PER REF A, THE DEPUTY COMMANDANT FOR MANPOWER AND RESERVE AFFAIRS (DC M AND RA), CIVILIAN WORKFORCE MANAGEMENT BRANCH (MPC) ESTABLISHED GUIDANCE FOR THE AUTHORIZED USE OF THE TOTAL WORKFORCE MANAGEMENT SERVICES (TWMS) SYSTEM THROUGHOUT THE MARINE CORPS. DC MRA (MPC) REMAINS THE LEAD FOR ALL ACCESS TO TWMS, PROVIDING DIRECT OVERSIGHT AND MANAGEMENT FUNCTIONS TO INCLUDE DEVELOPING AND MAINTAINING OPERATIONAL GUIDANCE.
2. TWMS CONTINUES TO EVOLVE AS A VALUABLE WORKFORCE MANAGEMENT TOOL SINCE ITS INITIAL EFFORT OF ASSIGNING THE CIVILIAN WORKFORCE TO BILLET IDENTIFICATION CODES (BIC) PER REF B. TO MEET THE DEMAND FOR ACCESS BY AUTHORIZED USERS AND TO ADD ADDITIONAL MANAGEMENT CONTROLS TO ENSURE PRIVACY PROTECTIONS ARE STRINGENTLY UPHELD, DC MRA HAS DECIDED TO DELEGATE AUTHORITY FOR LOCAL ACCOUNT APPROVAL AND MANAGEMENT TO LOCAL ADMINISTRATORS WITHIN SERVICING HUMAN RESOURCES OFFICES. ADMINISTRATORS WILL BE RESPONSIBLE FOR GRANTING ACCOUNT APPROVAL TO APPROPRIATE INDIVIDUALS WITHIN THEIR SERVICED COMMANDS.
3. HUMAN RESOURCES DIRECTORS (HRD)/HUMAN RESOURCES OFFICE (HRO) SATELLITE MANAGERS SHALL DESIGNATE IN WRITING A PRIMARY AND ALTERNATE LOCAL ADMINISTRATOR. LETTERS OF DESIGNTION MUST BE SUBMITTED TO THE MPC-30 HUMAN RESOURCES INFORMATION SYSTEMS (HRIS) MANAGER ALONG WITH A COMPLETED SYSTEM ACCESS AUTHORIZATION REQUEST (SAAR) FORM 2875 FOR REVIEW AND ACCOUNT ACCESS. EACH DESIGNATED LOCAL ADMINISTRATOR MUST BE AN EMPLOYEE ON THE STAFF OF THE HUMAN RESOURCES OFFICE DIRECTOR/SATELLITE MANAGER IN OCCUPATIONAL SERIES 0201. ALL LOCAL ADMINISTRATORS MUST COMPLETE THE TWMS LOCAL ADMINISTRATOR USER MANAGER UTILITY TRAINING BEFORE BEING GRANTED ADMINISTRATOR PRIVILEGES IN TWMS. TRAINING WILL BE COORDINATED BY MPC-30 HRIS MANAGER UPON RECEIPT OF THE DESIGNATION LETTER.
4. TO SUPPORT LOCAL TWMS ADMINISTRATORS IN THEIR ROLES, MPC HAS ESTABLISHED USMC TWMS STANDARD OPERATING PROCEDURES (SOP). THE SOP CAN BE OBTAINED AT HTTPS:SLASH SLASH WWW.MANPOWER.USMC.MIL/TWMS/. THE TWMS SOP SERVES AS THE GUIDING POLICY DOCUMENT FOR TWMS LOCAL ADMINISTRATORS IN THE EXECUTION OF THEIR DELEGATED ROLES AND RESPONSIBILITIES. ACCOUNTS AND FUNCTIONAL PRIVILEGES NOT ADDRESSED BY THE SOP ARE NOT AUTHORIZED FOR USE WITHOUT THE WRITTEN APPROVAL OF THE MPC-30 HRIS MANAGER.
5. DC MRA (MPC) WILL CONTINUE TO PROVIDE ENTERPRISE OVERSIGHT AND MONITOR EXECUTION ON A MONTHLY BASIS. ANY ABUSE OF DELEGATED AUTHORITY WILL RESULT IN TERMINATION OF DELEGATED AUTHORITY AND OTHER APPROPRIATE ACTION.
