GENTEXT/REMARKS/1.  THIS MARADMIN ANNOUNCES THE FY16 EAS ENLISTED RETENTION SURVEY. THE PURPOSE OF THIS SURVEY IS TO ALLOW FIRST-TERM AND SUBSEQUENT-TERM MARINES (ZONES A-C) THE OPPORTUNITY TO COMMUNICATE TO SENIOR LEADERS WHAT FACTORS AND INCENTIVES HAVE THE GREATEST INFLUENCE ON RETENTION, AND HOW SATISFIED OR DISSATISFIED THEY ARE WITH CERTAIN ASPECTS OF THE MARINE CORPS AND THE MILITARY WAY OF LIFE. AS A FIRST OR SUBSEQUENT TERM MARINE WHO HAS AN END OF ACTIVE SERVICE (EAS) DURING FY16, THIS IS YOUR OPPORTUNITY TO PROVIDE VALUABLE FEEDBACK TO YOUR SENIOR LEADERS REGARDING THE IMPORTANT FACTORS THAT INFLUENCE YOUR CAREER DECISIONS AND WHAT YOU WOULD LIKE TO SEE THE MARINE CORPS IMPROVE.
2.  TARGET POPULATION. ACTIVE DUTY ENLISTED MARINES, IN REENLISTMENT ZONES A THROUGH C, WHO HAVE AN EAS BETWEEN 1 OCT 2015 AND 30 SEP 2016 ARE TO BE AFFORDED THE OPPORTUNITY TO COMPLETE THIS SURVEY. THIS INCLUDES BOTH FIRST-TERM AND SUBSEQUENT-TERM MARINES.
3.  METHODOLOGY. UNITS THAT HAVE ACCESS TO THE INTERNET CAN DIRECT MARINES TO THE FY16 ENLISTED RETENTION SURVEY LOCATED ON THE MANPOWER AND RESERVE AFFAIRS WEB SITE. THE SURVEY IS LOCATED AT THIS WEB ADDRESS: HTTPS: SLASH SLASH WWW.MANPOWER.USMC.MIL SLASH APPLICATION. MARINES CAN ALSO FOLLOW THE LINK THAT IS LOCATED ON THE MANPOWER AND RESERVE AFFAIRS HOMEPAGE TO THE SURVEY (WWW.MANPOWER.USMC.MIL).
4.  CAREER PLANNERS ARE DIRECTED TO ENCOURAGE ALL ZONE A THROUGH C MARINES IN THEIR UNIT WHO HAVE AN EAS BETWEEN 1 OCT 2015 AND 30 SEP 2016 TO TAKE THIS SURVEY NLT 13 MAR 2015. WHILE THIS SURVEY IS VOLUNTARY, IT IS IMPORTANT THAT AS MANY ELIGIBLE MARINES AS POSSIBLE TAKE THE SURVEY. THIS WILL ENSURE THAT SENIOR LEADERS RECEIVE THE BEST POSSIBLE UNDERSTANDING OF WHAT FACTORS MOST INFLUENCE REENLISTMENT BEHAVIOR AND WHAT RETENTION INCENTIVES ARE MOST EFFECTIVE IN ENCOURAGING MARINES TO REENLIST. THIS WILL ALSO PROVIDE SENIOR LEADERS WITH A MORE COMPREHENSIVE EVALUATION OF ENLISTED ATTITUDES TOWARDS MARINE CORPS SERVICE ACROSS ALL TARGETED REENLISTMENT ZONES.
5.  UNIT COMMANDERS. YOUR ENDORSEMENT AND SUPPORT ARE CRITICAL TO THE SUCCESS OF THIS SURVEY. IT IS IMPORTANT TO ALLOW MARINES THE OPPORTUNITY TO PARTICIPATE IN THIS SURVEY BECAUSE THE RESULTS WILL BE USED TO DESIGN RETENTION INCENTIVES THAT WILL DIRECTLY ASSIST YOU IN ACHIEVING YOUR REENLISTMENT MISSION. IF YOUR MARINES DO NOT HAVE INTERNET ACCESS, PLEASE CONTACT THE POC WITH THE NUMBER OF PAPER-BASED SURVEYS YOU NEED FOR YOUR FY16 EAS MARINES.
6.  DATA COLLECTION PERIOD. THE SURVEY IS OPEN TO ALL ACTIVE DUTY ENLISTED MARINES, IN REENLISTMENT ZONES A THROUGH C, WHO HAVE AN EAS BETWEEN 1 OCT 2015 AND 30 SEP 2016, BUT TIME WILL BE LIMITED. THE SURVEY WILL RUN THROUGH 13 MAR 2015.
7.  THIS BULLETIN IS NOT APPLICABLE TO THE MARINE CORPS RESERVE.
