GENTEXT/REMARKS/1. SITUATION. STAFFING EXISTING MARFORRES WARRANT OFFICER BILLETS CONTINUES TO BE A CHALLENGE. IN ORDER TO ENSURE THE COMBAT READINESS OF OUR FORCE, IT IS VITAL TO INCREASE STAFFING FOR RESTRICTED OFFICERS. THE INTENT OF THIS MARADMIN IS TO INCENTIVIZE HIGHLY QUALIFIED ENLISTED MARINES TO APPLY FOR THE FISCAL YEAR 2016 (FY16) ENLISTED TO WARRANT OFFICER RESERVE SELECTION BOARD.
2. IN ACCORDANCE WITH REF A, THIS BULLETIN IMPLEMENTS THE FY16 SMCR WARRANT OFFICER ACCESSION BONUS. THE BONUS AMOUNT IS 20,000 DOLLARS.
3. ELIGIBILITY REQUIREMENTS. IN ADDITION TO THE ELIGIBILITY CRITERIA OUTLINED IN REF B AND C, THE FOLLOWING CRITERIA MUST BE MET.
A. ELIGIBLE MOS INCLUDE THE FOLLOWING: 0170, 0205, 0210, 0620, 0650, 0803, 1120, 1310, 1390, 2110, 2120, 2125, 2305, 2340, 2805, 3010, 3102, 3302, 3408, 3510, 5702, 5804, 5910, 5970, 6604, 6877, 7380.
B. UPON APPROVAL BY THE SECRETARY OF THE NAVY AND ANNOUNCEMENT OF THE FY16 ENLISTED TO WARRANT OFFICER RESERVE SELECTION BOARD RESULTS, THE MARINE MUST AGREE TO SERVE 36 MONTHS IN A BILLET IDENTIFICATION CODE (BIC) FOR A BILLET MOS (BMOS) AND RESERVE REPORTING UNIT CODE (RESRUC) LISTED IN PARAGRAPH 2B OF REF B.
C. THE MARINE MUST COMPLETE THE BASIC SCHOOL (TBS) WARRANT OFFICER BASIC COURSE (WOBC) CONVENING IN JANUARY 2016 AND MILITARY OCCUPATIONAL SPECIALTY (MOS) FOLLOW-ON SCHOOL.
D. MARINES REQUESTING A DEFERRAL OF ASSIGNMENT TO TBS OR MOS FOLLOW-ON TRAINING, ARE NOT ELIGIBLE FOR THIS INCENTIVE. MARINES MAY APPLY FOR THIS INCENTIVE IN FUTURE FISCAL YEARS IF FUNDS ARE AVAILABLE. GUIDANCE TO BE PUBLISHED VIA SEPCOR.
4. APPLICATION PROCEDURES. MARINES SELECTED ON THE FY16 ENLISTED TO WARRANT OFFICER RESERVE SELECTION BOARD, IAW REF B, WILL BE PROVIDED A STATEMENT OF UNDERSTANDING (SOU). THE SOU MUST BE RETURNED ALONG WITH A LETTER OF INTENT TO ACCEPT AN APPOINTMENT AND REQUEST FOR ORDERS TO ATTEND WOBC NLT 31 DECEMBER 2015.
5. ADMINISTRATIVE GUIDANCE.
A. WARRANT OFFICER SELECTEES WILL SUBMIT THEIR LETTER OF INTENT AND SOU TO THE MARFORRES RECRUITING AND RETENTION OFFICER AT MFR(UNDERSCORE)MANPOWER(AT)USMC.MIL.
B. ORDERS WRITING ADMINISTRATIVE GUIDANCE WILL BE PROVIDED TO WARRANT OFFICER SELECTEES AND UNIT ADMINISTRATORS BY CMC (RAP).
C. SMCR WARRANT OFFICER ACCESSION BONUS DIARY REPORTING OF OBLIGATION REMARKS WILL BE ENTERED INTO MCTFS VIA UNIT DIARY BY CMC (RAM) UPON SOU APPROVAL BY CMC (RCT).
D. PAYMENT OF THE 20,000 DOLLAR BONUS WILL OCCUR UPON SUCCESSFUL COMPLETION OF WOBC, MOS FOLLOW-ON TRAINING, AND BEING JOINED TO THE RESRUC AND BIC PER THE SOU.
6. OBLIGATION. THIS OBLIGATION SUPERSEDES THE OBLIGATION SPECIFICS OUTLINED IN REF B AND C, AND THE FOLLOWING APPLY:
A. RECIPIENTS MUST SERVE 36 MONTHS IN THE BIC AND UNIT SPECIFIED IN THE SOU UPON THE COMPLETION OF THE WOBC AND MOS FOLLOW-ON TRAINING. RECIPIENTS MUST SERVE AS A BIC MATCH, BASED ON THEIR GRADE AND MOS.
B. REQUESTS FOR INTER-UNIT TRANSFER MUST BE ADJUDICATED BY CMC (RAP). CMC (RCT) WILL BE NOTIFIED AND THE D302 MCTFS REMARKS UPDATED IN THE CASE OF A MARINE WHO IS LATER ASSIGNED TO A DIFFERENT BIC.
7. RECOUPMENT.
A. RECOUPMENT WILL OCCUR ON A PRORATED BASIS IF THE OFFICER:
(1) FAILS TO FULFILL THE 36-MONTH OBLIGATION.
(2) FAILS TO PARTICIPATE SATISFACTORILY.
(3) EXECUTES A SUBSEQUENT LATERAL MOVE WITHOUT CMC (RAP) APPROVAL.
(4) CHANGES BICS WITHOUT CMC (RAP) APPROVAL.
(5) EXECUTES AN INTER-UNIT TRANSFER WITHOUT CMC (RAP) APPROVAL.
(6) WITHOUT PRIOR APPROVAL BY COMMARFORRES (G1 MPWR) AND CMC (RAP), PERFORMS ACTIVE DUTY OPERATIONAL SUPPORT (ADOS) (ADOS-RC, ADOS-AC, OR ADOS-CO), WITH A UNIT OTHER THAN THEIR OWN FOR A PERIOD OF GREATER THAN 90 CUMULATIVE DAYS PER FISCAL YEAR.
(7) ACCESSES TO THE ACTIVE COMPONENT OR THE ACTIVE RESERVE PROGRAM WITHOUT COMPLETING 36-MONTH SERVICE OBLIGATION.
(8) ELECTS TO TRANSFER TO THE (INDIVIDUAL READY RESERVE) IRR OR INDIVIDUAL MOBILIZATION AUGMENTEE (IMA) PROGRAM WITHOUT COMPLETING THE 36-MONTH SERVICE OBLIGATION, NOT DUE TO FSRG OR BRAC.
(9) TRANSFERS TO ANOTHER BRANCH OF SERVICE.
(10) RESIGNS HIS OR HER APPOINTMENT OR COMMISSION PRIOR TO COMPLETION OF THE 36-MONTH SERVICE OBLIGATION.
B. RECOUPMENT WILL NOT OCCUR IF THE OFFICER IS REQUIRED TO INVOLUNTARILY TRANSFER TO THE IRR OR INTER UNIT TRANSFER TO THE IMA PROGRAM DUE TO UNIT DEACTIVATION OR REDESIGNATION AND THERE IS NO AVAILABLE STRUCTURE COMMENSURATE WITH THE OFFICER’S GRADE AND MOS.
C. RECOUPMENT WILL BE COMPUTED AT A PRORATED AMOUNT BY DETERMINING THE NUMBER OF DAYS SERVED SATISFACTORILY DURING THE AFFILIATION PERIOD FOR WHICH THE BONUS WAS PAID MULTIPLIED BY THE DAILY BONUS AMOUNT OF 18 DOLLARS AND 27 CENTS, THEN SUBTRACT THIS AMOUNT FROM THE PRE-TAX AMOUNT OF 20,000 DOLLARS.
8. REQUESTS FOR EARLY RELEASE OR DEFERMENT OF THE 36-MONTH SERVICE OBLIGATION SHALL BE SUBMITTED TO CMC (RAP).
9. THIS INCENTIVE IS A 20,000 DOLLARS LUMP SUM PAYMENT, LESS ANY APPLICABLE STATE AND FEDERAL TAXES.
10. DIRLAUTH BETWEEN SMCR UNITS AND CMC (RCT) IS AUTHORIZED.
11. THIS BULLETIN CANCELS ON 30 SEPTEMBER 2016.
12. APPLICATIONS FOR THIS INCENTIVE WILL BE ORGANIZED AND CONSIDERED IN THE ORDER WHICH THEY ARE RECEIVED BY CMC (RCT).
13. COMMUTING DISTANCE. OFFICERS IN RECEIPT OF THIS BONUS ARE REQUIRED TO WAIVE THE COMMUTING DISTANCE REQUIREMENT PER REF D.
14. ELIGIBLE MARINES WHO MUST COMMUTE GREATER THAN 150 MILES FROM THEIR HOME OF RECORD TO AN SMCR UNIT MAY BE ELIGIBLE FOR IDT TRAVEL REIMBURSEMENT TO COVER UP TO 300 DOLLARS PER MONTH IN TRAVEL EXPENSES PENDING FY16 IDT TRAVEL REIMBURSEMENT AUTHORITY.
