REF H SPECIFIES THE DETAILS OF PERSONAL IDENTIFIABLE INFORMATION (PII) COLLECTION, THE METHODS, STORAGE, AND AUTHORITIES THE USMC HAS TO ENFORCE THIS COLLECTION IN ACCORDANCE WITH (IAW) THE PRIVACY ACT OF 1974.
GENTEXT/REMARKS/1.  SITUATION. U.S. MARINE FORCES SUPPORTINGMISSIONS ACROSS THE RANGE OF MILITARY OPERATIONS REQUIRE AN UNDERSTANDING OF THE PHYSICAL, CULTURAL, AND SOCIAL ENVIRONMENTSIN STRATEGIC REGIONS WORLDWIDE. TO MEET THIS REQUIREMENT, THE MARINE CORPS HAS EMPLOYED ROLE PLAYERS ABOARD MARINE CORPS INSTALLATIONS AND OTHER ALTERNATE TRAINING VENUES (ATV) TO PROVIDETHE MOST UP-TO-DATE, REALISTIC, AND RELEVANT PREDEPLOYMENT TRAININGIN SUPPORT OF SCENARIO-BASED AND INTEGRATED TRAINING EXERCISES. ROLE PLAYER (RP) SUPPORTED TRAINING EDUCATES MARINES IN THE CUSTOMS,LANGUAGES, WARDROBE, RELIGIONS, BEHAVIORS, AND VALUES OF A POPULATION WITHIN AN AREA OF OPERATIONS. ADDITIONALLY, THE RP IS TRAINED TO FOLLOW A DYNAMIC ACTING PROGRAM WHEREIN BEHAVIORS, COMBAT PATTERNS, AND TACTICS REPLICATE THE POTENTIAL ADVERSARIES AND SCENARIOS FACED BY MARINE FORCES.
    A.  SECURITY CONCERNS AND VULNERABILITIES CAN EXIST WHEN EMPLOYING EACH RP. A CULTURALLY SAVVY RP CAN BENEFIT MARINES PROVIDING UNIQUE AND REALISTIC TRAINING EXPERIENCES. HOWEVER, ASSOCIATED THREATS MAY INCLUDE:
        (1) THE INSIDER THREAT. THE INSIDER THREAT IS DEFINED AS THE THREAT THAT AN INSIDER WILL USE HIS/HER AUTHORIZED ACCESS, WITTINGLY OR UNWITTINGLY, TO DO HARM TO OUR NATIONAL SECURITY. ABOARD MARINE CORPS INSTALLATIONS AND ATV, ROLE PLAYERS WILL BE OBSERVING AND PARTICIPATING IN TRAINING ASSOCIATED WITH SENSITIVE MARINE CORPS WAR-FIGHTING SKILLS, TACTICS, TECHNIQUES, AND PROCEDURES. MANY ROLE PLAYERS ARE NATURALIZED, FIRST OR SECOND GENERATION U.S. CITIZENS, AND/OR NON-U.S. CITIZENS WITH TIES TO NATIONS AND REGIONS WHERE MARINES WILL BE DEPLOYED. THE RP IS DESIGNATED AS A PERSON OF NATIONAL SECURITY INTEREST AND THE MARINE CORPS REQUIRES THE CAPABILITY TO IDENTIFY INDIVIDUALS WHO:
            (A) APPLY/REAPPLY FOR EMPLOYMENT USING INACCURATE INFORMATION.
            (B) DEVELOP TIES OR ASSOCIATIONS TO INDIVIDUALS CLASSIFIED AS KNOWNOR SUSPECTED TERRORISTS.
            (C) TRAVEL TO AREAS IN WHICH THE MARINE CORPS IS ENGAGED IN OPERATIONS/MISSIONS, FOR THE PURPOSE OF SHARING SENSITIVE INFORMATION WITH ADVERSARIES.
            (D) ARE ILLEGALLY IN THE UNITED STATES BY ILLEGAL ENTRY AND/OR FRAUDULENT MEANS.
        (2) THE CRIMINAL THREAT. APPROVED ROLE PLAYERS ARE GRANTED ACCESS TO MARINE CORPS INSTALLATIONS AND FACILITIES. INDIVIDUALS SEEKING ACCESS WITH MALICIOUS INTENT POSE A SERIOUS SECURITY RISK TO MARINES, THE CIVILIAN WORKFORCE, AND RESIDENT FAMILIES ABOARD MARINE CORPS INSTALLATIONS. IMPROPER VETTING CAN LEAD TO CRIMINAL ACTIVITY AND/OR DAMAGE TO INSTALLATION ASSETS AND PERSONNEL. THE MARINE CORPS REQUIRES THE CAPABILITY TO IDENTIFY INDIVIDUALS WITH CRIMINAL BACKGROUNDS SUCH AS:
            (A) FELONY CONVICTIONS
            (B) SIGNIFICANT INTERNATIONAL CRIMINAL RECORDS
            (C) ARSON OR SEX OFFENDER ENTRIES
            (D) OTHER RECORDS OF CONCERN TO NAVAL CRIMINAL INVESTIGATIVE SERVICE (NCIS) OR THE INSTALLATION
2.  MISSION. CONDUCT NAME-BASED CHECKS, BIOMETRIC SCREENING, AND CONTINUOUS VETTING TO DETER, DETECT, AND MITIGATE ANY RP THREATS; SAFEGUARD MARINE CORPS WARFIGHTING TACTICS, TECHNIQUES, AND PROCEDURES FROM UNAUTHORIZED DISCLOSURE; PROTECT PII FROM UNAUTHORIZED USE, DISCLOSURE, AND/OR LOSS; AND PROTECT OUR FORCES, ASSETS, FACILITIES, AND FAMILIES FROM MALICIOUS ACTIVITY.
    A.  ROLE PLAYERS, FOR THE PURPOSES OF THIS MARADMIN AND ITS SECURITY SCREENING EFFORT, ARE CONSIDERED TO BE ANYONE FROM THE CONTRACTING COMPANY SUPPORTING THE TRAINING EVOLUTION, INTERACTING WITH THE MARINES ASSOCIATED WITH THE EVOLUTION, AND REQUIRING INSTALLATION OR ATV ACCESS.
3.  EXECUTION.
    A.  COMMANDER’S INTENT AND CONCEPT OF OPERATIONS.
        (1) COMMANDER’S INTENT. STANDARDIZE THE MINIMUM CRITERIA FOR NAME-BASED CHECKS, BIOMETRIC SCREENING, AND CONTINUOUS VETTING OF THE RP. SHARE RP INFORMATION BETWEEN MARINE CORPS INSTALLATIONS AND/OR ACROSS DOD. PROTECT AND SAFEGUARD THE PII COLLECTED AND UTILIZED IN THE EXECUTION OF THIS POLICY TO PREVENT ANY UNAUTHORIZED USE, DISCLOSURE, AND/OR LOSS. PROVIDE THE COMMANDER A DECISION-MAKING CAPABILTY TO ENABLE THE SECURITY OF MARINE CORPS OPERATIONS, INSTALLATIONS, AND THEIR POPULATIONS.
        (2) CONCEPT OF OPERATIONS. THE RPTS PROGRAM SYNCHRONIZES RP VETTING, SCREENING, AND EMPLOYMENT PROCESSES ACROSS THE USMC. THE COMMAND CONTRACTING OFFICER TECHNICAL REPRESENTATIVE (COTR) IAW GUIDANCE FROM THE CONTRACTING OFFICER REPRESENTATIVES (COR) SUBMITS RP REQUIREMENTS TO MARCORSYSCOM. COR GUIDANCE WILL UTILIZE THIS POLICY TO SHAPE CONTRACT LANGUAGE. THE CONTRACTING COMPANY IS AWARDED THE WORK AND SUBMITS CANDIDATE NAMES TO THE LOCAL RPTS PROGRAM FOR BACKGROUND CHECKS. THE NAME-BASED CHECK WILL BE FOLLOWED BY A BIOMETRIC SCREENING CONDUCTED BY THE INSTALLATION. ALL RP BIOMETRICS FROM RPTS WILL BE MAINTAINED BY THE FBI AS NATIONAL SECURITY INTEREST INFORMATION TO CONTINUOUSLY SCREEN FOR DEROGATORY INFORMATION AGAINST THE NCIC DATABASE, THE DOD AUTOMATED BIOMETRIC IDENTIFICATION SYSTEM (ABIS), THE FBI NEXT GENERATION INTEGRATED AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (NG-IAFIS), AND THE DHS AUTOMATED BIOMETRIC IDENTIFICATION SYSTEM (IDENT). THROUGH THE RPTS PROCESS, USMC TRAINING UNITS CAN CONDUCT TRAINING EVENTS ON SCHEDULE EMPLOYING A FULLY VETTED RP. RPTS RELIES ON THE FOLLOWING THREE PILLARS FOR OPERATIONAL SUCCESS:
            (A) CONTRACTING. ANY COR INVOLVED IN EMPLOYING A RP FOR USMC TRAINING PURPOSES (I.E., PROGRAM MANAGER FOR TRAINING SYSTEMS (PMTRASYS)) WILL ALIGN CONTRACT REQUIREMENTS AND LANGUAGE FOR RP VETTING IAW THIS POLICY. EACH RP CONTRACT WILL BE WRITTEN TO GIVE THE MARINE CORPS BASE (MCB) STAFF AND LAW ENFORCEMENT ADEQUATE TIME TO VET, ENROLL, AND SCREEN RP CANDIDATES. ADEQUATE TIME EQUATES TO THE CONTRACTING COMPANY SUBMITTING RP NAMES FOR VETTING 21 OR MORE CALENDAR DAYS PRIOR TO THE TRAINING EVENT (SEE PART 6 OF THIS SECTION FOR RP REPLACEMENTS). ADDITIONALLY, BIOMETRIC ENROLLMENTS WILL OCCUR 24 HOURS OR MORE PRIOR TO THE TRAINING EVENT. CONTRACTS SHOULD BE WRITTEN TO CLEARLY EXPLAIN THAT RP CANDIDATES AND STAFF MUST PROVIDE PERSONAL INFORMATION AND PERSONAL BIOMETRICS TO SECURE EMPLOYMENT FROM THE MARINE CORPS WHEN PROVIDING RP SERVICES. FOR EACH RP CANDIDATE, THE CONTRACTING COMPANY WILL:
1.  SUBMIT RESULTS OF AN E-VERIFY CHECK.
2.  COMPLETE AND PROVIDE PROOF OF AN EMPLOYMENT ELIGIBILITY VERIFICATION FORM I-9.
3.  VERIFY THE IDENTIFICATION (ID) OF THE RP CANDIDATE THROUGH ONE OF THE REQUIRED DOCUMENTS IDENTIFIED IN REF (E) AND COMPLETE AND RETURN THE SECNAV 5512/1 (APR 2014) FORM.
4.  RETURN RESULTS OF STEPS 1-3 TO THE INSTALLATION IN ADDITION TO COMPILING A RP “CANDIDATE LIST” OF ALL PARTICIPATING ROLE PLAYERS AND INCLUDE THE FOLLOWING INFORMATION:
    A.  FULL NAME.
    B.  DATE OF BIRTH (DOB).
    C.  PLACE OF BIRTH (POB).
    D.  CITIZENSHIP.
    E.  CURRENT ADDRESS OF RESIDENCE.
    F.  SOCIAL SECURITY NUMBER (SSN).
5.  ADEQUATE TIME FOR VETTING IS NECESSARY FOR SECURE OPERATIONS. RP REPLACEMENTS (I.E., SWAPS OR SUBSTITUTES) NOT MEETING THE STANDARD TIMELINE OUTLINED IN THIS POLICY, WILL ONLY BE PERMITTED IF ALL THE FOLLOWING IS MET:
    A.  IF A REASONABLE EXPLANATION IS PROVIDED FROM THE CONTRACTING COMPANY AND DEEMED ACCEPTABLE BY THE INSTALLATION COTR AND INSTALLATION RPTS PROGRAM COORDINATOR (SEE BASE OPERATIONS SECTION FOR MORE DETAILS).
    B.  IF REPLACEMENT RP ARE ALREADY ENROLLED IN THE RPTS PROGRAM, PROVE ACCEPTABLE FOR ACCESS, AND CAN BE VALIDATED BIOMETRICALLY (SEE BASE OPERATIONS SECTION FOR MORE DETAILS).
6.  AN INSTALLATION SPECIFIC CREDENTIAL WILL BE ISSUED FOR VERIFICATION OF COMPLETE RPTS PRE-EMPLOYMENT SCREENING. THE CREDENTIAL WILL BE SPECIFIC TO THE ISSUING INSTALLATION AND IS INTENDED TO BE USED AT ALL TIMES FOR IDENTIFICATION PURPOSES ONLY. INSTALLATION ACCESS CONTROL CREDENTIALS WILL NOT BE ISSUED TO ROLE PLAYERS. ESCORTS OF THE RP TO AND FROM THE TRAINING AREA WILL BE IAW LOCAL INSTALLATION ACCESS CONTROL POLICY.
            (B) BASE OPERATIONS. MCB STAFF WILL SCREEN RP CANDIDATES FROM THE AWARDED CONTRACTING COMPANY. THE CANDIDATES ARE ENROLLED IN THE RPTS PROCESS, WHICH INCLUDES A NAME-BASED CHECK AND BIOMETRIC SCREENING. RESULTS ARE PLACED IN THE RPTS DATABASES. IF THE INITIAL NAMED-BASED CHECK CLEARS A CANDIDATE, THEY MAY BE GRANTED LIMITED ACCESS TO THE INSTALLATION FOR THE SECOND PORTION OF PROCESSING, THE BIOMETRIC ENROLLMENT. ALL CANDIDATES WHO FAIL RPTS REQUIREMENTS WILL BE NOTIFIED OF REJECTION BY THEIR PARENT CONTRACTING COMPANY VIA THE COTR/COR ONLY. SUITABLE REPLACEMENTS WILL BE MANAGED BY THE CONTRACTING COMPANY AND WITH TIMELY NOTIFICATION TO THE INSTALLATION. MCB EFFORTS INCLUDE:
1.  COORDINATOR DESIGNATION.
    A.  THE INSTALLATION COMMANDING OFFICER (CO) OR COMMAND PROVOST MARSHAL ON BEHALF OF THE CO, SHALL APPOINT A MEMBER OF THE BASE STAFF AS THE MCB RPTS PROGRAM COORDINATOR (PC) FOR EXECUTION OF THE PROGRAM ON BEHALF OF THE CO OR PROVOST MARSHAL.
    B.  THE RPTS PC DESIGNATION SHALL BE ASSIGNED TO A MILITARY OFFICER OR GOVERNMENT CIVILIAN ASSIGNED TO THE MCB STAFF.
2.  PC DUTIES.
    A.  THE PC WILL ENSURE ALL POTENTIAL RP CANDIDATES ARE SCREENED IAW THE FAR, THE COR GUIDANCE, AND THIS POLICY.
    B.  ANY COSTS INCURRED BY THE CONTRACTING COMPANY, OUTSIDE THE SCOPE OF THEIR CONTRACT, RESULTING FROM THE IMPLEMENTATION OF THIS POLICY, SHALL BE BROUGHT TO THE ATTENTION OF THE COTR IMMEDIATELY FOR RESOLUTION.
    C.  THE PC SHALL ENSURE SEMI-ANNUAL EQUIPMENT TRAINING IS CONDUCTED AS A REFRESHER WITH INSTALLATION PERSONNEL IN A CLASSROOM SETTING.
    D.  THE PC SHALL FACILITATE COMMUNICATION BETWEEN CONTRACTING COMPANIES, ROLE PLAYERS, TRAINING UNITS, NCIS, PROVOST MARSHAL OFFICE (PMO), COTR, AND BASE OPERATIONS (G3).
    E.  THE PC SHALL PROVIDE HEADQUARTERS MARINE CORPS (HQMC) PLANS, POLICIES, AND OPERATIONS (PP&O) SECURITY DIVISION (PS) IDENTITY OPERATIONS SECTION (IDOPS), HEREINAFTER KNOWN AS HQMC, A COPY OF THE RP LIST SUBMISSION FOR NAME-BASED CHECKS, IN ADDITION TO THE DATES OF THE ROLE PLAYER EVENT 21 DAYS PRIOR TO THE TRAINING EVENT.
3.  ROSTERS AND ID CREDENTIAL.
    A.  THE PC WILL CREATE AND MAINTAIN A MASTER RPTS SECURITY ROSTER FROM THE LISTS PROVIDED BY THE CONTRACTING COMPANIES. AN UPDATED MANNING ROSTER WILL BE SENT VIA EMAIL FROM THE CONTRACTING COMPANY TO THE PC FOR EVERY TRAINING EVENT.
    B.  THE PC MAY CHOOSE TO PRINT A RP IDENTIFICATION NUMBER ON THE REVERSE SIDE OF THE RPTS CREDENTIAL. THIS METHOD MAY AVOID NAME MISPRONUNCIATION AND HELP EXPEDITE THE BIOMETRIC ENROLLMENT PROCESS.
4.  NAME-BASED CHECK.
    A.  UPON RECEIVING A “CANDIDATE LIST” OF RP NAMES IN SUPPORT OF A SCHEDULED TRAINING EVENT, THE COTR AND PC WILL ENSURE A NAME-BASED CHECK IS STARTED 21 CALENDAR DAYS (AT A MINIMUM) PRIOR TO THE TRAINING EVENT.
    B.  NAME-BASED CHECKS WILL BE A COMBINED EFFORT CONDUCTED BY THE INSTALLATION, NCIS, HQMC, AND/OR SUPPORTING MARINE CORPS ORGANIZATIONS.
    C.  A RP CAN BE GRANTED LIMITED ACCESS FOR BIOMETRIC ENROLLMENT, IAW LOCAL INSTALLATION ACCESS CONTROL POLICY, ONLY IF THEY MEET THE REQUIREMENTS IAW SECTIONS (D) AND (E) BELOW.
    D.  AT A MINIMUM, NAME-BASED CHECKS WILL INVOLVE THE FOLLOWING SYSTEMS (SEE TASK SECTION OF THIS POLICY FOR ADDITIONAL SUPPORT):
        (1) NATIONAL CRIME INFORMATION CENTER (NCIC).
        (2) DEFENSE CLEARANCE INVESTIGATIONS INDEX (DCII).
        (3) CONSOLIDATED LAW ENFORCEMENT OPS CENTER (CLEOC).
        (4) NATIONAL LAW ENFORCEMENT TELECOMMS SYSTEM (NLETS).
        (5) THE US ARMY CONTRACT LINGUIST INFORMATION PORTAL (CLIP).
        (6) MULTIMEDIA MESSAGE MANAGER (M3) OR OTHER IIR EQUIVALENT SEARCH SYSTEM.
    E.  INSTALLATION ACCESS WILL BE DENIED AND FINDINGS DOCUMENTED IF ANY OF THE FOLLOWING IS DISCOVERED:
        (1) ON THE NATIONAL TERRORIST WATCH LIST.
        (2) IMMIGRATION VIOLATIONS INVOLVING FRAUD OR WILLFUL MISREPRESENTATION, ILLEGALLY PRESENT IN THE UNITED STATES, OR WHOSE U.S.  CITIZENSHIP, IMMIGRATION STATUS, OR SSN CANNOT BE VERIFIED.
        (3) AN OUTSTANDING NCIC CRIMINAL WARRANT.
        (4) REGISTERED SEX OFFENDER, AS DEFINED BY STATE LAW IN WHICH THE INSTALLATION RESIDES.
        (5) LISTED ON THE ARSON REGISTRY REGARDLESS OF DATE OF CRIMINAL OFFENSE.
        (6) FORMER MILITARY ACTIVE DUTY WITH A BAD CONDUCT, DISMISSAL, OR DISHONORABLE DISCHARGE.
        (7) ISSUED A DEBARMENT ORDER OR IS CURRENTLY BANNED FROM ANY U.S. MILITARY INSTALLATION.
        (8) RECEIVED A FELONY CONVICTION FOR:
            (a) CRIMINAL OFFENSES OF A SEXUAL NATURE.
            (b) CRIMINAL OFFENSES OF VIOLENCE WITHIN THE PAST TEN YEARS.
            (c) CRIMINAL OFFENSES VIA GANG RELATED ACTIVITY, SUPREMACIST, OR EXTREMIST BEHAVIOR.
            (d) CRIMINAL OFFENSES IN WHICH A WEAPON WAS USED EITHER AS A MEANS OF VIOLENCE OR A THREAT OF VIOLENCE.
            (e) CRIMINAL OFFENSES INVOLVING THE POSSESSION, USE, DISTRIBUTION, TRAFFICKING, AND/OR MANUFACTURING OF ANY CONTROLLED OR ILLEGAL SUBSTANCES.
            (f) OTHER CRITERIA ESTABLISHED BY HQMC AND/OR THE INSTALLATION COMMANDER.
5.  BIOMETRIC ENROLLMENT AND SCREENING.
    A.  RP ASSEMBLY. ENROLLMENTS WILL BEGIN WITH ALL ROLE PLAYERS BEING ASSEMBLED BY THEIR PARENT CONTRACTING COMPANY.
        (1) RPTS PROCESSING OCCURS PREFERABLY OFF THE INSTALLATION OR AT A DESIGNATED AREA IDENTIFIED BY THE INSTALLATION TO AVOID ANY POTENTIAL FORCE PROTECTION RISKS.
        (2) RP SCREENING CAN BE CONDUCTED EMPLOYING MOBILE BIOMETRIC DEVICES PROVIDED TO THE INSTALLATION.
        (3) ELECTRONIC TRANSMISSION OF BIOMETRIC ENROLLMENT VIA THE RPTS PROCESS IS THE PRIMARY METHOD OF DATA SUBMISSION. INK CARDS WILL ONLY BE ACCEPTABLE IF ALL POSSIBLE ELECTRONIC TRANSMISSION METHODS ARE EXHAUSTED AND APPROVAL FROM HQMC IS OBTAINED BEFOREHAND. HQMC WILL PROVIDE SEPARATE GUIDANCE FOR SUBMISSION OF INK CARDS.
    B.  CONTRABAND/WEAPON SEARCHES. BAGS AND PROPERTY ARE SUBJECT TO SEARCH BEFORE GRANTING RP ACCESS TO INSTALLATIONS BY PMO/ MCB GATE PERSONNEL IAW FEDERAL LAW AND LOCAL INSTALLATION SECURITY MEASURES. THE INSTALLATION SHOULD COORDINATE THE USE OF MILITARY WORKING DOGS (MWD) SUPPORT, AS APPLICABLE.
    C.  ELECTRONICS. ALL CAMERAS AND ELECTRONIC MEDIA DEVICES DISCOVERED DURING THE PHYSICAL INSPECTION WILL BE COLLECTED AT THE DISCRETION OF THE MCB.
    D.  ID CARD VERIFICATION. RPTS PERSONNEL SHALL VERIFY ID AND IF NECESSARY ASSIGN RPTS ID NUMBERS FROM MASTER ROSTERS TO THE RP. WITHOUT PROPER ID CARDS, A RP WILL NOT BE ADMITTED TO PARTICIPATE IN TRAINING ABOARD THE INSTALLATION.
    E.  RPTS COLLECTORS SHALL CONDUCT BIOMETRIC ENROLLMENTS WITH BIOMETRIC EQUIPMENT IAW THE OPERATORS GUIDE PROVIDED AT RPTS TRAINING.
    F.  BIOMETRIC ENROLLMENTS SHALL CONSIST OF A FULL FEDERAL APPLICATION USER FEE (FAUF) TRANSACTION, INCLUDING (AT A MINIMUM):
        (1) ROLLED AND FLAT FINGERPRINTS.
        (2) FULL FRONTAL FACIAL PHOTO.
        (3) ALL BIOGRAPHICAL INFORMATION.
    G.  PC SHALL ORGANIZE ALL COMPLETED BIOMETRIC ENROLLMENTS (FAUF FORMAT ONLY) AND SUBMIT THEM TO THE FBI IMMEDIATELY AND NOTIFY HQMC IF THE COMMAND IS UNABLE TO SUBMIT ENROLLMENTS WITHIN 24 HOURS OF COLLECTION.
    H.  PC SHALL MAINTAIN ALL INSTALLATION RP RECORDS WHICH INCLUDE, THE BIOMETRIC ENROLLMENT, A COMPLETED SECNAV 5512/1 (APR 2014) FORM, AND ANY OTHER PII, IN A SECURE LOCATION IAW REF (H).
    I.  RP PII CAN BE KEPT AT THE INSTALLATION FOR UP TO ONE YEAR AFTER FINAL DISPOSITION OF EACH RP RECORD IN THE MASTER ROSTER AND/OR RPTS DATABASE, WHICHEVER IS LATER.
    J.  RP PII SHALL BE DESTROYED IF THE INDIVIDUAL RECORD HAS SEEN NO ACTIVITY WITHIN ONE YEAR.
6. DENIAL OF INSTALLATION ACCESS.
    A.  IN THE EVENT A RP IS TEMPORARILY DENIED INSTALLATION ACCESS, THEY WILL BE PROVIDED THE OPPORTUNITY TO SUBMIT OFFICIAL COURT DOCUMENTATION INDICATING THE FINAL ADJUDICATION OF ANY OFFENSE, WITH THE EXCEPTION OF BEING LISTED ON THE NATIONAL TERRORIST WATCH LIST, SEX OFFENDER, AND/OR ARSON REGISTRY.
    B.  HQMC WILL PROVIDE THE MCB A RP FITNESS RECOMMENDATION REPORT (FRR) FOR EACH TRAINING EVENT DERIVED FROM NAME-BASED AND BIOMETRIC SCREENING RESULTS. WHILE COMMANDERS RETAIN AUTHORITY TO MAKE FITNESS DETERMINATIONS, HQMC REQUIRES PARTICIPATING COMMANDS TO GIVE A WRITTEN EXPLANATION OUTLINING THEIR MITIGATION EFFORT IF THEY DO NOT FOLLOW THE HQMC RECOMMENDATIONS FOR EACH FRR.
    C.  PERMANENT DENIAL OF INSTALLATION ACCESS REMAINS AT THE SOLE DISCRETION OF THE INSTALLTION CO OR DESIGNATED REPRESENTATIVE AND IS NOT SUBJECT TO APPEAL.
    D.  THE NAME OF ANY RP FAILING A NAME-BASED CHECK OR BIOMETRICS SCREENING WILL BE FLAGGED ON THE RPTS MASTER ROSTER, FLAGGED ON THE RPTS DATABASE, AND RECORDED IN THE US ARMY CLIP. THE INDIVIDUAL MAY BE DOCUMENTED IN CLEOC IF FEASIBLE AND MAY BE ADDED TO THE DEBARRMENT ROSTER AT THE DISCRETION OF THE CO.
    E.  THE PC MAY CREATE A CUSTOM BIOMETRIC WATCHLIST DOCUMENTING THESE FLAGGED ROLE PLAYERS.
7.  DAY OF TRAINING EVENTS.
    A.  THE PC OR DESIGNEE WILL COORDINATE ACCESS CONTROL WITH PHYSICAL SCREENINGS AND BIOMETRIC VERIFICATION AT THE DESIGNATED GATE FOR ADMITTANCE TO THE INSTALLATION.
    B.  VERIFICATION CAN BE CONFIRMED FROM ANY SINGULAR BIOMETRIC MODALITY IN THE RPTS RECORDS (FACE, FINGERPRINT, OR IRIS).
8.  RP WHO HAVE EXHIBITED CHARACTERISTICS, TRAITS OR OTHER INDICATIONS CAUSING CONCERN FOR THE SAFETY OR WELFARE OF INSTALLATION PERSONNEL AND/OR CONCERN FOR THE PHYSICAL SECURITY OF THE INSTALLATION WILL BE REPORTED IMMEDIATELY TO THE PC AND NCIS FOR FURTHER REVIEW, POSSIBLE DENIAL OF INSTALLATION ACCESS, AND/OR FUTURE DEBARMENT. THE PC WILL NOTIFY HQMC FOR CLIP DOCUMENTATION.
9.  INVENTORY OF EQUIPMENT WILL BE CONDUCTED BY THE PC OR DESIGNEE ON AN ANNUAL BASIS AND BE STORED BY PMO FOR ACCOUNTABILITY PURPOSES. MAINTENANCE ON THE BIOMETRIC DEVICES WILL BE PERFORMED IAW THE OPERATORS AND ADMINISTRATORS GUIDE.
            (C) HQMC AND AGENCY SUPPORT. THE MCB WILL NEED EQUIPMENT, TRAINING, POLICY, AND ANALYTICAL SUPPORT FOR VETTINGS TO BE SUCCESSFUL.
1.  RPTS EQUIPMENT INCLUDES HANDHELD BIOMETRIC DEVICES, COMMUNICATIONS, AND THE RPTS DATABASE WHICH WILL BE PROVIDED BY HQMC.
2.  RPTS TRAINING WILL BE CONDUCTED SEMI-ANNUALLY BY THE INSTALLATION AND IN ADDITION TO ANNUAL TRAINING CONDUCTED BY MOBILE TRAINING TEAM (MTT) VISITS FROM HQMC.
3.  SUBMISSION MANAGEMENT AND ANALYSIS OF RP CANDIDATES WILL INVOLVE SUPPORT FROM NOT ONLY THE MCB STAFF, BUT ALSO THE FBI, NCIS, HQMC, AND OTHER AGENCIES. HQMC INVOLVEMENT IN THE VETTING PROCESS IS NOTED IN THE BELOW RPTS TIMELINE EXAMPLE:
    A.  STARTING 21 DAYS OR MORE FROM THE TRAINING:
        (1) CONTRACTING COMPANY SUBMITS CANDIDATE LIST.
        (2) MCB CONDUCTS A NAME-BASED CHECK.
            (a) MCB PROVIDES LIST TO HQMC (CLIP CHECK).
            (b) MCB REDUCES CANDIDATE LISTS ACCORDING TO ALL NAME-BASED FINDINGS.
        (3) MCB SUBMITS BIOMETRIC ENROLLMENTS AND RECEIVES A NEAR REAL-TIME FBI RECORD CHECK RESULT.
        (4) WITHIN 24 HOURS OF SUBMISSION, THE FBI ALSO PROVIDES OTHER RECORDS FROM DOD AND DHS BIOMETRIC RESULTS TO THE MCB.
        (5) HQMC PROVIDES THE MCB A FRR FOR EACH TRAINING EVENT.
        (6) MCB MAKES A FINAL FITNESS DETERMINATION.
        (7) MCB RECORDS ALL RESULTS IN THE MASTER RECORD AND SENDS FINAL DETERMINATION TO THE CONTRACTING COMPANY AND HQMC FOR RECORDING IN CLIP.
    B.  TASKS.
        (1) DEPUTY COMMANDANT FOR PLANS, POLICIES, & OPERATIONS SHALL:
            (a) SERVE AS THE ADVOCATE AND OFFICE OF PRIMARY RESPONSIBILITY (OPR), AND PROVIDE OVERSIGHT FOR THE EXECUTION OF TASKS OUTLINED IN THIS POLICY.
            (b) CONDUCT ANNUAL MTT VISITS WITH INSTALLATIONS ON ROLE PLAYER PROCESSING, BIOMETRIC ENROLLMENTS, AND DATABASE SUBMISSIONS.
            (c) PROVIDE A USMC RPTS REPOSITORY OF PRIOR ENROLLMENTS AND FLAGGED RP PERSONNEL.
            (d) MAINTAIN A MOU WITH THE FBI FOR CONTINUOUS VETTING OF THE USMC RP POPULATION (SEE REF C).
            (e) MAINTAIN A MOU WITH THE US ARMY FOR USE OF THE CLIP DATABASE IN CONNECTING ACTIONS OF BOTH RP HIRING POPULATIONS.
            (f) DEVELOP A RPTS AUDIT PROGRAM. AUDITS WILL AIM TO MAINTAIN STANDARDS SET IN THIS POLICY AS WELL AS ENSURING THAT ONLY GOVERNMENT PERSONNEL CONDUCT THE BACKGROUND CHECKS AND CONTINUOUS VETTING. AUDITS WILL ENSURE ALL RP NAME-BASED CHECKS, BIOMETRIC ENROLLMENTS, PII SHARING, PII STORAGE, AND ANALYSIS ARE IAW THIS POLICY.
            (g) CONDUCT CHECKS OF THE US ARMY CLIP DATABASE, PROVIDE RESULTS TO COMMANDS CONDUCTING RPTS TRAINING EVENTS, AND RECORD FINAL FITNESS DETERMINATION RESULTS IN CLIP FOR SHARING WITH DOD.
            (h) PROVIDE EACH MCB WITH A FRR FOR EACH TRAINING EVENT.
        (2) DEPUTY COMMANDANT FOR INSTALLATIONS AND LOGISTICS (DC I&L), COMMANDER, MARINE CORPS INSTALLATIONS COMMAND (COMMCICOM), COMMANDING GENERAL, MARINE CORPS COMBAT DEVELOPMENT COMMAND (CG MCCDC), AND COMMANDING GENERAL, TRAINING AND EDUCATION COMMAND (CG TECOM) SHALL:
            (a) REQUIRE EACH INSTALLATION THAT EMPLOYS ROLE PLAYERS TO APPOINT A RPTS PC TO MANAGE THE INSTALLATION’S RPTS PROGRAM.
            (b) REQUIRE EACH INSTALLATION THAT EMPLOYS ROLE PLAYERS TO DEVELOP AND PROMULGATE BASE INSTRUCTIONS GOVERNING THE LOCAL RPTS PROGRAM IAW THIS POLICY.
            (c) REQUIRE EACH RP SEEKING ACCESS TO USMC INSTALLATIONS BE SCREENED FOR STANDARD BASE ACCESS PER REF (E) AS IF HE/SHE REQUIRES REGULAR BUSINESS ACCESS, AND UNDERGO A NAME-BASED CHECK IAW THE REQUIREMENTS SET IN THIS POLICY.
            (d) REQUIRE EACH RP SEEKING ACCESS TO USMC INSTALLATIONS SUBMIT BIOMETRIC RECORDS VIA THE RPTS PROCESS. THIS PROCESS MUST BE SUCCESSFULLY COMPLETED PRIOR TO THE RP BEING PERMITTED TO PARTICIPATE IN TRAINING.
            (e) DESIGNATE A REPRESENTATIVE TO SPONSOR REQUESTS FOR ACCESS FROM THE UNIT REQUIRING TRAINING, NO LATER THAN 21 CALENDAR DAYS PRIOR TO THE TRAINING EVENTS.
        (3) COMMANDER MARINE CORPS SYSTEMS COMMAND (COMMARCORSYSCOM) SHALL:
            (a) DIRECT PROGRAM MANAGER FOR TRAINING SYSTEMS (PMTRASYS) TO MANAGE ALL USMC RP EMPLOYMENT CONTRACTING REQUIREMENTS.
1.  INDIVIDUAL UNITS ARE NOT AUTHORIZED TO ACQUIRE RP EMPLOYMENT SERVICES THROUGH THE REGIONAL CONTRACTING OFFICE, DOD, OR FEDERAL CONTRACTING OFFICES, NOR REQUIRE CONTRACTORS TO REPORT ALL PERSONNEL IN THE CONTRACTOR MANPOWER REPORT TOOL.
2.  UNITS ARE NOT AUTHORIZED TO PAY FOR RP VIA CREDIT CARDS, GCPC, NOR OTHER NON-SANCTIONED SOURCING METHODS.
            (b) INITIATE AND MAINTAIN A RP AUDIT PROGRAM TO VERIFY THAT CONTRACT COMPANIES ARE MEETING AND CONSISTENTLY MAINTAINING SECURITY STANDARDS, SCREENING STANDARDS, AND OBLIGATIONS.
            (c) ENSURE THAT ALL RP CONTRACTS CONTAIN SECURITY LANGUAGE THAT WILL MEET OR EXCEED THE MINIMUM SCREENING STANDARDS SET FORTH BY THIS POLICY TO INCLUDE THE FEDERAL ACQUISITION PRIVACY CLAUSES AS ADDRESSED IN REF (G), SECTION 52.224-1 AND SECTION 52.224-2.
            (d) SUPPORT SCREENING OF RP ROSTERS PROVIDED BY THE CONTRACTING COMPANY TO INCLUDE:
2.  COORDINATE WITH INSTALLATIONS TO ENSURE THE MCB HAS ADEQUATE RESOURCES TO EXECUTE THIS POLICY.
3.  MAINTAIN A MASTER ROSTER OF APPROVED RP IAW ALL FEDERAL, STATE, AND LOCAL LEGAL AND POLICY REQUIREMENTS AND PROVIDE A POINT OF CONTACT (POC) TO ALL INSTALLATION RPTS PC TO COORDINATE THIS FUNCTION.
        (4) COMMANDERS OF UNITS PARTICIPATING IN RP SUPPORTED TRAINING SHALL:
            (a) REQUEST RP SUPPORTED TRAINING EVENTS FOR MCB OR ATV VIA CHAIN OF COMMAND TO MARCORSYSCOM OR THEIR DESIGNATED REPRESENTATIVE.
            (b) NOTIFY THE REPRESENTATIVE IAW SECTION 3.B.(2)(E) OF THIS POLICY TO FACILITATE TIMELY AND APPROPRIATE SCREENING FOR INSTALLATION ACCESS. THIS APPLIES TO ANY TRAINING INVOLVING USMC FUNDED ROLE PLAYERS BEING EXPOSED TO MARINES OR PERSONNEL TRAINING WITH MARINES.
            (c) UPON COMPLETION OF THE TRAINING EVENT, CONDUCT A POST-TRAINING DEBRIEF OF MARINES TO ENABLE PROPER REPORTING AND DOCUMENTATION OF ANY SUSPICIOUS OR INAPPROPRIATE INCIDENTS OR BEHAVIOR THAT MIGHT WARRANT FURTHER INVESTIGATION BY APPROPRIATE LAW ENFORCEMENT AUTHORITIES. MAKE ALL REPORTING TO THE INSTALLATION PC.
            (d) FOLLOW ANY ADDITIONAL GUIDANCE PROVIDED BY THE LOCAL INSTALLATION ON CONDUCTING TRAINING EVOLUTIONS INVOLVING ROLE PLAYERS.
4.  ADMINISTRATION AND LOGISTICS.
    A.  THIS POLICY SUPERSEDES REFS (A) AND (B).
    B.  THE GUIDENCE IN THIS MARADMIN MUST BE IMPLEMENTED WITHIN 90 DAYS OF ISSUANCE.
    C.  NCIC AND BIOMETRIC VETTING WILL BE CONDUCTED AT GOVERNMENT EXPENSE.
    D.  PII USED IN THE EXECUTION OF THIS POLICY MUST BE SAFEGUARDED TO PREVENT ANY UNAUTHORIZED USE, DISCLOSURE, OR LOSS.
    E.  INVENTORY.
        (1) RPTS EQUIPMENT INCLUDES:
            (A) MCB QUANTICO (2 SEEK II, 1 JUMPKIT LAPTOP, 1 VERIZON AIRCARD).
            (B) MCB CAMP LEJEUNE (5 SEEK II, 1 JUMPKIT LAPTOP, 1 VERIZON AIRCARD).
            (C) MCB HAWAII (2 SEEK II, 1 JUMPKIT LAPTOP, 1 VERIZON AIRCARD).
