GENTEXT/REMARKS/1.  PURPOSE. THIS IS A COORDINATED HQMC AVN AND M&RA MESSAGE TO ANNOUNCE THE DELETION OF PMOS(S) 6112, 6152, 6172 AND 6322, AND THE CAREER OPPORTUNITIES FOR THOSE MARINES WITH THE LISTED PMOS(S). REFERENCE (A) IS HEREBY SUPERSEDED BY THIS MARADMIN.
2.  BACKGROUND. TRANSITION TO THE MV-22 AIRCRAFT BEGAN IN FY06 AND WILL BE COMPLETED BY ACTIVE DUTY AND RESERVE SQUADRONS IN FY15. AT THE END OF FY15 THERE WILL NO LONGER EXIST A REQUIREMENT TO SUPPORT THE CH-46 AIRCRAFT PLATFORM AND UNIT TRANSITION TO THE MV-22 WILL BE COMPLETED.
3.  HQMC (MMEA) WILL MAKE EVERY EFFORT TO CONTINUE TO PROVIDE LATERAL MOVE TRAINING ASSIGNMENTS FOR THOSE MARINES ELIGIBLE TO TRANSITION TO THE MV-22 PLATFORM AND CONTINUE THEIR MARINE CORPS CAREER.
4.  PROMOTION. THERE WILL BE NO PROMOTION OPPORTUNITIES BEYOND FY15 FOR ANY CH-46 RELATED PMOS. ENLISTED MV-22 RELATED PMOS'S 6116, 6156, 6176 AND 6326 HAVE BEEN COMBINED WITH THE EQUIVALENT CH-46 PMOS'S FOR PROMOTION PURPOSES SINCE THE BEGINNING OF THE TRANSITION PROCESS. THE SIMILAR PMOS'S FROM THE CH-46/MV-22 COMMUNITIES WILL NO LONGER BE COMBINED DUE TO THE LACK OF BOAT SPACES FOR THE CH-46 COMMUNITY.
    A.  GUNNERY SERGEANTS WILL CONTINUE TO BE ELIGIBLE FOR PROMOTION TO MASTER SERGEANT WITH A CH-46 PMOS FEEDING INTO EITHER PMOS 6019 OR 6391. PER REF (I), ELIGIBILITY WILL CONTINUE TO BE BASED ON ZONE TIME IN GRADE/TIME IN SERVICE REQUIREMENTS AS ANNOUNCED BY THE RESPECTIVE FISCAL YEAR MASTER SERGEANT PROMOTION BOARD.
    B.  STAFF SERGEANTS THAT ARE OTHERWISE ELIGIBLE BASED ON THE UPCOMING 2015 GUNNERY SERGEANT SELECTION BOARD ZONES AND ALLOCATIONS FOR THEIR RESPECTIVE FEEDER PMOS, CAN COMPETE FOR PROMOTION IN THEIR LIKE MV-22 PMOS. IF SELECTED FOR PROMOTION THE MARINE MUSTIMMEDIATELY SUBMIT FOR LATERAL MOVE INTO THEIR SELECTED INTENDED PMOS.
    C.  SERGEANTS THAT ARE OTHERWISE ELIGIBLE BASED ON THE FUTURE ANNOUNCED 2015 STAFF SERGEANT SELECTION BOARD ZONES AND ALLOCATIONS FOR THEIR RESPECTIVE FEEDER PMOS, CAN COMPETE FOR PROMOTION IN THEIR LIKE MV-22 PMOS. IF SELECTED FOR PROMOTION THE MARINE MUST IMMEDIATELY SUBMIT FOR LATERAL MOVE INTO THEIR SELECTED INTENDED PMOS.
5.  RETENTION.
    A.  AS OF 1 OCT 2014 THE RETENTION REQUIREMENT FOR MARINES WITH A CH-46 RELATED PMOS WAS DISCONTINUED. MARINES DESIRING TO REENLIST SHOULD SUBMIT A LATERAL MOVE PACKAGE AS EARLY AS POSSIBLE AND WILL COMPETE WITH ALL OTHER MARINES THAT ARE APPLYING FOR RETENTION/LATERAL MOVE INTO THE CHOSEN PMOS.
    B.  MV-22 LATERAL MOVE RETENTION.  MV-22 SELECTIVE REENLISTMENT BONUSES (SRB) WILL BE OFFERED TO MARINES WITH LIKE MAINTENANCE MOS WHO CHOSE TO LATERAL MOVE INTO AN AVAILABLE MV-22 MOS. CH-46 COMMUNITY MARINES DESIRING TO REENLIST INTO THE MV-22 COMMUNITY SHOULD SUBMIT THEIR REENLISTMENT PACKAGES AS EARLY AS POSSIBLE IAW REFS (B) THROUGH (D).
    C.  MARINES WITH 18 OR MORE YEARS OF SERVICE ON 30 SEP 2015 WILL ONLY BE GRANTED ADDITIONAL SERVICE FOR ELIGIBILITY FOR TRANSFER TO THE FLEET MARINE CORPS RESERVE (FMCR).
    D.  CAREER MARINES WITH 17 YEARS OR LESS TIME IN SERVICE ON30 SEP 2015 CAN IMMEDIATELY REQUEST LATMOVE TO THEIR LIKE MV-22 PMOS OR WILL BE DIRECTED TO LATMOVE BY HQMC (MMEA) AFTER 30 SEP 2015. MARINES NOT DESIRING RETRAINING ARE STRONGLY ENCOURAGED TO APPLY FOR VEERP, VSP OR TERA DEPENDING ON INDIVIDUAL ELIGIBILITY, REFS (F) THROUGH (H) APPLIES. MARINES THAT ACCEPT THE RETRAINING WILL BE REQUIRED TO GAIN A MINIMUM OF 24-MONTHS OF OBLIGATED SERVICE UPON COMPLETION OF PMOS TRAINING.
    E.  SERGEANTS WITH 10 OR LESS YEARS OF SERVICE ON 30 SEP 2015 CAN IMMEDIATELY REQUEST A LATERAL MOVE INTO THEIR LIKE MV-22 PMOS AND REQUEST TO GAIN OBLIGATED SERVICE CONTINGENT UPON SUCCESSFUL COMPLETION OF MV-22 PMOS TRAINING UP TO 12 YEARS OF SERVICE IF OTHERWISE ELIGIBLE AND RECOMMENDED FOR FURTHER RETENTION.
    F.  FIRST TERM MARINES.
        (1) FY15 FIRST TERM MARINES ARE ELIGIBLE TO REQUEST REENLISTMENT AND LATMOVE INTO AN ELIGIBLE PMOS(S) THAT IS OPEN FOR LATMOVE REENLISTMENT PER REFS (C), (D), AND (J).
        (2) FY16 FIRST TERM MARINES CAN REQUEST REENLISTMENT AND LATMOVE ONCE THE FY16 FIRST TERM REENLISTMENT PROGRAM IS OPEN. FY16 REENLISTMENT OPPORTUNITIES ARE PROJECTED TO BE ANNOUNCED IN JUNE 2015. FY16 FIRST TERM MARINES CAN ALSO REQUEST EARLY RELEASE FROM THEIR CURRENT EAS PER REF (F).
        (3) FY17 FIRST TERM MARINES WILL BE ELIGIBLE TO COMPETE FOR FY16 BOATSPACES. FY17 FIRST TERM MARINES CAN ALSO REQUEST EARLY RELEASE FROM THEIR CURRENT EAS IF OTHERWISE ELIGIBLE PER REF (F). GUIDANCE ON SUBMISSION REQUESTS AND SRB ELIGIBILITY WILL BE ADDRESSED IN THE FY16 FTAP GUIDELINES AND THE FY16 SRBP MESSAGE RESPECTIVELY.
6.  THIS MARADMIN DOES NOT APPLY TO THE MARINE CORPS RESERVE.
