GENTEXT/REMARKS/1. SITUATION. PRIOR TO FY16, THE MMEA AND MMOA COMMAND VISIT SCHEDULES WERE NOT ALIGNED, WHICH LED TO AN INCREASED BURDEN ON THE COMMANDS TO ALLOCATE TIME, A DECREASED ABILITY OF COMMANDS TO SHAPE THEIR MANPOWER CONCERNS, AND INEFFICIENCIES IN MM MESSAGING. IN RESPONSE TO THE DYNAMIC AND CHANGING MANPOWER ENVIRONMENT, ALL BRANCHES OF MM WILL SYNCHRONIZE IN ORDER TO ENSURE A UNIFIED APPROACH TO MANPOWER.
2. MISSION. FROM AUGUST TO NOVEMBER 2015, MM WILL VISIT DESIGNATED LOCATIONS TO CONDUCT A SERIES OF MANPOWER IN-CALLS, BRIEFS, AND INTERVIEWS IN ORDER TO UPDATE UNIT COMMANDERS ON MANPOWER MANAGEMENT ISSUES AND ASSIST MARINES IN MAKING WELL-INFORMED CAREER DECISIONS.
3. EXECUTION
A. INTENT. PROVIDE COMMANDS WITH INFORMATION PERTAINING TO MANPOWER MANAGEMENT POLICIES, PROCEDURES, ASSIGNMENTS; SUPPORT CAREER RETENTION OF MARINES; AND FACILITATE OPPORTUNITIES FOR MARINES TO DISCUSS FUTURE ASSIGNMENTS WITH THEIR PMOS MONITOR.
B. CONCEPT OF OPERATIONS. THE FY16 COMMAND VISIT SCHEDULE WILL INTERACT ALONG THREE LINES OF EFFORT (LOES)-STRATEGIC, OPERATIONAL, AND TACTICAL. THE STRATEGIC LOE ENCOMPASSES DIR MM AND STAFF PRINCIPLES WITHIN MM CONDUCTING SENIOR LEADERSHIP ENGAGEMENTS IN PERSON OR VTC WITH ALL COMPONENT AND MEF COMMANDS ONE TO TWO WEEKS PRIOR TO THE MM COMMAND VISIT. THE OPERATIONAL LOE INVOLVES INFORMATIONAL BRIEFS CENTERED AROUND UP-TO-DATE INFORMATION ON ASSIGNMENTS, RETENTION, PROMOTIONS, AND PROGRAMS/POLICIES. THE TACTICAL LOE FOCUSES ON PERSONAL INTERVIEWS BETWEEN INDIVIDUAL MARINES AND THEIR PMOS MONITORS.
C. COORDINATING INSTRUCTIONS
(1) SENIOR LEADERSHIP ENGAGEMENT - IN PERSON (SLE).

(A) ENLISTED AND OFFICER PMOS MONITORS ARE AVAILABLE FOR PERSONAL INTERVIEWS. FOCUS OF EFFORT FOR INTERVIEWS ARE FY16 MOVERS. ONE-ON-ONE DISCUSSIONS BETWEEN THE MONITOR AND THE MARINE ENSURES CLEAR COMMUNICATION REGARDING THE NEEDS OF THE MARINE CORPS, WHILE ADDRESSING THE DESIRES OF THE INDIVIDUAL MARINE. ENLISTED MONITORS THAT ARE NOT PRESENT ARE AVAILABLE FOR INTERVIEWS VIA DCS CONFERENCE CALLS. MARINES MUST ATTEND THEIR RESPECTIVE MANPOWER BRIEFS IOT SET THE CONDITIONS FOR SUCCESSFUL INTERVIEWS. (B) ENLISTED RETENTION (MMEA-1). RETAINING OUR HIGHEST QUALITY MARINES IS A LEADERSHIP IMPERATIVE AND A FUNCTION OF COMMAND. 4. ADMINISTRATION AND LOGISTICS
A. ADMINISTRATION. REQUEST COMMANDS LISTED IN PARAGRAPH 3.C.3/4 REVIEW THE TENTATIVE DATES, ASSIGN A SITE COORDINATOR, AND ADVISE HQMC/MM OF SCHEDULING CONFLICTS NLT 3 AUG 2015. MM WILL COORDINATE SITE VISITS THROUGH BASE OR STATION CAREER PLANNERS AT LOCATIONS WHERE THE FULL MM COMMAND VISIT TEAM WILL ATTEND. NLT 3 AUG 2015, MM WILL COORDINATE SITE VISITS THROUGH A DESIGNATED SITE COORDINATOR AT LOCATIONS WHERE ONLY MMOA WILL ATTEND. THE MM COMMAND VISIT COORDINATOR WILL PROVIDE A DETAILED VISIT SCHEDULE TO CAREER PLANNERS AND SITE COORDINATORS VIA SEPCOR.
B. LOGISTICS.
(1) FUNDING. MM WILL FUND ALL TRAVEL, LODGING, AND RENTAL EXPENSES FOR MM PERSONNEL.
(2) FACILITIES. EACH COMMAND-STATION WILL HAVE UNIQUE REQUIREMENTS FOR ACCOMMODATING THE MM COMMAND VISIT SCHEDULE, ESPECIALLY AT LOCATIONS WHERE THE FULL MM COMMAND VISIT TEAM IS LOCATED; THEREFORE, THE DESIGNATED SITE COORDINATOR/CAREER PLANNER MUST ENSURE PROPER FACILITIES ARE RESERVED FOR ALL IN-CALLS, BRIEFS, INTERVIEWS, AND COUNSELING SESSIONS. ALL LOCATIONS SUPPORTING INTERVIEWS AND COUNSELING MUST HAVE A MINIMUM OF THREE ACTIVE MCEN-N PORTS WHICH WERE TESTED PRIOR TO THE ARRIVAL OF THE COMMAND VISIT TEAM. THE SITE COORDINATOR WILL ALSO ENSURE THAT AUDIO-VISUAL SUPPORT, PROJECTION CAPABILITY AND COMPUTER (INTERNET) ACCESS ARE AVAILABLE FOR ALL BRIEFS, INTERVIEWS, AND COUNSELING SESSIONS. THE SITE COORDINATOR MUST PROVIDE A MINIMUM OF THREE MCEN-N LAPTOPS TO FACILITATE DCS OR VTC CONFERENCE CALLS WITH MMEA MONITORS NOT IN ATTENDANCE.
5. COMMAND AND SIGNAL. MAXIMUM PARTICIPATION AND SUPPORT FROM ALL LEVELS OF COMMAND IS ESSENTIAL.
A. EACH MEMBER OF MM COMMAND VISIT TEAM WILL ARRIVE WITH AN AUTHORIZED MCEN-N LAPTOP. MM MARINES DO NOT HAVE ADMINISTRATOR PASSWORDS FOR THESE LAPTOPS; THEREFORE, NO ADDITIONAL DRIVERS WILL GET LOADED FOR NETWORK SUPPORT. ALL MM PARTICIPANTS WILL REQUIRE NETWORK ACCESS THROUGH A MCEN-N DATA PORT. ADEQUATE PLANS SHOULD BE MADE BY HOSTING COMMANDS TO ACCOMMODATE UP TO 50 DATA DROPS.
B. MMEA HAS THREE 16-PORT LINKSYS "DUMB" HUBS AND MMOA HAS TWO 16-PORT LINKSYS "DUMB" HUBS; HOWEVER, USE OF THESE HUBS REQUIRES A WAIVER. REQUEST FOR WAIVER AUTHORITY WAS APPROVED BY CMC (C4) THROUGH 2016. INSTALLATION G-6 SITE COORDINATORS REQUIRING A COPY OF THE WAIVER SHOULD CONTACT MANPOWER MANAGEMENT INTEGRATION BRANCH (MMIB-1) AT DSN 278-9333 PRIOR TO EACH VISIT.
C. THE MM COMMAND VISIT TEAM WILL REQUIRE ONE QUALITY NETWORKED PRINTER AND ONE DSN-CAPABLE PHONE. REQUEST MARINE CORPS BASES JAPAN G-6 PROVIDE A MINIMUM OF 10 CELLULAR PHONES DURING THE WESTPAC (OKINAWA-JAPAN) COMMAND VISIT.
D. MARINE CORPS COMMANDS OR INSTALLATIONS ARE ENCOURAGED TO PROVIDE THE REQUISITE HARDWARE FOR DCS OR VTC CONFERENCE CALLS. WEBCAMS, HEADSETS, AND MICROPHONES ARE ALL REQUIRED TO CONDUCT DCS OR VTC CONFERENCE CALLS RESPECTIVELY.
