GENTEXT/REMARKS/1. THE PURPOSE OF THIS MARADMIN IS TO ANNOUNCE THE COMMANDANT'S CAREER-LEVEL EDUCATION BOARD (CCLEB). THE CCLEB IS A COMPREHENSIVE APPROACH IN A NON-STATUTORY COMPETITIVE BOARD PROCESS TO SELECT THE BEST AND FULLY QUALIFIED OFFICERS FOR CAREER-LEVEL PROFESSIONAL MILITARY EDUCATION (PME), GRADUATE-LEVEL EDUCATION, AND SELECT SPECIAL DUTY ASSIGNMENTS. THE CCLEB WILL CONVENE ON OR ABOUT 25 AUGUST 2015 AND WILL SELECT OFFICERS FOR:
    A. RESIDENT CAREER LEVEL SCHOOL (CLS).
    B. OLMSTED SCHOLAR PROGRAM NOMINATION BOARD - LIMITED TO THOSE OFFICERS WITH NO MORE THAN ELEVEN YEARS OF TOTAL FEDERAL SERVICE AS OF 1 APRIL 2016.
    C. CONGRESSIONAL FELLOWSHIP PROGRAM.
    D. INTERNATIONAL AFFAIRS PROGRAM (IAP).
    E. SPECIAL EDUCATION PROGRAM (SEP) LAW AND ADVANCED DEGREE (ADP) LAW - RESTRICTED TO 4402 PMOS.

2. GENERAL ELIGIBILITY GUIDELINES.
    A. ALL FIRST LIEUTENANTS AND CAPTAINS WITH SLATE ESTIMATED DATE OF DEPARTURE NO LATER THAN 31 OCTOBER 2016 WILL BE SCREENED FOR ALL PROGRAMS. SPECIFIC QUESTIONS REGARDING TOUR LENGTHS SHOULD BE DIRECTED TO THE APPROPRIATE PMOS MONITOR.
    B. TIME ON STATION (TOS) REQUIREMENTS. AS LISTED IN REF I, OFFICERS WHO COMPLETE THEIR PRESCRIBED TOUR LENGTHS DURING FY15 WILL BE ELIGIBLE.
    C. OFFICERS NOT YET CONSIDERED FOR CAREER DESIGNATION CAN BE CONDITIONALLY SELECTED FOR A PROGRAM PENDING SELECTION FOR CAREER DESIGNATION. IF SELECTED OFFICERS ARE NOT SCREENED FOR CAREER DESIGNATION PRIOR TO THE EXECUTION OF ORDERS, MMOA-3 WILL DEFER THE SELECTEE TO THE FOLLOWING YEAR FOR SLATING.
    D. A LIST OF ALL ELIGIBLE OFFICERS AND APPROVED FY15 DEFERRALS WILL BE POSTED AT THE FY16 CCLEB INFORMATION WEBSITE NLT 1 AUGUST 2015. THE WEBSITE IS LOCATED AT: WWW.MANPOWER.USMC.MIL(SLASH)2016BOARDS
3. THE FOLLOWING ARE NOT ELIGIBLE FOR CONSIDERATION.
    A. OFFICERS IN THE ABOVE ZONE FOR PROMOTION.
    B. OFFICERS IN ZONE FOR MAJOR WILL BE CONSIDERED BY THE FY16 COMMANDANT'S PROFESSIONAL INTERMEDIATE-LEVEL EDUCATION BOARD (CPIB).
    C. OFFICERS WHO HAVE COMPLETED OR ARE ENROLLED IN THE EWS BLENDED SEMINAR PROGRAM.
    D. OFFICERS WHO HAVE PREVIOUSLY COMPLETED OR ARE CURRENTLY ENROLLED IN FULLY OR PARTIALLY FUNDED EDUCATION PROGRAMS IN GRADE.
    E. OFFICERS WHO ARE SCHEDULED TO FILL A UTILIZATION TOUR FOR A PREVIOUSLY ATTENDED PROGRAM.
    F. DUE TO INVENTORY SHORTFALL AND CAREER TIMING, ANY 75XX ON DIFDEN ORDERS WITH COMPLETED NON-RESIDENT PME MAY REQUEST THAT THEY NOT SCREEN ON THE BOARD. OFFICERS MUST CONTACT THEIR PMOS MONITOR TO MAKE THIS REQUEST NLT 1 AUGUST 2015. THIS IS NOT AUTOMATIC AND FAILURE TO DO SO WILL RESULT IN BEING SCREENED.
    G. RESTRICTED OFFICERS.
4. EACH ELIGIBLE OFFICER'S CAREER PROGRESSION WILL BE CAREFULLY CONSIDERED IN THE SLATING PROCESS WITH REGARD TO CAREER TIMING AND POTENTIAL FOR FUTURE SERVICE.
5. SELECTEES WILL BE NOTIFIED VIA MARADMIN NO LATER THAN 60 DAYS FOLLOWING THE CONVENING OF THE BOARD. UNLIKE PREVIOUS YEARS' BOARDS, ALL SELECTS ON THE FY16 BOARD WILL BE CONSIDERED FOR SLATING. THOSE NOT SLATED WILL BE CONSIDERED ALTERNATES AND FLEET UP AS REQUIRED TO FILL SCHOOL SEATS.
6. PROGRAMS/INFORMATION.
    A. PROGRAM SPECIFIC INFORMATION AND REQUIREMENTS ARE AVAILABLE ON THE FY16 CCLEB BOARD INFORMATION WEBSITE AT WWW.MANPOWER.USMC.MIL(SLASH)2016BOARDS.
    B. ELIGIBLE OFFICERS INTERESTED IN A SPECIFIC PROGRAM ARE ENCOURAGED TO TAKE PREREQUISITE EXAMS AND APPLY TO CIVILIAN SCHOOLS. OFFICERS SHALL NOT APPLY TO NPS UNTIL DIRECTED TO BY THE RESULTS MARADMIN. IN ORDER TO BE CONSIDERED FOR THE OLMSTED SCHOLAR PROGRAM AND THE CONGRESSIONAL FELLOWSHIP PROGRAM YOU WILL NEED TO COMPLETE THE QUESTIONNAIRE PRIOR TO THE BOARD BECAUSE OF ADDITIONAL REQUIREMENTS NEEDED FOR THEIR APPLICATION PROCESS. SOME OF THE SPECIFIC PROGRAM REQUIREMENTS THAT REQUIRE LONGER LEAD TIMES INCLUDE:
        (1) THE GRADUATE RECORD EXAM (GRE) FOR THE AIR FORCE INSTITUTE OF TECHNOLOGY, OLMSTED SCHOLAR PROGRAM, AND LEAD PROGRAM.
        (2) THE DEFENSE LANGUAGE APTITUDE BATTERY (DLAB) FOR THE OLMSTED SCHOLAR PROGRAM AND INTERNATIONAL AFFAIRS OFFICER PROGRAM.
        (3) CIVILIAN UNIVERSITY ACCEPTANCE FOR THE ADVANCED DEGREE PROGRAM.
        (4) THE LEAD PROGRAM IS NOW CONTRACTED TO ATTEND GEORGE WASHINGTON UNIVERSITY. SPECIFIC CHANGES FROM PAST YEARS INCLUDE A GRE REQUIREMENT AND A REPORT DATE TO USNA NLT 1 MAY. ENSURE THAT YOU ARE ABLE TO FULFILL THESE REQUIREMENTS BEFORE OPTING IN FOR THIS PROGRAM. PLEASE CONTACT THE LEAD POC IF YOU HAVE SPECIFIC QUESTIONS.
    C. SUBMIT GRE TEST SCORES AND ACCEPTANCE INFORMATION VIA THE ONLINE QUESTIONNAIRE.

7. BOARD CORRESPONDENCE.
    A. ALL CORRESPONDENCE TO THE BOARD MUST ORIGINATE FROM, OR BE ENDORSED BY THE ELIGIBLE OFFICER. THE BOARD WILL SELECT THE BEST AND MOST FULLY QUALIFIED OFFICERS.  ANY CORRESPONDENCE TO THE SELECTION BOARD (LETTERS OF RECOMMENDATION, CLARIFYING STATEMENTS OF SERVICE, ETC) MUST BE UPLOADED VIA THE QUESTIONNAIRE NO LATER THAN 24 AUGUST 2015. IF OFFICERS DO NOT HAVE ANYTHING TO PROVIDE TO THE SELECTION BOARD, NO ACTION IS REQUIRED WITH THE QUESTIONNAIRE.
    B. A SLATING PANEL CONVENING DECEMBER 2015 WILL DETERMINE WHICH SPECIFIC PROGRAMS THE SELECTED OFFICERS WILL ATTEND. OFFICERS MUST COMPLETE THE QUESTIONNAIRE WITH THEIR DESIRED PROGRAM PREFERENCES AND UPLOAD VIA THE SAME QUESTIONNAIRE.  ANY CORRESPONDENCE TO THE SLATING PANEL THAT WILL ASSIST IN THE ASSIGNMENT PROCESS (PROGRAM PREFERENCES, TRANSCRIPTS, ACCEPTANCE LETTERS, DLAB SCORE, ETC) NO LATER THAN 15 NOVEMBER 2015.  SELECTED OFFICERS AND THEIR COMMANDS WILL BE NOTIFIED, IF FAILING TO COMPLY WITH THE INSTRUCTIONS OUTLINED FOR SELECTED OFFICERS.
    C. FY15 DEFERRALS WILL BE SLATED WITH FY16 CCLEB SELECTS. DEFERRALS MUST ALSO COMPLETE THE QUESTIONNAIRE IN ORDER FOR THEIR PREFERENCES TO BE CONSIDERED BY THE SLATING PANEL. PREVIOUSLY SLATED DEFERRALS WILL RECEIVE FAVORABLE CONSIDERATION TO THE PROGRAM TO WHICH THEY WERE SLATED, BUT NOT GUARANTEED AS CAREER TIMING CONSIDERATIONS CAN CHANGE.
8. QUESTIONNAIRES AND APPLICATION PROCESS FOR ALL PROGRAMS. THE QUESTIONNAIRE CAN BE FOUND AT HTTPS:(SLASH)(SLASH)WWW.MANPOWER.USMC.MIL(SLASH)APPLICATION. THE QUESTIONNAIRE WILL BE AVAILABLE UNTIL 15 NOVEMBER 2015 TO ASSIST WITH THE SLATING PROCESS. APPLICANTS WILL BE ABLE TO SUBMIT PROGRAM PREFERENCES AS WELL AS UPLOAD ACCEPTANCE LETTERS, TRANSCRIPTS, OR ANY SOURCE DOCUMENT TO THE QUESTIONNAIRE. ALL ELIGIBLE OFFICERS ARE DIRECTED TO THE MANPOWER WEBSITE FOR FURTHER INFORMATION AND ELIGIBILITY REQUIREMENTS FOR EACH PROGRAM. NOTE: YOU MUST BE LOGGED ON WITH YOUR CAC TO ACCESS THE EDUCATION PAGE.
9. AN OFFICIAL PHOTO TAKEN WITHIN 12 MONTHS OF THE BOARD'S CONVENING DATE IS REQUIRED TO BE ELECTRONICALLY FILED IN THE OMPF. SEE REF (J) FOR THE SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOS.
10. OFFICERS ASSIGNED TO CCLEB SCHOOLS AND PROGRAMS WILL RECEIVE PCS OR PCA ORDERS.  DECLINATION OF THOSE ORDERS WILL BE HANDLED IN ACCORDANCE WITH REFERENCES (I) AND (L). OFFICERS WHO ARE SCREENED AND SLATED BUT DO NOT ACCEPT THE SCHOOL ASSIGNMENT WILL BE REQUIRED TO RESIGN IN LIEU OF ORDERS OR SUBMIT A WRITTEN REQUEST FOR DEFERRAL THROUGH THEIR CHAIN OF COMMAND WITH GENERAL OFFICER ENDORSEMENT.
