GENTEXT/REMARKS/1. THIS MARADMIN IS AN UPDATE TO REF A AND PUBLISHES NEW GUIDANCE REGARDING THE SCREENING AND SELECTION OF ENLISTED MARINES FOR MARSOC CRITICAL SKILLS OPERATOR (CSO) (PMOS 0372) BILLETS. ADDITIONALLY, MARSOC RECRUITS SPECIAL OPERATIONS CAPABILITIES SPECIALIST (SOCS) BILLETS IN SUPPORT OF U.S. SPECIAL OPERATIONS COMMAND REQUIREMENTS. UPDATES REGARDING THE ENLISTED RESERVE OPPORTUNITIES AND OFFICER SCREENING AND SELECTION PROCESS WILL BE ISSUED THROUGH SEPCOR.
2. TASK. TO INTRODUCE AND INFORM COMMANDERS OF THE PLANNING, IMPLEMENTATION AND EXECUTION OF THE FY16 HEADQUARTERS MARINE CORPS MARSOC SCREENING TEAMS (HMST) VISIT PROGRAM.
3. PURPOSE. THE TEAM IS TO SCREEN QUALIFIED MARINES TO ATTEND ASSESSMENT AND SELECTION (A AND S) AND IF SELECTED, THE INDIVIDUAL TRAINING COURSE (ITC). ITC GRADUATES FILL CRITICAL SKILL OPERATOR (CSO) BILLETS IN SUPPORT OF THE MARSOC MISSION. ADDITIONALLY, THE TEAM WILL SCREEN INTERESTED APPLICANTS FOR THE SPECIAL OPERATIONS CAPABILITIES SPECIALIST BILLETS FOR FUTURE ASSIGNMENTS.
4. SCREENING TEAM COMPOSITION. THE TEAM IS COMPRISED OF REPRESENTATIVES FROM HQMC, MMEA, AND MARSOC.
   A. ROLES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO, SCREENING, POPULATION DEVELOPMENT AND COMMANDER INTERFACE.
   B. ADDITIONALLY, MARSOC REPRESENTATIVES WILL CONDUCT ORIENTATION BRIEFS, AND INTERVIEWS. THOSE QUALIFIED CSO PROSPECTS WILL RECEIVE TENTATIVE ASSIGNMENT TO A AND S PENDING APPROVAL FROM HEADQUARTERS MARINE CORPS. THE SOCS PROSPECTS WILL RECEIVE FURTHER ASSIGNMENT INFORMATION.
5. SCREENING PARTICIPANTS
   A. A LIST OF MARINES THAT ARE HQMC SCREENED AND MEET MARSOC PRE-REQUISITES WILL BE PUBLISHED VIA SEPCOR TO THE MAJOR SUBORDINATE COMMANDS (MSC). COMMANDERS ARE DIRECTED AND REQUIRED TO ENSURE ALL MARINES LISTED IN THE SEPCOR ATTEND THE MARSOC ORIENTATION BRIEFS DELINEATED IN THE BELOW COORDINATING INSTRUCTIONS. THIS HEADQUARTERS HAS REVISED POPULATION IDENTIFICATION PROCEDURES TO MINIMIZE THE ADMINISTRATIVE BURDEN ON COMMANDERS; THESE CHANGES HAVE SIGNIFICANTLY REDUCED THE TARGET POPULATION THEREBY ENABLING COMMANDERS TO COMPLETE ALL SCREENING REQUIREMENTS WITHOUT EXCESSIVE STRAIN.
   B. COMMANDERS ARE DIRECTED TO ENSURE MARINES NOT LISTED IN THE SEPCOR, BUT ARE INTERESTED IN MARSOC ASSIGNMENT, ARE AFFORDED THE OPPORTUNITY TO ATTEND THE ORIENTATION BRIEF.
6. TO ASSIST THE TIMELY EXECUTION OF THE MARSOC TRAINING CONTINUUM, THIS HQ REQUESTS THE ASSISTANCE OF COMMANDERS IN ENSURING THAT ALL PRE-REQUISITE ADMINISTRATIVE ACTIONS LISTED IN THIS PAR ARE COMPLETED PRIOR TO THE HMST ARRIVAL FOR MARINES INTERESTED IN FUTURE ASSIGNMENT AT MARSOC. COMMANDERS/PARTICIPANTS SCREENING PREREQUISITES REQUIRED ACTIONS ARE:
   A. MARSOC CO'S SCREENING (CSO) OR (SOCS) CHECKLIST SIGNED BY COMMANDING OFFICER TO INCLUDE THE FINANCIAL WORKSHEET, CLEARANCE SCREENING QUESTIONNAIRE, ALONG WITH A CURRENT PHYSICAL HEALTH ASSESSMENT (PHA) FORM.
   B. MARINES NOT LISTED IN THE SEPCOR WHO ARE INTERESTED, MEET THE PREREQUISITES AND WILL ATTEND THE MARSOC ORIENTATION BRIEF/SCREENING ARE RECOMMENDED TO COMPLETE THE ACTIONS IN THIS PARA.
   C. MARINES IDENTIFIED BY HQMC THAT WILL NOT PHYSICALLY ATTEND THE MARSOC ORIENTATION BRIEF/SCREENING ARE REQUIRED TO COMPLETE ALL SCREENING PRE-REQUISITE ACTIONS PER THIS PARA. MSC CAREER PLANNERS WILL DELIVER COMPLETED CHECKLISTS TO THE HMST OIC. NON-AVAILABILITY FOR SCREENING WILL NOT PRECLUDE ASSIGNMENT OF VOLUNTEERS TO A AND S.
   D. MSC CAREER PLANNERS ARE REQUIRED TO CONDUCT DAILY ACCOUNTABILITY OF MARINES/CHECKLISTS WITH THE MARSOC MONITOR.
7. CSO TRAINING CONTINUUM AND OBLIGATED SERVICE/MEDICAL REQUIREMENTS. TO PROVIDE COMMANDERS AND MARINES INSIGHT OF THE SCREENING AND TRAINING PROCESS THE FOLLOWING IS PROVIDED:
   A. MARINES ARE SCREENED BY HMST.
   B. MARINE COMPLETES THE NAVAL SPECIAL WARFARE/SPECIAL OPERATIONS (NSW/SO) PHYSICAL IN THE TIMELINE DIRECTED BY MMEA AND PRIOR TO REPORTING TO ASSESSMENT AND SELECTION PHASE ONE.
   C. MARINE ATTENDS ASSESSMENT AND SELECTION PHASE ONE AND ASSESSMENT AND SELECTION PHASE TWO (APROX 45 DAY PERIOD). MARSOC PROVIDES TAD FUNDING.
   D. SELECTED MARINES THAT COMPLETE ASSESSMENT AND SELECTION WILL BE ISSUED PERMANENT CHANGE OF STATION (PCS) ORDERS BY MMEA TO AN ASSIGNED INDIVIDUAL TRAINING COURSE (ITC) CLASS DATE.
        (1) UPON RECEIPT OF PCS ORDERS TO ATTEND ITC, MARINES THAT ARE ELIGIBLE FOR REENLISTMENT IN THE CURRENT RETENTION YEAR GROUP ARE REQUIRED TO REENLIST TO GAIN OBLIGATED SERVICE ACCORDING TO THE CURRENT FY RETENTION GUIDELINES AND THE ENLISTED CAREER FORCE CONTROLS (ECFC) POLICY. MARINES WILL BE REQUIRED TO REENLIST FOR 60 MONTHS OF OBLIGATED SERVICE PER REF C. THIS REENLISTMENT ACTION WILL BE ACCOMPLISHED WITHIN 30 DAYS OF THEIR REENLISTMENT AUTHORIZATION BEING ISSUED.
        (2) MARINES THAT ARE NOT ELIGIBLE IN THE CURRENT RETENTION YEAR MUST EXECUTE A 23 MONTH EXTENSION TO GAIN ADDITIONAL OBLIGATED SERVICE.

   B. THE DETAILED SCHEDULES AND LOCATIONS OF BRIEF/SCREENINGS WILL BE ADDRESSED IN SEPCOR FROM THE SENIOR MCI CAREER PLANNER.
   C. REQUEST HOST LOCATION COMMAND ASSIST IN THE FOLLOWING:
        (1) BILLETING INFORMATION UPON REQUEST
        (2) ANNOUNCEMENT OF VISIT VIA USMC MEDIA (BASE PAO, NEWSPAPER, BASE TV, EMAIL, ETC) AND INCORPORATION OF MARSOC COMMERCIAL DURING BASE SERVICE ANNOUNCEMENTS ON THE COMMAND CABLE NETWORK. THE MARSOC MARKETING AND ADVERTISING DIRECTOR WILL ASSIST AND PROVIDE PRODUCTS AS REQUIRED.
        (3) BRIEFING AND SCREENING SITES AVAILABLE TO ACCOMMODATE EXPECTED ATTENDANCE.
        (4) POWER POINT PROJECTOR.
        (5) PA SYSTEM.
        (6) LAN AND DSN CONNECTIVITY AT SCREENING SITE. LAN CAPABILITY IS REQUIRED IN ORDER TO SCREEN INTERESTED APPLICANTS.
9. THE APPLICABLE MARSOC CSO CHECKLIST, FINANCIAL WORKSHEET, CLEARANCE SCREENING QUESTIONNAIRE, AND THE MARSOC MEDICAL SCREENING FORMS ARE PROVIDED VIA TFRS IN THE FORMS MODULE UNDER CHECKLISTS. ALL OTHER VERSIONS ARE OBSOLETE.
10. WHILE NOT REQUIRED FOR THE HMST VISIT, MARINES THAT DEMONSTRATE A STRONG DESIRE FOR DUTIES WITH MARSOC ARE ENCOURAGED TO BEGIN THE NSW/SO PHYSICAL. THE PHYSICAL IS ALL ENCOMPASSING AND TIME CONSUMING. TBI OR INVOLVEMENT IN IED BLASTS WILL COMPLICATE THE NSW/SO PHYSICAL AND CAN EXTEND THE PROCESS 2-3 MONTHS DUE TO MRI EXAMS AND FURTHER CONSULTS.
11. ALL SEPCOR MESSAGE TRAFFIC REFERENCED ABOVE, WILL BE RELEASED APROX 30 DAYS PRIOR TO THE FIRST DAY OF EACH SCHEDULED VISIT REF IN PAR 8 VIA NAVAL MESSAGE.
