GENTEXT/REMARKS/1. THE EXECUTIVE FORCE PRESERVATION BOARD (EFPB) ESTABLISHES SAFETY AND FORCE PRESERVATION POLICY AND GUIDANCE FOR THE MARINE CORPS. PER THE REFERENCES, THE EFPB CONVENED ITS 31ST MEETING AT THE PENTAGON (SMITH CONFERENCE ROOM) AND VIA SECURE VIDEO TELECONFERENCE, ON 25 SEPTEMBER 2014 (1300-1800L).

4. SUMMARY
A. ACMC WELCOMED ALL ATTENDEES AND PROVIDED OPENING REMARKS.
B. DIR, SD PROVIDED TREND ANALYSIS REGARDING ON-DUTY AVIATION AND GROUND MISHAPS, AND OFF-DUTY MISHAPS. AN UPDATE ON THE DEVELOPMENT OF A FORCE PRESERVATION COUNCIL TOOL IN MOL TO ASSIST IN THE WARM HAND-OFF OF MARINES BETWEEN COMMANDS WAS PRESENTED. MARINE CORPS RECRUITING COMMAND’S (MCRC) REDUCTION IN ON DUTY PMV-4 MISHAPS WAS DISCUSSED AS A FUNCTION OF THE INSTALLATION OF DRIVING MONITORS. MCRC INDICATED THAT IT INTENDED TO INSTALL VIDEO MONITORING TO FURTHER THE DOWNWARD TREND.
C. DIR, MF DIV PRESENTED A BRIEF ON CY14 SUICIDE TRENDS AND THE MARINE INTERCEPT PROGRAM (MIP). THE PRESENTATION OF MARINE CORPS SUICIDE DATA (TO INCLUDE ATTEMPTS) IN GENERALLY ACCEPTED MEASURES WAS DISCUSSED IN ORDER TO AID IN SERVICE/ DEMOGRAPHIC COMPARISON. THE MIP SUPPORTS COMMANDERS BY ENSURING MARINES AND SAILORS, IDENTIFIED BY SIR/PCR AS HAVING EXPERIENCED A SUICIDAL IDEATION OR SUICIDE ATTEMPT, RECEIVE FOLLOW-UP CONTACT AND NECESSARY SERVICE COORDINATION. THE MIP IS AVAILABLE TO ACTIVE DUTY MILITARY PERSONNEL AND MEMBERS OF THE RESERVE COMPONENT SERVING ON ACTIVE DUTY. DETAILED MIP INFORMATION IS CONTAINED IN MARADMIN 073/14. THOUGH THE MARADMIN REFERENCES A LETTER OF INSTRUCTION (LOI) OUTLINING SPECIFIC DAY-TO-DAY OPERATIONS OF THE MIP, NO SUCH LOI IS AVAILABLE. MF IS DEVELOPING A MARINE CORPS ORDER TO CODIFY THE MIP PROGRAM.
D. DIR, SD PROVIDED A DECISION BRIEF ON THE COMMANDERS’ FORCE PRESERVATION AND SAFETY COURSE. SD HAS DELIVERED THE COURSE IN FOURLOCATIONS (SGTMAJ SYMPOSIUM AND AT I, II, AND III MEFS) WITH EXCELLENT REVIEWS. THE CONSENSUS OF THE GROUP WAS TO CONTINUE TO CONDUCT THE COURSE VIA MOBILE TRAINING TEAM AND DEVELOP SCALABLE OPTIONS FOR THE COURSE FORMAT. THE EXECUTION OF ANOTHER ITERATION OF THE TRAINING DURING 2ND QUARTER FY15 FOR FURTHER ASSESSMENT WAS DISCUSSED. INCLUSION OF FORCE PRESERVATION AND SAFETY INSTRUCTION AT THE COMMANDANT'S COMBINED COMMANDERSHIP COURSE (FORMERLY THE COMMANDANT'S COMMANDERS PROGRAM) AND IN OFFICER AND ENLISTED PME WAS ALSO DISCUSSED.
E. M&RA (MPP-50) PRESENTED A BRIEF ON THE STREAMLINING OF HQMC SURVEYS. M&RA HAS STAFFED AN ORDER TO ESTABLISH AN OFFICE WITHIN M&RA TO REVIEW, MANAGE, AND FORMALIZE THE SURVEY IMPLEMENTATION PROCESS. THE SURVEY OPT FORMED AS A RESULT OF THE 29TH EFPB WILL PERSIST AND CONTINUE TO DISCUSS SURVEYS CONDUCTED WITHIN THE MARINE CORPS BY OUTSIDE AGENCIES. SEVERAL BOARD MEMBERS ASKED QUESTIONS ABOUT THE CONSTRUCT AND STAFFING OF THE SURVEY OFFICE.
F. USFFC PRESENTED A BRIEF ON THE SAFETY CAMPAIGN PLAN RECENTLY SIGNED BY USFFC AND USPACFLT. THE INTENT OF THE PLAN IS TO INCULCATE THE NAVY’S NON-AVIATION COMMUNITIES WITH THE SAME SAFETY CULTURE AS THEIR AVIATION COMMUNITY. THE MARINE CORPS FACES A SIMILAR CHALLENGE. SEVERAL INIATIVES RESULTING FROM THE PLAN HAVE SHOWN PROMISE AND THE MARINE CORPS WILL CONTINUE TO MONITOR THE PROGRESS OF THE CAMPAIGN FOR POSITIVE LESSONS LEARNED.
G. M&RA PRESENTED AN UPDATE BRIEF ON FY14 END STRENGTH. THE BRIEF DISCUSSED THE ESTABLISHMENT OF AN END STRENGTH AND RETENTION OPTIMIZATION GROUP, PROCESSES FOR COMMANDERS TO EITHER MAINTAIN OR SEPARATE MARINES, AND M&RA FORCE SHAPING MEASURES.
H. FOUR MARINE SERGEANTS (SERGEANT’S COURSE STUDENTS) COMPRISED A PANEL THAT ADDRESSED A VARIETY OF FORCE PRESERVATION TOPICS AND ANSWERED QUESTIONS FROM EFPB MEMBERS. TOPICS DISCUSSED INCLUDED THE FORCE PRESERVATION COUNCIL, IDENTIFICATION TECHNIQUES OF AT-RISK MARINES, ANNUAL TRAINING REQUIREMENTS, END STRENGTH AND RETENTION STRATEGIES AND IMPROVED ACCESS TO MARINE CORPS INFORMATION THROUGH TECHNOLOGY (I.E. SOCIAL MEDIA, COMPUTER/SMARTPHONE APPLICATIONS). THE PANEL RECEIVED MULTIPLE ACCOLADES FOR THEIR PARTICIPATION IN THE EFPB. AT THE REQUEST OF BOARD MEMBERS, THE 32ND EFPB WILL HOLD A PANEL DISCUSSION OF SIMILAR TOPICS WITH STAFF NON-COMMISSIONED OFFICERS.
5. THE FOLLOWING ACTIONS ARE DIRECTED AND SHALL BE PRESENTED AT THE 32ND EFPB. TASK TRACKING NUMBERS ARE INCLUDED IN PARENTHESES AFTER THE ASSIGNED COMMANDS.
A. DIR SD
(1) (EFPB 31-01)- PRESENT AN INFORMATION BRIEF ON THE STATUS OF A FORCE PRESERVATION COUNCIL TOOL TO FACILITATE THE WARM HANDOFF OF MARINES FROM ONE COMMAND TO ANOTHER.
(2) (EFPB 31-02)- PROVIDE AN INFORMATION BRIEF ON SCALABLE SAFETY AND FORCE PRESERVATION MOBILE TRAINING TEAM CURRICULUMS FOR COMMANDERS AND SENIOR ENLISTED TO INCLUDE IMPLEMENTATION AND RESOURCING STRATEGIES.
(3) (EFPB 31-03)- IN COORDINATION WITH MARFORCOM AND MCSC, PROVIDE AN INFORMATION PAPER DISCUSSING THE NEED FOR STANDARDIZATION AND MORE EFFECTIVE, USER-FRIENDLY PASSENGER RESTRAINT SYSTEMS FOR AVIATION AND GROUND EQUIPMENT.
(4) (EFPB 31-04)- PROVIDE AN INFORMATION PAPER ON TRAFFIC SAFETY TRAINING UPDATES, SPECIFICALLY PMV2 TRAINING CURRICULUM INITIATIVES.
B. TECOM
(1) (EFPB 31-05)- PROVIDE AN INFORMATION PAPER ON THE STATUS OF UPDATING THE MARINE CORPS SPONSORSHIP PROGRAM (MCO 1300.11F) WITH THE INCLUSION OF FORCE PRESERVATION COUNCIL INFORMATION TRANSFER BETWEEN LOSING AND GAINING COMMANDS.
(2) (EFPB 31-06)- PROVIDE ONE POINT PAPER EACH ON THE INCLUSION OF SAFETY AND FORCE PRESERVATION TRAINING INTO THE CURRICULUMS OF THE COMMANDANT'S COMBINED COMMANDERSHIP COURSE (FORMERLY THE COMMANDANT'S COMMANDERS PROGRAM), SENIOR ENLISTED PME, AND OFFICER PME. THE COMMANDANT'S COMBINED COMMANDERSHIP COURSE PAPER WILL ALSO ADDRESS THE INCLUSION OF MIP TRAINING TO SLATED COMMANDERS.
C. CD&I. (EFPB 31-07)- BRIEF THE STATUS OF THE ENTERPRISE-WIDE SOLUTION FOR A FPC TRACKING TOOL, PER THE RELATED URGENT UNIVERSAL NEED STATEMENT.
D. M&RA
(1) (EFPB 31-08)- PROVIDE AN INFORMATION BRIEF ON THE ACTIVITIES OF THE SURVEY OPT AND POTENTIAL FOR REDUCING THE NUMBER OF SURVEYS FROM OUTSIDE AGENCIES.
(2) (EFPB 31-09)- IN CONJUNCTION WITH MCICOM, IDENTIFY AND ELIMINATE BARRIERS TO MARINE INTERCEPT PROGRAM (MIP) SUCCESS AND COMMENCE EFFORTS TO INCREASE UNDERSTANDING AND AWARENESS OF THE MIP. PROVIDE AN INFORMATION BRIEF TO THE 32ND EFPB.
(3) (EFPB 31-10)- WORK WITH CMC SD TO DEVELOP A FORCE PRESERVATION RESOURCE TOOL AS DESCRIBED IN EFPB TASK 31-01.
E. MCICOM. (EFPB 31-11)- WORK WITH M&RA TO DEVELOP A BRIEF AS DESCRIBED IN EFPB TASK 31-09.
F. C4. (EFPB 31-12)- IN COORDINATION WITH M&RA (MF), MARINE CORPS COMMUNICATIONS OFFICE, MARFORCYBER, MCSC AND CMC SD CONDUCT A WORKING GROUP TO DEVELOP A MEANS BY WHICH TO DISSEMINATE FORCE PRESERVATION AND SAFETY INFORMATION, I.E., MOBILE APPLICATIONS OR SOCIAL MEDIA. PROVIDE AN INFORMATION OR DECISION BRIEF, AS APPROPRIATE, TO THE 32ND EFPB.
6. THIS EFPB DIRECTS ALL COMMANDERS, OFFICERS-IN-CHARGE, AND SENIOR ENLISTED ADVISORS TO READ AND COMPLY WITH MARADMIN 073/14. THIS MARADMIN DETAILS THE MARINE INTERCEPT PROGRAM AND COMMAND RESPONSIBILITIES.
7. PUBLICATION OF THIS MESSAGE CONSTITUTES OFFICIAL TASKING. ORGANIZATIONS IDENTIFIED IN PARAGRAPH 5 ABOVE SHALL ASSIGN A POINT OF CONTACT FOR EACH TASK AND PROVIDE CONTACT INFORMATION TO CMC (SD) WITHIN 14 DAYS OF RELEASE OF THIS MESSAGE. TASKS WILL ALSO BE DIRECTED VIA MCATS.
8. THE 32ND EFPB IS TENTATIVELY SCHEDULED DURING MARCH 2015 IN THE NATIONAL CAPITAL REGION. CMC (SD) WELCOMES EFPB BOARD MEMBERS AND THEIR SAFETY OFFICES TO FORWARD DISCUSSION TOPIC RECOMMENDATIONS TO CMC (SD) BY 5 DECEMBER 14.
