GENTEXT/REMARKS/1. THE MARINE CORPS HAS TWO PRIMARY ENLISTED CAREER FORCE OBJECTIVES:
    A. TO PROVIDE THE MARINE CORPS WITH THE MOST QUALIFIED FORCE BY GRADE AND MILITARY OCCUPATIONAL SPECIALTY (MOS) TO SUPPORT STAFFING ALL AUTHORIZED CAREER FORCE BILLETS.
    B. TO STANDARDIZE PROMOTION TEMPO ACROSS ALL MOS'S TO MATCH TIME-IN-SERVICE-TARGETS. THE ACHIEVEMENT OF THESE OBJECTIVES ARE CRITICAL TO SHAPING THE ENLISTED CAREER FORCE WHILE ALSO CONTRIBUTING TO MEETING KEY END STRENGTH REQUIREMENTS. THEREFORE, THE MARINE CORPS WILL BEGIN EXECUTION OF THE FY16 ENLISTED RETENTION CAMPAIGN ON 5 JULY 2015.
2. DETAILED FY16 ENLISTED RETENTION GUIDELINES FOR THE FIRST TERM ALIGNMENT PLAN (FTAP) AND SUBSEQUENT TERM ALIGNMENT PLAN WILL BE PUBLISHED VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS), MESSAGE T65001 AND ALSO AVAILABLE FOR DOWNLOAD FROM THE ENLISTED RETENTION MANPOWER PAGE UNDER THE REFERENCES SECTION.
3. MANPOWER MANAGEMENT ENLISTED ASSIGNMENTS (MMEA) DESIRES EVERY FIRST TERM MARINE, REGARDLESS OF TIER STATUS OR PERCEIVED COMPETITIVENESS, TO SUBMIT FOR RETENTION. THE CHAIN OF COMMAND, FROM UNIT LEADERS TO SERVICE HEADQUARTERS, WILL MAKE A "WHOLE MARINE CONCEPT" DETERMINATION OF QUALITY IN THE RETENTION DECISION. COMMANDERS AND SENIOR ENLISTED COMMENTS CAN NOT BE OVER EMPHASIZED.
4. DETAILED ASSIGNMENT OF GOALS FOR SPECIFIC MOS'S WILL BE INCORPORATED INTO THIS YEARS PLAN AND PROVIDED VIA SEPERATE CORRESPONDENCE TO MSC'S.
5. CAREER MARINES CONTINUE TO MAKE OUR CORPS A PRESTIGIOUS ORGANIZATION BY UPHOLDING THE STANDARDS AND TRADITIONS OF THE MARINE CORPS. AS OUR SERVICE ADAPTS WITH TODAY'S MISSION, CAREER MARINES NEED TO ENSURE THAT THEY REMAIN COMPETITIVE FOR PROMOTION AND RETENTION. THE FY16 ENLISTED RETENTION GUIDELINES FOR THE SUBSEQUENT TERM ALIGNMENT PLAN (STAP) WILL BE PUBLISHED VIA SEPARATE CORRESPONDENCE.
