GENTEXT/REMARKS/1. This MARADMIN solicits nominations for the first annual Jerry Coleman Award presented by the Bob Feller Act of Valor Foundation.
2. Background. The Bob Feller Act of Valor Foundation established the Bob Feller Act of Valor Award in 2013 in honor of Major League Baseball pitcher, National Baseball Hall of Fame inductee and U.S. Navy veteran, Bob Feller. This year, the foundation established the Jerry Coleman Award to recognize a Marine staff noncommissioned officer (SNCO) who possesses outstanding leadership both on duty andin the civilian community and unyielding support for the U.S. Marine Corps and the United States of America. The awardee will be recognized alongside the recipient of the Bob Feller Act of Valor Award in a ceremony at the Navy Memorial in Washington, DC on 4 November 2015.
3. Jerry Coleman postponed his baseball career to serve his nation.At the age of 18, he joined the Marine Corps as a Naval Aviation Cadet. In World War II, Coleman flew 57 combat missions and in the Korean War he flew 63 close air support and interdiction strike missions making him the only major league player to see combat in two wars. Jerry Coleman retired from the Marine Corps as a lieutenant colonel. In 2004, he was inducted into the Marine Corps Sports Hall of Fame. He was also selected into the National Baseball Hall of Fame in 2005 as the Ford C. Frick Award recipient as an announcer. Coleman, despite all the success he had in his life, was proudest of being a Marine.
4. Nominees must be Marine SNCOs, active or reserve, and must be outstanding military professionals and leaders in their communities. The following selection criteria are prescribed by the Bob Feller Act of Valor Foundation. Nominees must:
a. Be outstanding leaders in the performance of all professional responsibilities. Serve as an example to peers and subordinates as inspirational leaders. Only those with three years of consistent outstanding documented performance as a SNCO should be considered. Nominees must display good character and humility in their achievements.
b. Demonstrate community leadership through volunteer service, and hold leadership positions within the organizations they serve. Display a genuine desire to be better today than they were yesterday, and better tomorrow than they are today. Provide an outstanding example of character and dedication to service for all to emulate.
c. Put the needs of others before the needs or wants of themselves.This may be documented through evaluations and awards that show they led in the Marine Corps or in their community to benefit the professional and personal development of others, above and beyond their primary responsibilities.
d. Show unyielding support of the United States of America and fellow Service men and women by having participated in patriotic events that celebrate all who serve our great nation. These events should be documented individually in the nomination to show the depth of participation in various events over the past three years.
e. Above all else, prove to be beyond reproach in the manner in which they conduct themselves, treat others, and live the Marine Corps Core Values of Honor, Courage, and Commitment.
5. All transportation and lodging expenses for the award ceremony are to be paid by the award recipient's command.
6. Commanding officers may each nominate one SNCO from their command. Nominations must be on official letterhead and specify confidence in the nominee's professionalism as a representative of the Marine Corps, and validity of the nominee's embodiment of the award criteria specified in paragraphs 3 and 4.
7. Nomination packages. Nomination packages must contain four elements:
a. Commanding Officer. Each nominee's commanding officer must signthe nomination and express a commitment to facilitate the nominee's attendance at the award ceremony, if selected.
b. Narrative description. Provide an accounting of the nominee's embodiment of the award criteria specified above. This may include quantitative and qualitative data. Anecdotal evidence, such as newspaper articles, letters of commendation and appreciation, and other recognition may be included.
c. Nominee biography. If chosen as the award recipient, the nominee's biography and a high-resolution photo will be used in printed and online material to publicize and document the award ceremony. The biography should include hometown information as well as professional highlights and qualifications.
d. Photographs. Each nomination must contain two (2) color photographs in the service “C” uniform (with slacks for females); for deployed Marines, the uniform is utilities. Photographs will adhere to guidelines in references (a) and (b), and are to be of high resolution quality (at least 300 dpi) and suitable for reproduction and printing. Only electronic versions of the photographs are acceptable. Digital photographs must also be sent as separate email attachments (see paragraph 8) included in the nomination package as a jpeg file; the first must be a full-length photo with a placard listing all information identified in reference(b), and the second must be a head-and-shoulders, command portrait-style photo. For deployed Marines, this photo should be taken with the utility blouse on.
8. Submission procedures. Submit nominations electronically to theOffice of U.S. Marine Corps Communication (OUSMCC), Public Affairs Division, Community Relations (COMREL) Branch at hqmc.comrel@usmc.mil. Nominations must be received by 1 September 2015.
9. Selection process. The COMREL Branch will consolidate all nominations, organize a ranking board and provide a summary to the Bob Feller Act of Valor Foundation. The Bob Feller Act of Valor Foundation will select the winner. OUSMCC will notify the winner via the commanding officer and a subsequent MARADMIN.

11. Award recipient is reminded that if the value of any gifts with an aggregate market value in excess of 200 dollars and awards of cash or investment interests require a written determination from the agency ethics official that the award is part of an established plan of recognition made on a regular basis pursuant to written standards.
