RMKS/1. THIS MARADMIN SOLICITS MARINES FOR THE FY16 EQUAL OPPORTUNITY ADVISOR (EOA) PROGRAM AND PROVIDES POINTS OF CONTACT FOR CANDIDATES THAT WISH TO APPLY FOR CLASS 15-3 THAT CONVENES ON 7 SEPTEMBER 2015.
2. EOAS ARE ASSIGNED TO MAJOR MARINE CORPS COMMANDS TO PROVIDE INFORMATION, ASSISTANCE AND ADVICE ON ALL EO MATTERS TO THE COMMANDING GENERAL, COMMANDING OFFICER, MARINES, SAILORS AND OTHER ATTACHED SERVICE MEMBERS.
3. MARINES SELECTED FOR ASSIGNMENT AS EOAS WILL ATTEND A TWELVE WEEK EOA COURSE AT THE DEFENSE EQUAL OPPORTUNITY MANAGEMENT INSTITUTE (DEOMI) AT PATRICK AIR FORCE BASE, FLORIDA DURING FISCAL YEAR 2016:

4. INDIVIDUALS SUBMITTING FOR AN EOA BILLET MUST MEET THE FOLLOWING BASIC CRITERIA:
A. MARINE MUST BE A STAFF SERGEANT THROUGH MASTER GUNNERY SERGEANT (DUE TO BILLET REQUIREMENTS, FIRST SERGEANTS AND SERGEANTS MAJOR ARE NOT ELIGIBLE).
B. MARINE IS A HIGH SCHOOL GRADUATE OR HAS A GED AND A GT OF 105 OR HIGHER (GT IS WAIVERABLE WITH DEMONSTRATED ACADEMIC ABILITY SUCH AS OFF-DUTY EDUCATION, SUPERIOR PERFORMANCE IN PME COURSES, ETC).
C. MARINES MUST HAVE COMPLETED 24 MONTHS TIME ON STATION UPON CLASS REPORT. MARINES WILL ALSO EXTEND OR REENLIST TO MEET A MINIMUM 36 MONTHS OF OBLIGATED SERVICE AS OF THE DATE OF GRADUATION FROM THE EOA COURSE. ORDERS WILL REFLECT A 36 MONTH TOUR OF DUTY. MARINE MUST BE ELIGIBLE TO EXTEND OR REENLIST TO MEET THE ELIGIBILITY REQUIREMENTS STATED ABOVE.
5. SUBMIT REQUESTS, APPROPRIATE ENDORSEMENTS, AND COMMANDING OFFICER'S SCREENING GUIDE LOCATED IN THE REFERENCE THROUGH THE CHAIN OF COMMAND TO CMC, MMEA-25 VIA TOTAL FORCE RETENTION SYSTEM (TFRS)NLT 15 SEPTEMBER 2015. AN OFFICIAL PHOTO, TAKEN WITHIN THE PAST 12 MONTHS, IS REQUIRED. DIGITAL PHOTOS MUST BE ELECTRONICALLY FILED IN OMPF. COMMANDERS MUST VERIFY THAT ALL INFO PROVIDED BY THE APPLICANT IS CORRECT. COMMANDERS ARE ENCOURAGED TO ADDRESS ANY ADVERSE MATERIAL. COMMANDERS WILL NOTIFY CMC (MMEA) IMMEDIATELY OF ANY CHANGES AFFECTING CURRENT DUTY LOCATION, OR DISCIPLINARY ACTION THAT OCCURS AFTER SUBMISSION OF APPLICATION.
6. SERVING ON EOA DUTY CONSTITUTES SERVING IN A B-BILLET ASSIGNMENT. EOA TRAINING IS LEADERSHIP SKILL BASED TRAINING WITH THE GOAL OF FOSTERING FAVORABLE COMMAND CLIMATES. PROVEN LEADERS OF ALL DEMOGRAPHIC BACKGROUNDS ARE ENCOURAGED TO APPLY FOR THIS DEMANDING DUTY.
7. ALTHOUGH THIS PROGRAM IS BEING ANNOUNCED FOR FY16 SUBMISSIONS, FOR THE CLASS BEGINNING IN FEBRUARY 2016 AS DETAILED IN PARAGRAPH 3 ABOVE, ANY MARINE WHO FEELS THAT HE OR SHE MEETS THE PREREQUISITES DESCRIBED ABOVE AND WISHES TO APPLY FOR CLASS 15-3 MAY SUBMIT THEIR APPLICATION VIA THE SAME PROCESS, ASAP. ALTHOUGH THE TIME IS CONSTRAINED, APPLICANTS MUST BE FULLY QUALIFIED. NO WAIVERS OF THE BASIC REQUIREMENTS AS CONTAINED IN THE PRECEDING PARAGRAPHS MAY BE GRANTED. ANY APPLICATIONS FOR 15-3 MUST BE RECEIVED AT THIS HEADQUARTERS NLT 3 AUGUST 2015 AND APPLICANTS MUST BE PREPARED TO EXECUTE TEMPORARY ADDITIONAL DUTY ORDERS BY 4 SEPTEMBER 2015.
