GENTEXT/REMARKS/1. IAW REF A, A JOINT SELECTION BOARD WILL CONVENE ON OR ABOUT 2 MARCH 2015. THIS BOARD WILL RECOMMEND TWO OFFICERS FOR APPOINTMENT, ONE AS LEGAL COUNSEL TO THE CJCS AND ONE AS CHIEF DEFENSE COUNSEL FOR MILITARY COMMISSIONS. THE BOARD WILL CONSIDER JUDGE ADVOCATES FROM THE ARMY, NAVY, AIR FORCE, AND MARINE CORPS. IF SELECTED TO SERVE IN ONE OF THESE POSITIONS, THE OFFICER WILL BE APPOINTED TO THE GRADE OF BRIGADIER GENERAL.
2. ALL REGULAR COMPONENT MARINE CORPS JUDGE ADVOCATES (MOS 4402) ON THE ACTIVE DUTY LIST SERVING IN THE GRADE OF COLONEL WITH A DATE OF RANK OF 1 MAR 2013 OR EARLIER, AND WHO ARE ACTIVE MEMBERS IN GOOD STANDING OF THE BAR OF A FEDERAL COURT OR HIGHEST COURT OF A STATE/TERRITORY, AND WHO ARE NOT OTHERWISE EXCLUDED WILL BE CONSIDERED.
2A. EXCLUSIONS. THE FOLLOWING WILL EXCLUDE AN OFFICER FROM CONSIDERATION:
2.A.1. AN ESTABLISHED SEPARATION OR RETIREMENT DATE WITHIN 90 DAYS OF THE BOARD CONVENING.
2.A.2. MEMBERSHIP ON THIS JOINT BOARD.
2.A.3. PREVIOUS SERVICE IN ANY OF THE FOLLOWING FOUR ORGANIZATIONS WILL EXCLUDE THE OFFICER FROM CONSIDERATION FOR THE CHIEF DEFENSE COUNSEL FOR MILITARY COMMISSIONS ONLY: OFFICE OF THE CONVENING AUTHORITY FOR MILITARY COMMISSIONS; OFFICE OF THE CHIEF PROSECUTOR FOR MILITARY COMMISSIONS; MILITARY COMMISSIONS TRIAL JUDICIARY; OR UNITED STATES COURT OF MILITARY COMMISSION REVIEW.
2B. THOSE OFFICERS WHO DESIRE NOT TO BE CONSIDERED MAY DO SO WITHOUT PREJUDICE BY INFORMING THE POC ABOVE AS SOON AS POSSIBLE BUT NOT LATER THAN 26 JANUARY 2015. THE RECORDS OF THESE OFFICERS WILL NOT BE PRESENTED TO THE BOARDS.
2C. IN ORDER TO FACILITATE PROCESSING AND SUBMISSION OF DOCUMENTATION TO THE JOINT BOARD BY 2 FEBRUARY 2015, OFFICERS WHO WISH TO BE CONSIDERED ARE EXPECTED TO CONTACT THE POC ABOVE AS SOON AS POSSIBLE BUT NOT LATER THAN 26 JANUARY 2015 TO CONVEY THEIR INTENT REGARDING CONSIDERATION.
3. BOARD PREPARATION GUIDANCE.THE BOARD WILL BE PROVIDED AN EXCERPT OF EACH OFFICER’S OFFICIAL MILITARY PERSONNEL FILE (OMPF), TO INCLUDE MILITARY AND CIVILIAN EDUCATION, AWARDS/COMMENDATORY MATERIAL, THE MASTER BRIEF SHEET AND PERFORMANCE EVALUATIONS AND A JOINT OFFICER RECORD BRIEF. ADVERSE INFORMATION IN AN OFFICER'S OMPF, ALONG WITH THE OFFICER'S RESPONSE, IF ANY, TO THE ADVERSE INFORMATION WILL BE PROVIDED TO THE BOARD.
3.A. OFFICERS BEING CONSIDERED ARE RESPONSIBLE FOR ENSURING THE ACCURACY AND COMPLETENESS OF THEIR OMPF AND MBS. THE PRIMARY AND MOST EXPEDITIOUS MEANS OF OBTAINING AND VIEWING THE OMPF AND MBS IS THROUGH OMPF ONLINE VIA MOL. THE MBS CAN ALSO BE OBTAINED THROUGH THE MMRP WEB SITE. BECAUSE OFFICIAL PHOTOGRAPHS WILL NOT BE CONSIDERED BY THE BOARD, THERE IS NO REQUIREMENT TO SUBMIT AN UPDATED PHOTOGRAPH.
3.B. OFFICERS ARE PERSONALLY RESPONSIBLE FOR CORRECTING DEFICIENCIES, MISSING INFORMATION, OR ILLEGIBLE DOCUMENTS PRESENT IN EITHER THE OMPF OR MBS WITH CMC (MMRP-20). PER REF B, OFFICERS MUST ENSURE ANY MATERIAL SENT TO CMC (MMRP-20) FOR FILING IN THE OMPF CONTAINS FULL NAME, GRADE, AND THE ELECTRONIC DATA INTERCHANGE PERSONAL IDENTIFIER (EDIPI). IF THE EDIPI IS NOT ON THE MATERIAL, THEN THE MATERIAL MIGHT NOT BE FILED IN THE OMPF. OFFICERS ARE REMINDED THAT ANY ADDITIONS TO OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE PREVIOUS 12 MONTHS SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND COMPLETENESS OF THEIR RECORD. OMPF DOCUMENTS CAN BE EMAILED AS AN ATTACHMENT TO CMC (MMRP-20). PREFERRED SCAN OF DOCUMENTS IS A SINGLE PAGE TIF, CCITT GROUP IV 2D COMPRESSION (BLACK AND WHITE) AT 200 DPI. IF YOU ARE UNABLE TO SCAN THE DOCUMENT AS A TIF, THEN SCAN THE DOCUMENT AS A PDF. OMPF DOCUMENTS CAN ALSO BE MAILED TO CMC (MMRP-20); HOWEVER, INCLUSION INTO THE OMPF IS SUBSTANTIALLY FASTER IF THE DOCUMENTS ARE EMAILED. SEE PARAGRAPH 4.B (MMRP)FOR OMPF INQUIRIES AND DOCUMENT SUBMISSION POINTS OF CONTACT.
3.C. COMMUNICATION WITH THE BOARD. EACH ELIGIBLE OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD. SUCH PERSONAL COMMUNICATIONS MUST BE IN WRITING, UNDER COVER LETTER SIGNED BY THE OFFICER BEING CONSIDERED, ADDRESSED TO THE PRESIDENT OF THE BOARD, AND MUST BE SENT TO CMC (MMSL) NOT LATER THAN 26 JANUARY 2015. OFFICERS MAY SUBMIT COMMUNICATIONS VIA HAND DELIVERY, U.S. MAIL, NEXT DAY PACKAGE TO THE ADDRESS FOUND IN PARAGRAPH 4.A, OR EMAIL TO THE POC ABOVE.
3.D. UPDATE MATERIAL. OFFICERS MAY SUBMIT UPDATE MATERIAL NOT INCLUDED IN THEIR OMPF NOT LATER THAN 26 JANUARY 2015. SUCH MATERIAL SHOULD BE PROVIDED UNDER COVER LETTER TO THE BOARD PRESIDENT AS DISCUSSED ABOVE AND WILL BE DESTROYED UPON FINAL APPROVAL OF THE BOARD. IT WILL NOT BECOME PART OF AN OFFICER'S OMPF.
