GENTEXT/REMARKS/1. EFFECTIVE 1 OCTOBER 2015, THIS MARADMIN AUTHORIZES A 15,000 DOLLARS AR EAB IN ACCORDANCE WITH REFERENCES A AND B. THIS INCENTIVE WILL BE PAID ON A FIRST COME, FIRST SERVE BASIS UNTIL FUNDS ARE EXHAUSTED.
2. ADMINISTRATIVE GUIDANCE
A. MARINES WHO MEET THE RETENTION GUIDELINES IN REFERENCE B AND THE INCENTIVE REQUIREMENTS ESTABLISHED IN THIS MARADMIN SHOULD HAVE THEIR PRIOR SERVICE RECRUITER (PSR) SUBMIT AN ACCESSION PACKAGE WITH AN AR EAB VIA THE TOTAL FORCE RETENTION SYSTEM (TFRS). A SIGNED STATEMENT OF UNDERSTANDING (SOU) MUST BE INCLUDED AS AN ATTACHMENT TO THE TFRS REQUEST.
(1) AN SOU CAN BE RETRIEVED BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL. IN THE SEARCH BOX, ENTER KEYWORD "EAB." SELECT "AR EAB" THEN SELECT "AR EAB SOU.”
(2) A VALIDATED SOU WILL CONTAIN THE MEMBER’S NAME AND EDIPI, ALL UNIT INFORMATION, BIC INFORMATION, IMOS AND EVERY APPROPRIATE SIGNATURE. IF THE SOU IS MISSING ANY REQUIRED DATA IT WILL BE RETURNED TO THE APPROPRIATE UNIT FOR CORRECTIVE ACTION.
B. UPON APPROVAL OF THE ACCESSION, CMC (RAM-3) WILL FORWARD THE TFRS REQUEST TO CMC (RIT).
C. UPON APPROVAL OF THE INCENTIVE REQUEST, CMC (RIT) WILL ISSUE A BONUS CONTROL NUMBER (BCN) AND FORWARD THE REQUEST BACK TO THE ORIGINATOR UTILIZING TFRS.
D. RAM-3 WILL NOTIFY CMC (RIT) VIA ITS SECTION MAILBOX, RIT(AT)USMC.MIL, WHEN MARINES ASSIGNED A BCN FAIL TO ACCEPT ORDERS WITHIN 30 DAYS. MARINES WHO FAIL TO ACCEPT ORDERS WITHIN THE 30-DAY LIMIT OR ACCESS INTO THE AR PROGRAM PRIOR TO 30 SEPTEMBER 2016, WHICHEVER IS EARLIER, FORFEIT THEIR INCENTIVE ELIGIBILITY.
E. PAYMENT PROCEDURES: UPON RECEIPT OF ALL TFRS APPROVED DOCUMENTS, AND AFTER THE MARINE HAS BEEN ACCESSED TO THE AR PROGRAM, THE UNIT WILL VERIFY MCTFS TO ENSURE THE OBLIGATION REMARK HAS BEEN POSTED. ONCE VERIFIED, THE UNIT WILL THEN REPORT THE FOLLOWING UNIT DIARY ENTRIES:
(1) BONUS PEF CODE (REPORT PRIOR TO BONUS PMT) USE PEF CODE RC AS INDICATED: TTC 153 001 BONUS PEF RC
(2) APPLICABLE BONUS ENTRY WITH THE EFFECTIVE DATE OF THE MARINE’S ACCESSION DATE: TTC 900 003
3. ELIGIBILITY REQUIREMENTS
A. MARINES MUST HAVE 36 MONTHS OF CONTRACTUAL TIME AT THE TIME OF ACCESSION IN ACCORDANCE WITH REFERENCE B.
B. MARINES MUST HAVE LESS THAN A 3-YEAR BREAK IN SERVICE FROM THE ACTIVE COMPONENT, ACTIVE RESERVE, OR SELECTED RESERVE.
C. MARINES MUST HAVE BEEN RELEASED FROM THEIR PRIOR COMPONENT UNDER HONORABLE CONDITIONS.
D. IF A MEMBER OF THE SELECTED RESERVE, IS A SATISFACTORY PARTICIPANT.
E. HAVE NOT BEEN REDUCED IN RANK TO THEIR CURRENT GRADE EXCEPT IF REDUCTION IS A RESULT OF REF C.
F. NOT ENTITLED TO RECEIVE RETIRED OR RETAINER PAY.
G. BE ACCEPTED BY CMC (RAM-3) AND ACCESS INTO THE AR PROGRAM BY 30 SEPTEMBER 2016.
H. ALL AVIATION MOS APPLICANTS MUST HAVE NO LESS THAN 2 YEARS OF ACTIVE DUTY SERVICE IN ELIGIBLE PMOS.
I. ELIGIBLE PMOS ARE AS FOLLOWS:

4. RETRAINING. NO RETRAINING IS AUTHORIZED WITH THIS INCENTIVE. A MARINE MUST BE PMOS QUALIFIED TO BE ELIGIBLE.
5. OBLIGATION.
A. RECIPIENTS OF THIS INCENTIVE WILL INCUR A 3-YEAR OBLIGATION FROM THE DATE OF ACCESSION INTO THE AR PROGRAM.
B. RECIPIENTS MUST SERVE 3 YEARS IN THE PMOS FOR WHICH THE INCENTIVE WAS AUTHORIZED.
6. RECOUPMENT
A. RECOUPMENT WILL OCCUR AT A PRORATED AMOUNT IF THE MARINE:
(1) FAILS TO FULFILL THE OBLIGATION.
(2) EXECUTES A LATERAL MOVE.
(3) AUGMENTS TO THE ACTIVE COMPONENT.
(4) TRANSFERS TO THE SMCR, IMA OR THE IRR.
B. RECOUPMENT WILL NOT OCCUR IF THE MARINE:
(1) IS DENIED FURTHER SERVICE DUE TO TWICE FAILING SELECTION TO THE NEXT HIGHER GRADE OR DISABILITY.
(2) IS COMMISSIONED OR ACCEPTS AN APPOINTMENT IN THE RESERVE COMPONENT AND HAS SERVED 1 YEAR OF HIS/HER INCENTIVE OBLIGATION.
7. THE INCENTIVE AMOUNT IS A 15,000 DOLLARS LUMP SUM PAYMENT.
8. RECIPIENTS OF THIS INCENTIVE MAY NOT CONCURRENTLY RECEIVE ANOTHER INCENTIVE.
9. THIS MARADMIN CANCELS 30 SEPTEMBER 2016.
