GENTEXT/REMARKS/1. SITUATION. MANPOWER LIMITATIONS WITHIN THE RESERVE COMPONENT AVIATOR POPULATION REQUIRE PRIORITIZATION OF AVAILABLE INVENTORY AGAINST STAFFING REQUIREMENTS. THE ALLOCATION OF AVAILABLE AVIATORS AGAINST FORCE WIDE REQUIREMENTS THAT HAVE THE GREATEST IMPACT ON PERSONNEL AND TRAINING READINESS IS ESSENTIAL FOR BUILDING A RESERVE COMPONENT CAPABLE OF PROVIDING THE STRATEGIC CAPACITY REQUIRED TO AUGMENT AND REINFORCE THE ACTIVE COMPONENT. THIS POLICY'S PRIMARY OBJECTIVE IS TO MAXIMIZE FORCE OPERATIONAL READINESS WHILE SIMULTANEOUSLY ENSURING THE PROFESSIONAL SKILLS AND CORE COMPETENCIES OF OUR RESERVE AVIATOR CORPS ARE MET THROUGH A SERIES OF PROGRESSIVE CAREER BILLET ASSIGNMENTS.
2. POLICY
A. EFFECTIVE IMMEDIATELY, SELECTED MARINE CORPS RESERVE (SMCR) AND INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) AVIATORS IN THE RANK OF CAPTAIN OR MAJOR ARE LIMITED TO SERVE NO MORE THAN 36 CUMULATIVE MONTHS IN ANY COMBINATION OF THE INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) PROGRAM OR PROVISIONAL IMA PROGRAM (PIP), AVIATION COMMAND AND CONTROL TEAM (AC2T), OR ANY RESERVE UNIT ABOVE THE BATTALION OR SQUADRON-LEVEL PRIOR TO PROMOTION TO LIEUTENANT COLONEL OR REACHING 16 YEARS COMMISSIONED SERVICE.
B. DUE TO THE SPECIAL TRAINING REQUIREMENTS OF MARINE AVIATION TRAINING SUPPORT GROUP FORTY-TWO (MATSG-42), DRILLING RESERVE AVIATORS MAY SERVE UP TO 42 CUMULATIVE MONTHS IN ANY COMBINATION OF THE ABOVE AND MATSG-42, PRIOR TO PROMOTION TO LIEUTENANT COLONEL OR REACHING 16 YEARS COMMISSIONED SERVICE.
C. IMAS ASSIGNED TO DUTY INVOLVING FLYING - OPERATIONAL FOR OSA ARE EXEMPT FROM THE 36 CUMULATIVE MONTH TOUR LIMITATION.
D. THIS CHANGE INCLUDES THOSE CURRENTLY JOINED TO AN IMA OR PROVISIONAL IMA, AC2T, MATSG-42, OR ANY OTHER UNIT ABOVE THE BATTALION OR SQUADRON-LEVEL. AS SUCH, ANY AFFECTED SMCR COMPANY GRADE OR MAJOR AVIATOR WITH LESS THAN 16 YEARS OF COMMISSIONED SERVICE, WHOSE CUMULATIVE TOUR LENGTH IN AFFECTED UNITS EXCEEDS 36 CUMULATIVE MONTHS (OR 42 CUMULATIVE MONTHS IN MATSG-42) WILL HAVE 90 DAYS FROM PUBLICATION OF THIS MARADMIN TO SECURE ALTERNATE PARTICIPATION, AND BE JOINED TO A FLYING SQUADRON, MARINE WING SUPPORT SQUADRON, ANGLICO, INFANTRY BATTALION, TANK BATTALION, RECONNAISSANCE BATTALION, OR LIGHT ARMORED RECONNAISSANCE BATTALION, BEFORE BEING TRANSFERRED TO THE INDIVIDUAL READY RESERVE.
E. ASSIGNMENT POLICY EXAMPLES ARE PROVIDED IN PARA 3.
3. ASSIGNMENT POLICY EXAMPLES
A. A RESERVE AVIATOR WITH GREATER THAN 16 YEARS OF SERVICE ASSIGNED TO MARINE AIR GROUP 41 (MAG-41) MAY BE ALLOWED TO CONTINUE SERVICE WITH MAG-41 OR ANY OTHER SMCR UNIT OR IMA UNTIL REACHING SERVICE LIMITATIONS IN ACCORDANCE WITH REFS A AND F ASSIGNMENT POLICIES.
B. A RESERVE AVIATOR IN THE GRADE OF MAJOR WITH LESS THAN 16 YEARS OF SERVICE ASSIGNED TO HMLA-773 MAY BE ALLOWED TO CONTINUE SERVICE WITH HMLA-773 UNTIL REACHING SERVICE LIMITATIONS IN ACCORDANCE WITH REF F ASSIGNMENT POLICY.
C. A RESERVE AVIATOR IN THE GRADE OF MAJOR WITH LESS THAN 16 YEARS OF SERVICE ASSIGNED TO THE IMA PROGRAM FOR 24 CUMULATIVE MONTHS MAY SERVE NO MORE THAN 12 ADDITIONAL MONTHS IN ANY COMBINATION OF IMA, PIP, OR SMCR UNIT ABOVE THE BATTALION OR SQUADRON LEVEL PRIOR TO REACHING 16 YEARS OF SERVICE OR PROMOTION TO LIEUTENANT COLONEL.
4. OPPORTUNITIES AND ASSIGNMENT INCENTIVES
A. RESERVE AVIATORS MAY BE ELIGIBLE TO RECEIVE 20,000 DOLLARS TO AFFILIATE WITH AN INFANTRY BATTALION OR ANGLICO AS A FORWARD AIR CONTROLLER OR BATTALION AIR OFFICER IAW REF C.
B. RESERVE AVIATORS MAY BE ELIGIBLE TO RECEIVE UP TO 45,000 DOLLARS TO AFFILIATE WITH AN SMCR SQUADRON IAW REF D.
C. MARINES WHO MUST COMMUTE GREATER THAN 150 MILES FROM THEIR HOME OF RECORD TO AN SMCR UNIT MAY BE ELIGIBLE TO RECEIVE INACTIVE DUTY TRAINING (IDT) TRAVEL REIMBURSEMENT TO COVER UP TO 300 DOLLARS PER MONTH IN TRAVEL EXPENSES IN ACCORDANCE WITH REF E.
D. MARINE AVIATORS WHO MUST COMMUTE GREATER THAN 150 MILES FROM THEIR HOME OF RECORD TO AN SMCR SQUADRON MAY BE ELIGIBLE TO RECEIVE IDT TRAVEL REIMBURSEMENT TO COVER UP TO 600 DOLLARS PER MONTH (300 DOLLARS PER DRILL PERIOD) IN TRAVEL EXPENSES IN ACCORDANCE WITH REF E.
E. ALL AFFECTED COMPANY GRADE OFFICERS AND MAJORS ARE ENCOURAGED TO CONTACT THEIR UNIT CAREER PLANNER, OR A PRIOR SERVICE RECRUITER FOR OPPORTUNITIES IN SMCR UNITS VIA WWW.MARINES.MIL/UNIT/MARFORRES/STAY/DEFAULT.ASPX OR PRIOR SERVICE RECRUITING OPERATIONS AT 703-432-9664.
5. RESERVE AFFAIRS DIVISION WILL REVIEW AVIATOR STAFFING AND POLICY IMPACTS ANNUALLY AND, IF REQUIRED, WILL PROVIDE ADDITIONAL GUIDANCE BASED ON SMCR UNIT REQUIREMENTS.
6. REQUESTS FOR WAIVERS TO THIS POLICY WILL BE CLOSELY SCRUTINIZED AND CONSIDERED ON A CASE BY CASE BASIS BY DIRECTOR, RESERVE AFFAIRS DIVISION.
7. THIS POLICY DOES NOT LIMIT THE AUTHORITY OF COMMARFORRES TO INVOLUNTARILY TRANSFER AN AVIATOR TO THE INDIVIDUAL READY RESERVE IN ACCORDANCE WITH REFERENCE B UPON COMPLETION OF A 36-MONTH TOUR.
