GENTEXT/REMARKS/1. PURPOSE. THIS MARADMIN ANNOUNCES THE FY16 FIRST TERM ALIGNMENT PLAN (FTAP) GOALS FOR THE FIRST PERIOD OF SUBMISSIONS COVERING JULY THRU SEPTEMBER OF 2015.
2. BACKGROUND
    A. THE CORPS EXPECTS AND REQUIRES CONTINUED FTAP SUCCESS AS OUR YOUNG MARINES CONTINUE TO SERVE. SUCCESS REQUIRES THE ACTIVE AND PERSONAL EFFORT OF ALL COMMANDERS AND UNIT LEADERS IN THE RETENTION PROCESS. THE COMPREHENSIVE GOAL IS TO RETAIN THE MOST HIGHLY QUALIFIED MARINE AND AVOID A "FIRST COME, FIRST SERVED" RETENTION SYSTEM. THE TARGETS OUTLINED ARE INTENDED TO FOCUS COMMANDERS' ACTIVE RETENTION EFFORT. TO ENSURE THAT THE MARINE CORPS SUCCEEDS IN MEETING THE FY16 END STRENGTH TARGET AND THE MANPOWER REQUIREMENTS FOR ACHIEVING AND SUSTAINING READINESS, COMMANDS MUST CONTINUE TO SEEK OUT QUALIFIED MARINES FOR REENLISTMENT REGARDLESS OF HAVING MET TARGETED GOALS. GOALS WILL BE ASSESSED AND EVALUATED EACH QUARTER, ACROSS ALL MOS'S, BASED ON THE EFFECTIVENESS OF THE OVERALL RETENTION EFFORT. COMMANDERS SHOULD CONSTANTLY STRIVE TO SURPASS THESE TARGETED GOALS THROUGH AN ACTIVE APPROACH TO RETENTION.
    B. THE FY16 FTAP TARGET OF 5,957 MARINES REQUIRES THE REENLISTMENT OF 26 PERCENT OF THE FIRST TERM MARINES WITH AN EAS FROM 1 OCT 15 TO 30 SEP 16. OBTAINING THIS GOAL WILL REQUIRE A MAXIMUM RETENTION SUBMISSION EFFORT BY ALL COMMANDS TO PROVIDE THE CORPS WITH THE MOST QUALIFIED FORCE BY GRADE AND MOS.
3. ACTION.
    A. PER REF A, ALL COMMANDS ARE REQUIRED TO CONDUCT INTERVIEWS WITH 100 PERCENT OF THEIR FY16 FTAP POPULATIONS. HQMC WILL TRACK THE STATUS OF INTERVIEWS IN ORDER TO OPTIMALLY ASSESS THE STATUS OF THE COHORT. AS A GOAL, COMMANDS SHOULD COMPLETE ALL REQUIRED FTAP INTERVIEWS NLT 01 OCT.
    B. SUBMISSION TARGETS. TO ENSURE THE MARINE CORPS MEETS ITS FTAP FORCE SUSTAINMENT REQUIREMENTS THROUGH A QUALITY-BASED APPROACH TO RETENTION, COMMANDERS SHOULD TRACK THE NUMBER OF SUBMISSIONS FOR REENLISTMENT IN THEIR COMMANDS AND STRIVE TO MAINTAIN A BASELINE ACROSS ALL MOS'S. SUBMISSION RATES ARE CALCULATED BY DIVIDING THE NUMBER OF MARINES THAT REQUESTED REENLISTMENT BY THE TOTAL NUMBER OF ELIGIBLE MARINES. IN GENERAL, AN OVERALL FTAP SUBMISSION RATE OF 45 PERCENT SHOULD SERVE AS AN EFFECTIVE MINIMUM TARGET. IN ADDITION TO THIS GENERAL GOAL, SPECIFIC SUBMISSION RATE GOALS ARE ESTABLISHED FOR KEY MOS'S IN THE FOLLOWING MSC'S. FY16 KEY MOS SUBMISSION FTAP TARGETS AS FOLLOWS:
