GENTEXT/REMARKS/1. CORPORALS WHO ACCEPT A 12 MONTH DRILLING OBLIGATION WITH A SELECTED MARINE CORPS RESERVE (SMCR) UNIT ARE ELIGIBLE TO RECEIVE UP TO 60 ADDITIONAL POINTS TOWARD THEIR COMPOSITE SCORE. THIS INCENTIVE IS BOTH A RETENTION AND RECRUITING TOOL THAT ENCOURAGES CORPORALS TO CONTINUE SERVING WITH THE SMCR OR JOIN THE SMCR FOLLOWING COMPLETION OF ACTIVE COMPONENT SERVICE. MARINES REQUESTING THIS INCENTIVE WHO TRANSITION FROM THE INDIVIDUAL READY RESERVE (IRR) TO A SMCR UNIT MUST MEET THE PRIOR SERVICE SCREENING REQUIREMENTS.
2. ELIGIBILITY
A. ACTIVE COMPONENT CORPORALS WITH AN END OF ACTIVE SERVICE (EAS) DATE PRIOR TO 1 OCTOBER 2016 AND A MILITARY SERVICE OBLIGATION (MSO) REMAINING WHO AGREE TO JOIN A SMCR UNIT THROUGH THE DIRECT AFFILIATION PROGRAM (DAP), CAN REQUEST THIS INCENTIVE THROUGH THEIR UNIT CAREER PLANNER OR RESERVE TRANSITION COORDINATOR (RTC). THESE MARINES MUST MEET THE FOLLOWING CONDITIONS:
(1) ELIGIBLE FOR ASSIGNMENT TO A VALID BILLET IDENTIFICATION CODE (BIC) PER THE CURRENT HQMC BIC ASSIGNMENT AND MANAGEMENT POLICY.
(2) HAVE MINIMUM AVERAGE PRO/CON MARKS IN GRADE OF 4.0/4.0.
(3) NOT ASSIGNED TO BODY COMPOSITION/MILITARY APPEARANCE PROGRAM.
(4) NOT REDUCED TO CURRENT GRADE.
B. SMCR UNIT CORPORALS:
(1) SERVING THEIR INITIAL EIGHT YEAR MSO WHO HAVE A MANDATORY DRILL PARTICIPATION STOP DATE (MDPSD) IN FY16, OR
(2) SERVING BEYOND THEIR MDPSD, OR
(3) SERVED AT LEAST FIVE SATISFACTORY YEARS TOWARDS THEIR INITIAL MDPSD, AND
(4) MEET THE CONDITIONS LISTED PER PARA 2.A.1 THRU 2.A.4 OF THE REFERENCE CAN REQUEST THIS INCENTIVE THROUGH THEIR UNIT CAREER PLANNER.
C. CORPORALS SERVING IN THE IRR WITH AN EXISTING MSO WHO HAVE BEEN RELEASED FROM ACTIVE COMPONENT SERVICE OR THE SMCR UNDER HONORABLE CONDITIONS CAN AFFILIATE WITH A SMCR UNIT PER PARA 1 AND REQUEST THIS INCENTIVE THROUGH A PRIOR SERVICE RECRUITER (PSR). THESE MARINES MUST MEET THE CONDITIONS LISTED PER PARA 2.A.1 THRU 2.A.4.
3. INCENTIVE POINTS ARE NOT EFFECTIVE FOR COMPOSITE SCORE CALCULATION PRIOR TO 1 OCTOBER 2015 AND WILL REFLECT IN THE MARINE'S COMPOSITE SCORE NO EARLIER THAN THE 2ND QUARTER OF FY16. QUARTER. ADDITIONAL POINTS ARE RETAINED UNTIL SELECTION TO SERGEANT. THIS INCENTIVE MAY BE RECEIVED ONLY ONCE IN A MARINE’S CAREER.
4. SCREENING REQUIREMENTS
A. ENSURE THE ELIGIBLE MARINE HAS SUFFICIENT CONTRACTUAL TIME REMAINING TO COMPLETE A 12 MONTH DRILLING OBLIGATION.
B. ENSURE EVERY MARINE SIGNS A STATEMENT OF UNDERSTANDING (SOU) TO BE ENTERED INTO THE MARINE'S OFFICIAL MILITARY PERSONNEL FILE. A SOU CAN BE RETRIEVED THROUGH THE FORMS SECTION OF TOTAL FORCE RETENTION SYSTEM (TFRS) OR BY VISITING THE MRA WEBSITE AT WWW.MANPOWER.USMC.MIL/PORTAL/PAGE/PORTAL/M_RA_HOME/RA/RCT/RIT/BONUSES.
C. VERIFY IF THE MARINE HAS PARTICIPATED IN THE COMMAND RECRUITING PROGRAM (CRP) AS A CORPORAL.
5. COORDINATING INSTRUCTIONS
A. MARINES PARTICIPATING IN THE CRP CAN RECEIVE NO MORE THAN A TOTAL OF 100 POINTS WHEN COMBINED WITH THIS INCENTIVE. FOR EXAMPLE, IF A MARINE EARNS 60 POINTS FROM PARTICIPATION IN THE CRP, THE MEMBER CAN ONLY RECEIVE 40 ADDITIONAL POINTS BY ACCEPTING A 12 MONTH DRILLING OBLIGATION.
B. FORWARD ALL REQUESTS FOR THIS INCENTIVE VIA TFRS TO CMC (RCT). THE CAREER PLANNERS, RTCS, AND PSRS WILL UTILIZE THE EXTENSION REQUEST OPTION IN TFRS.
(1) ZERO “0” WILL BE ENTERED INTO THE NUMBER OF MONTHS REQUESTING BLOCK.
(2) ENSURE HT/WT OF MARINE IS THE SAME AS THE HT/WT TAKEN AT THE TIME THE SOU WAS SIGNED.
(3) ALL SUBMITTED REQUESTS MUST INCLUDE A SIGNED SOU PER PARAGRAPH 4.B.
(4) INDICATE WHETHER THE MARINE PREVIOUSLY RECEIVED COMMAND RECRUITING POINTS. A NEGATIVE REPLY IS REQUIRED TO THE QUESTION OF COMMAND RECRUITING POINTS.
(5) ALL SUBMITTED REQUESTS MUST INCLUDE PAGE 4 OF THE NAVMC 11537A FORM ENDORSED BY THE COMMANDING OFFICER/COMMANDER.
C. ONCE THE TFRS REQUEST HAS BEEN ACCEPTED AND THE MARINE HAS JOINED THE UNIT (IF APPLICABLE), CMC (RCT) WILL COORDINATE WITH CMC (RAM) FOR APPROPRIATE UNIT DIARY ENTRY.
D. ELIGIBLE MARINES THAT ACCEPT THIS INCENTIVE WILL INCUR A MDPSD OBLIGATION FOR 12 MONTHS FROM THE ACCEPTED TFRS AUTHORITY OR END OF THEIR INITIAL MDSPD, WHICHEVER IS LATER. MANDATORY DRILL START DATES WILL BE EFFECTIVE AS FOLLOWS:
(1) ACTIVE COMPONENT CORPORALS WILL HAVE A MANDATORY DRILL START DATE EFFECTIVE ON THE DAY AFTER THEIR EAS. FOR EXAMPLE, IF THE MARINE'S EAS IS 1 AUGUST 2016, THE MARINE'S OBLIGATION WILL START 2 AUGUST 2016. THE REPORTED MDPSD WILL BE 12 MONTHS FROM THE START DATE.
(2) SMCR CORPORALS WILL HAVE A MANDATORY DRILL START DATE EFFECTIVE ON THE DAY AFTER THEIR CURRENT MDPSD. THE NEW MDPSD WILL BE 12 MONTHS FROM THE START DATE. IF THE MDPSD HAS EXPIRED OR THERE IS NO MDPSD, THE MANDATORY DRILL START DATE WILL BE EFFECTIVE THE DAY THE CORPORAL SIGNS THE SOU AND THE MANDATORY DRILL STOP DATE WILL BE 12 MONTHS FROM THE START DATE.
(3) IRR CORPORALS WILL HAVE A MANDATORY DRILL START DATE EFFECTIVE THE DAY JOINED TO THE SMCR UNIT. THE MANDATORY DRILL STOP DATE WILL BE 12 MONTHS FROM THE START DATE.
E. REMEDIAL PROMOTION CONSIDERATION WILL ONLY BE GIVEN IF THROUGH ADMINISTRATIVE ERROR, THE MCTFS ENTRY IS NOT MADE FOR AN EFFECTIVE DATE OF ACTION (SOU SIGNATURE) THAT IS PRIOR TO THE MCTFS CUTOFF DATE FOR COMPOSITE SCORE CALCULATION FOR THE RESPECTIVE PROMOTION QUARTER. IN THIS CASE, THE MISSING DATA ELEMENT MUST BE REPORTED UTILIZING TTC 287 (RECOMPUTE COMPOSITE SCORE). IF THE RECOMPUTED COMPOSITE SCORE MEETS OR EXCEEDS THE CUTTING SCORE ANNOUNCED, REMEDIAL PROMOTION CONSIDERATION SHOULD BE REQUESTED PER PARAGRAPH 2600 OF THE REFERENCE.
F. THIS INCENTIVE CAN BE ACCEPTED IN CONJUNCTION WITH THE SMCR ENLISTED AFFILIATION BONUS AND/OR LATERAL MOVE PROGRAM AND MAY BE REQUESTED CONCURRENTLY. THE MEMBER SHALL EXECUTE THE GREATEST OBLIGATION REQUIREMENT OF THE INCENTIVE PROGRAMS. A SOU MUST BE COMPLETED FOR EACH INCENTIVE IAW THE POLICY FOR EACH INCENTIVE RELEASED VIA SEPARATE CORRESPONDENCE.
G. MARINES IN RECEIPT OF THIS INCENTIVE THAT INCUR A PERIOD OF AUTHORIZED NON-AVAILABILITY (AS DETERMINED BY THE COMMANDER, MARINE FORCES RESERVE) WILL BE REQUIRED TO EXTEND THEIR PERIOD OF OBLIGATION TO FULFILL THE 12 MONTH DRILLING OBLIGATION.
6. MARINES IN RECEIPT OF THIS INCENTIVE MAY BE RECOUPED IF ANY OF THE FOLLOWING OCCUR:
A. FAILURE TO PARTICIPATE SATISFACTORILY DURING THE 12 MONTH DRILLING OBLIGATION.
B. TRANSFER TO THE IRR PRIOR TO THE COMPLETION OF THE 12 MONTH DRILLING OBLIGATION WITHOUT PRIOR APPROVAL OF THE COMMANDER, MARINE FORCES RESERVE.
7. CAREER PLANNERS, RESERVE TRANSITION COORDINATORS AND PRIOR SERVICE RECRUITERS ARE THE ONLY PERSONNEL AUTHORIZED TO SUBMIT THIS REQUEST.
8. CMC (RA) WILL MONITOR AND EVALUATE INCENTIVE USAGE AND MEMBER COMPLIANCE.
9. THIS MARADMIN IS APPLICABLE TO THE TOTAL FORCE.
10. THIS MARADMIN CANCELS ON 30 SEPTEMBER 2016.
