GENTEXT/REMARKS/1. THIS MARADMIN UPDATES AND AFFIRMS PROCEDURES FOR SERGEANTS MAJOR ASSIGMENT TO HIGH VISIBILITY BILLETS.
2. SERGEANTS MAJOR REQUESTING ASSIGNMENT TO THE BELOW LISTED HIGH VISIBILITY 0-6 LEVEL BILLETS WILL RECEIVE ADDITIONAL SCREENING AND OVERSIGHT:

3. MMEA SERGEANT MAJOR WILL PUBLISH ABOVE BILLET VACANCIES AS REQUIRED VIA MMEA 8999 SGTMAJ BILLET VACANCY LIST AND COMPILE A LIST OF ALL QUALIFIED CANDIDATES TO BE ROUTED TO ALL MAJOR SUBORDINATE COMMAND (MSC) SERGEANTS MAJOR WITH PACKAGE SUBMISSION DEADLINE DATE.
A. FOR ASSIGNMENT PURPOSES, SERGEANTS MAJOR MUST HAVE AT LEAST 36 MONTHS TIME IN GRADE UPON REPORT DATE OF ANNOUNCED BILLET. LENGTH OF TOURS CONUS: SERGEANTS MAJOR MUST HAVE OR OBTAIN UPON ASSIGNMENT, A MINIMUM OF 28 MONTHS BEFORE REACHING THEIR MANDATORY 30 YEAR RETIREMENT DATE. LENGTH OF TOURS OCONUS: SERGEANTS MAJOR MUST HAVE OR OBTAIN UPON ASSIGNMENT THE MINIMUM OF 28 MONTHS OF ACTIVE SERVICE TO QUALIFY FOR AN OCONUS UNACCOMPANIED ASSIGNMENT AND MUST HAVE OR OBTAIN THE MINIMUM OF 40 MONTHS OF ACTIVE SERVICE TO QUALIFY FOR AN ACCOMPANIED ASSIGNMENT BEFORE REACHING THEIR MANDATORY 30 YEAR RETIREMENT DATE. TIME-ON-STATION WAIVERS MAY BE CONSIDERED. ENLISTED CAREER FORCE CONTROL WAIVERS WILL NOT BE CONSIDERED.
B. ALL SERGEANTS MAJOR ELIGIBLE FOR HIGH VISIBILITY BILLETS WILL BE CONSIDERED FOR ASSIGNMENT TO POSTED BILLET VACANCIES.
(1) SERGEANTS MAJOR THAT MEET ELIGIBILITY REQUIREMENTS WILL SUBMIT A PACKAGE TO THE MMEA SERGEANT MAJOR VIA THEIR FORCE LEVEL SERGEANT MAJOR PRIOR TO SUBMISSION DEADLINE DATE.
(2) FORCE LEVEL SERGEANTS MAJOR WILL ENSURE ALL ELIGIBLE SUBMISSIONS ARE CORRECT, QUALIFIED, AND FULFILL BILLET REQUIREMENTS BEFORE FORWARDING TO MMEA SERGEANT MAJOR.
(3) PACKAGES WILL CONSIST OF FOLLOWING ITEMS:
(A) AA FORM LISTING ALL ANNOUNCED BILLETS IN PREFERENCE ORDER
(B) PROFESSIONAL RESUME
(C) CAREER BIOGRAPHY
(D) PROMOTION PHOTO TAKEN WITHIN LAST 12 MONTHS
(E) RECOMMENDATION LETTER FROM IMMEDIATE COMMANDER
(F) RECOMMENDATION LETTER FROM NEXT HHQ COMMANDER IN CHAIN OF COMMAND
C. THE MMEA SERGEANT MAJOR WILL PROVIDE ALL ELIGIBLE AND QUALIFIED CANDIDATE PACKAGES TO FORCE LEVEL SERGEANTS MAJOR AND MANPOWER MANAGEMENT DIVISION SERGEANT MAJOR FOR SCREENING, PROCESSING, AND RECOMMENDATION TO THE SERGEANT MAJOR OF THE MARINE CORPS (SMMC).
(1) SMMC WILL REVIEW AND MAKE THE FINAL DECISION IN ALL HIGH VISIBILITY BILLET ASSIGNMENTS.
(2) IAW REF A, SERGEANTS MAJOR WHO ARE ASSIGNED AND REFUSE ORDERS OR WHO DO NOT GAIN OBLIGATED SERVICE TO EXECUTE ORDERS WILL SUBMIT FOR RETIREMENT WITH TRANSFER TO THE FMCR NOT LATER THAN THE LAST DAY OF THE MONTH THE ORDERS WERE EFFECTIVE.
4. FORCE AND MSC COMMANDERS AND THEIR SERGEANTS MAJOR WILL ENSURE ALL ELIGIBLE SERGEANTS MAJOR ASSIGNED TO YOUR COMMANDS ARE FAMILIAR WITH THE CONTENTS OF THIS MARADMIN.
