBER OF DAYS COVERED BY THE SCHOOL ADOS ORDERS.
(6) ACCESSES TO THE ACTIVE COMPONENT OR THE ACTIVE RESERVE PROGRAM.
(7) ELECTS TO TRANSFER TO THE INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) PROGRAM, NOT DUE TO FSRG OR BRAC IN ACCORDANCE WITHPARA 6.B.
(8) TRANSFERS TO ANOTHER SERVICE.
(9) RESIGNS HIS OR HER COMMISSION.
B. RECOUPMENT WILL NOT OCCUR IF THE OFFICER IS REQUIRED TO INVOLUNTARILY TRANSFER TO THE IRR OR IMA DUE TO UNIT DEACTIVATION OR REDESIGNATION, AND THERE IS NO OTHER SMCR OR IMA BILLET WITHIN A REASONABLE COMMUTING DISTANCE FROM THE OFFICER'S PRIMARY RESIDENCE THAT THE OFFICER IS QUALIFIED TO FILL.
8. REQUESTS FOR EARLY RELEASE OR DEFERMENT OF THE 3 YEAR SERVICE OBLIGATION SHALL BE SUBMITTED TO CMC (RAP).
9. THIS INCENTIVE IS A 10,000 DOLLARS OR 20,000 DOLLARS LUMP SUM PAYMENT, LESS ANY APPLICABLE TAXES.
10. DUE TO BUDGETARY CONSTRAINTS, INCENTIVES WILL BE ISSUED ON A FIRST-COME/FIRST-SERVED BASIS UNTIL FUNDS ARE EXHAUSTED, OR EXISTING UNIT SHORTFALLS ARE OVERCOME. AVAILABILITY OF FUNDS WILL BE UPDATED PERIODICALLY VIA TFRS MESSAGE AS REQUIRED.
