GENTEXT/REMARKS/1. THIS MARADMIN ANNOUNCES GUIDANCE ON THE QUALIFICATIONS AND APPLICATION PROCESS OF THE FY15-02 ACTIVE RESERVE (AR) OFFICER ACCESSION BOARD (PARA 2–8) AND CURRENT AR UNRESTRICTED OFFICER CAREER DESIGNATION BOARD (PARA 9), CONVENING AT THIS HEADQUARTERS ON 27 APR 2015.
2. BACKGROUND. PER REFS A AND B, THE MISSION OF THE AR PROGRAM IS TO PROVIDE A CADRE OF WELL-TRAINED AND EXPERIENCED RESERVE COMPONENT (RC) MARINES TO SERVE AS A CRITICAL PIECE OF THE MARINE CORPS FULL-TIME SUPPORT (FTS) TO THE MARINE CORPS RESERVE.
3. ACCESSIONS. IAW REF A, HQMC (RAM) IS CURRENTLY ACCEPTING APPLICATIONS FROM QUALIFIED MARINE OFFICERS REQUESTING ACCESSION INTO THE MARINE CORPS’ AR PROGRAM. THE AR PROGRAM FACILITATES THEINTEGRATION OF THE TOTAL FORCE. MARINE OFFICERS ACCEPTED INTO THE AR PROGRAM FILL A VARIETY OF GROUND, AVIATION, AND LOGISTICS BILLETS LOCATED AT RESERVE TRAINING CENTERS AND MAJOR MARINE CORPS COMMANDS AND INSTALLATIONS WORLD-WIDE.
4. ELIGIBILITY REQUIREMENTS.
A. FIRST LIEUTENANTS. ANY FIRST LIEUTENANTS WHO ARE TRANSITIONING FROM THE ACTIVE COMPONENT. RESERVE OFFICER COMMISSIONING PROGRAM (ROCP) MARINES OR OTHER RC OFFICERS MUST HAVE A MANDATORY DRILL STOP DATE (MDSD) OF 1 OCT 2015, OR EARLIER.
B. CAPTAINS NOT PREVIOUSLY PASSED FOR PROMOTION IN THE RC.
C. MAJORS WITH A DOR OF 1 SEP 12 OR JUNIOR AND ANY MOS.
D. UNRESTRICTED APPLICANTS MUST BE ABLE TO COMPLETE 18 YEARS OF ACTIVE FEDERAL MILITARY SERVICE BEFORE REACHING 24 YEARS OF COMMISSIONED SERVICE IN ORDER TO APPLY. COMPANY GRADE OFFICERS MUST POSSESS A PMOS COMPATIBLE WITH PROGRAM REQUIREMENTS, OR MAY BE LATERALLY MOVED PURSUANT TO ACCESSION TO THE PROGRAM.
E. ALL OFFICERS SELECTED BY THIS BOARD WILL ACCESS INTO THE AR PROGRAM BY 1 FEB 2016. LATER DATES OF ACCESSION WILL ONLY BE CONSIDERED ON A CASE BY CASE BASIS, AND MUST BE REQUESTED WITH PROPER JUSTIFICATION IN THE INDIVIDUAL APPLICATION. WAIVERS WILL BE REVIEWED BY THIS HEADQUARTERS, THOUGH FAVORABLE ADJUDICATION IS NOT GUARANTEED.
F. ACTIVE COMPONENT (AC) OFFICERS WILL INDICATE ON THE INDIVIDUAL APPLICATION THEIR WILLINGNESS TO REQUEST A RESERVE COMMISSION UPON SELECTION, IF A REQUEST FOR A RESERVE COMMISSION HAS NOT ALREADY BEEN EXECUTED BY THE OFFICER. APPOINTMENT TO THE RESERVE ACTIVE STATUS LIST (RASL) NORMALLY TAKES FOUR TO SIX MONTHS.
G. ALL APPLICANTS MUST HOLD A CURRENT RESERVE COMMISSION OR AGREE TO ACCEPT A RESERVE COMMISSION PRIOR TO SERVING IN THE AR PROGRAM. INITIAL SERVICE OBLIGATION IN THE AR PROGRAM IS 36 MONTHS, COMMENCING FROM THE EFFECTIVE DATE ORDERED TO ACTIVE DUTY WITH THE AR PROGRAM.
H. APPLICANTS MUST MEET ALL QUALIFICATIONS CONTAINED IN REF A, TO INCLUDE BEING WORLD WIDE DEPLOYABLE.

NAVAL AVIATORS CURRENTLY SERVING IN THE AC OR RC MUST SUBMIT A COMMANDING OFFICER’S ENDORSEMENT OF APPLICANT’S ACCIDENT HISTORY INDICATING ANY FLIGHT VIOLATIONS AND OR MISHAP INVOLVEMENT, OR A STATEMENT INDICATING THE APPLICANT HAS NO FLIGHT ACCIDENTS OR INCIDENTS, AS APPROPRIATE.
(2) A COPY OF THE OFFICER’S AVIATION QUALIFICATION SUMMARY (AQS) FORMATTED AS SHOWN ON THE RAM-1 WEBSITE.
(3) A STATEMENT INDICATING WHETHER THE OFFICER IS CURRENTLY IN A FLYING STATUS AND IS QUALIFIED TO FILL A NAVAL AVIATOR BILLET AT A FLYING SQUADRON IN THE RESPECTIVE TYPE/MODEL/SERIES. IF NOT IN A CURRENT FLYING ASSIGNMENT, INDICATE HOW LONG SINCE THE LAST FLIGHT IN RATED AIRCRAFT AND CURRENT QUALIFICATION STATUS.
7. BOARD SELECTS.
A. OFFICERS SELECTED FOR ACCESSION INTO THE AR PROGRAM WILL BE NOTIFIED VIA MARADMIN AND SEPARATE CORRESPONDENCE.
B. OFFICERS WILL BE SUBSEQUENTLY ACCESSED AND ASSIGNED BASED ON BILLET AVAILABILITY AND THE NEEDS OF THE MARINE CORPS AND MUST REMAIN WORLD-WIDE DEPLOYABLE. INITIAL ACCESSION TOURS WILL NORMALLY BE 36 MONTH TOURS.
C. OFFICERS SELECTED, WHO ARE CURRENTLY ON ACTIVE DUTY (EITHER AS MEMBERS OF THE AC OR AS MEMBERS OF THE RC ON ACTIVE DUTY) WILL END THEIR CURRENT PERIOD OF ACTIVE DUTY, AND RETURN TO THEIR PLACE ENTERED ACTIVE DUTY (PLEAD).
(1) FOR AC OFFICERS, THIS TRANSITION IS A COMPONENT CHANGE. ALL OFFICERS RESIGNING THEIR REGULAR COMMISSION OR RC OFFICERS DEMOBILIZING FROM FUNDED ORDERS MUST ATTEND ALL REQUISITE TRANSITIONAL BRIEFS AS ENTITLEMENTS AND BENEFITS MAY CHANGE DURING THIS TRANSITION FROM ACTIVE SERVICE. REF F CONTAINS THE PRESEPARATION CHECKLIST REQUIRED BY ALL INDIVIDUALS SEPARATING OR RETIRING FROM THE MARINE CORPS. THIS IS APPLICABLE TO BOTH AC AND RC MEMBERS.
(2) SEAMLESS TRANSITIONS, WHERE AN OFFICER WILL DEPART A PREVIOUS PERIOD OF ACTIVE SERVICE AND IMMEDIATELY ACCESS INTO THE AR PROGRAM, WILL NOT BE ENTERTAINED. BASED ON THE NEEDS OF THE AR PROGRAM, A SELECTEE MAY BE ACCESSED INTO THE PROGRAM WITHIN 30 DAYS OF A PREVIOUS PERIOD OF ACTIVE SERVICE, WHERE HE OR SHE MAY ELECT TO CARRY A LEAVE BALANCE. SPECIFIC ADMINISTRATIVE ENTRIES MUST BE MADE ON BEHALF OF OFFICERS ELECTING TO CARRY LEAVE.
(3) ACCESSION TIMELINES WILL BE COORDINATED BY THIS HQ, WITH OFFICERS SELECTED FOR ACCESSION. SEPARATING/DEACTIVATING SELECTEES MUST COORDINATE SEPARATION AND TERMINAL LEAVE WITH THEIR PARENT COMMAND PER REFS D AND E.
8. COORDINATING INSTRUCTIONS.
A. APPLICANTS ARE ADVISED THAT ONCE THEY ARE ACCESSED TO THE AR PROGRAM, THEY ARE GOVERNED BY THE SEPARATIONS POLICY CONTAINED IN REF E; SPECIFICALLY, CAPTAINS TWICE PASSED TO THE GRADE OF MAJOR WHILE SERVING ON THE AR PROGRAM WILL BE RELEASED FROM ACTIVE DUTY NLT THE FIRST DAY OF THE SEVENTH CALENDAR MONTH AFTER THE REPORT OF THEIR SELECTION BOARD IS APPROVED.
B. EACH OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD VIA UPDATED MATERIAL. PHONE CALLS OR E-MAIL WILL NOT BE ACCEPTED. OFFICERS MAY SUBMIT ANY MATERIAL THAT HE OR SHE DEEMS IMPORTANT FOR CONSIDERATION BY THE BOARD. OFFICERS ARE REMINDED THAT MATERIAL SENT DIRECTLY TO THE PRESIDENT OF THE BOARD WILL NOT BECOME PART OF THEIR OMPF. BOARD MATERIALS ARE DESTROYED UPON FINAL APPROVAL OF THE BOARD. OFFICERS SHOULD CONTACT CMC (MMRP-30) BEFORE INCLUDING FITNESS REPORTS AS UPDATED MATERIAL AND CMC (MMRP-20) FOR ALL OTHER OMPF UPDATES. C. INITIAL TOURS IN THE AR PROGRAM ARE 36 MONTHS IN LENGTH, THUS ACCESSING INTO THE AR WOULD SUBJECT AN OFFICER WHO IS IN RECEIPT OF VSP, TO FULL VSP RECOUPMENT, BEGINNING DURING AN OFFICER’S INITIAL AR TOUR. AN OFFICER WOULD HAVE THE ABILITY TO MAKE ARRANGEMENTS WITH HIS OR HER COMMANDER AND THE DEFENSE FINANCE AND ACCOUNTING SERVICE TO ESTABLISH A LIQUIDATION PLAN.
9. COMPETITIVE CAREER DESIGNATION. THE PROCESS, TIMELINES, AND REQUIREMENTS FOR COMPETITIVE CAREER DESIGNATION OF UNRESTRICTED OFFICERS CURRENTLY ON THE AR PROGRAM ARE ADDRESSED IN THE FOLLOWING PARAGRAPHS.
A. CAREER DESIGNATION IS A FORCE SHAPING TOOL FOR CURRENT AR UNRESTRICTED OFFICERS THAT ALLOWS FOR THE MANAGEMENT OF THE OFFICER POPULATION BY RETAINING THE BEST QUALIFIED OFFICERS FROM EACH YEAR GROUP. THOSE SELECTED FOR CAREER DESIGNATION ARE OFFERED THE OPPORTUNITY TO REMAIN ON ACTIVE DUTY WITH THE AR PROGRAM.
B. COMPETITIVE CAREER DESIGNATION REQUIREMENTS
(1) UNRESTRICTED OFFICERS IN THE AR PROGRAM.
(2) 540-DAYS OF OBSERVED FITNESS REPORT TIME FOLLOWING ACCESSION INTO THE AR PROGRAM AND DOCUMENTED IN THE OFFICER’S OMPF. OFFICERS CAN VERIFY OBSERVED FITNESS REPORT TIME BY ACCESSING THEIR OMPF AND MASTER BRIEF SHEET THROUGH MARINE ON-LINE (MOL). OBSERVED FITNESS REPORT TIME ONLY INCLUDES OBSERVED, NON-ACADEMIC REPORTS ENDING UP TO AND INCLUDING 1 APR 2015.
(3) AN OFFICER'S FIRST OPPORTUNITY FOR CAREER DESIGNATION CONSIDERATION WILL BE IN CONJUNCTION WITH THE NEXT CAREER DESIGNATION BOARD FOLLOWING THE PERIOD THE OFFICER MET THE 540-DAYS OF OBSERVED FITNESS REPORT TIME AS DOCUMENTED IN THE APPLICANT’S OMPF, WHICH IS NORMALLY BETWEEN THE 24 AND 30-MONTH MARK IN THE AR PROGRAM.
(4) OFFICERS WILL BE GRANTED AT LEAST ONE OPPORTUNITY TO BE CONSIDERED FOR CAREER DESIGNATION. OFFICERS WITH AN EAS THAT DOES NOT SUPPORT AT LEAST ONE OPPORTUNITY FOR CAREER DESIGNATION MUST REQUEST (VIA AA FORM TO THIS HEADQUARTERS) AN EXTENSION ON ACTIVE DUTY TO BE CONSIDERED BY THE NEXT AVAILABLE BOARD.
(5) OFFICERS NOT SELECTED FOR CAREER DESIGNATION WILL BE RELEASED FROM ACTIVE DUTY UPON THEIR EAS. IF AN OFFICER’S EAS ALLOWS FOR A SUBSEQUENT APPLICATION FOR CAREER DESIGNATION CONSIDERATION, OFFICERS CAN BE SCREENED ON A SUBSEQUENT BOARD, HOWEVER, EXTENSIONS WILL NOT BE GRANTED TO OFFICERS WHO HAVE ALREADY BEEN CONSIDERED AND WERE NOT DESIGNATED BY A PREVIOUS CAREER DESIGNATION BOARD.
C. CAREER DESIGNATION APPLICATION PROCESS
(1) EXISTING AR OFFICERS WHO ARE APPLICANTS FOR CAREER DESIGNATION MUST HAVE A CURRENT PROMOTION PHOTOGRAPH TAKEN WITHIN 12 MONTHS PRECEDING THE CONVENING DATE OF THE BOARD. REF C CONTAINS GUIDANCE ON SUBMITTING PHOTOGRAPHS TO HQMC FOR INCLUSION IN THE OMPF. MARINES CAN CONFIRM RECEIPT OF HIS OR HER PHOTOGRAPH AT THE MMRP WEBSITE.
(2) APPLICATIONS SHALL BE ENDORSED BY THE FIRST BATTALION/SQUADRON (O5 LEVEL) COMMANDER IN THE OFFICER’S CHAIN OF COMMAND, AND SUBMITTED VIA THE WEB PORTAL NLT 2359, 14 APR 2015.

D. SERVICE OBLIGATION. OFFICERS ACCEPTING CAREER DESIGNATION FROM THE AR CAREER DESIGNATION BOARD WILL INCUR A 24-MONTH SERVICE OBLIGATION FROM THE DATE OF ACCEPTANCE OF CAREER DESIGNATION.
(1) OFFICERS SELECTED FOR CAREER DESIGNATION MUST FORMALLY ACCEPT OR DECLINE CAREER DESIGNATION IN WRITING WITHIN 45 CALENDAR DAYS OF NOTIFICATION OF SELECTION VIA RESULTS MARADMIN.
(2) OFFICERS WHO DECLINE CAREER DESIGNATION WILL SEPARATE AT THEIR EAS.
