RMKS/1. PURPOSE. TO ANNOUNCE THE CONVENING OF CURB 1-16, SUBMISSION SUSPENSE DATE, AND REQUIRED DOCUMENTATION FOR PACKAGE SUBMISSION.
A. THE CURB IS DESIGNED TO BE THE LAST OPTION FOR A COMMANDER TO USE IN ORDER TO MEET A CRITICAL EMERGENT CIVILIAN MANPOWER REQUIREMENT.
B. COMPLETED SUBMISSION PACKAGES, TO INCLUDE CHAIN OF COMMAND ENDORSEMENTS ARE DUE TO DEPUTY COMMANDANT FOR COMBAT DEVELOPMENT AND INTEGRATION (DC CDI) NO LATER THAN 1 OCTOBER 2015. SUBMISSIONS RECEIVED AFTER THIS DATE WILL BE RETURNED WITHOUT ACTION.
C. COMMANDS SEEKING UNCOMPENSATED CIVILIAN FUNDING WILL REVIEW THE 36TH COMMANDANT’S PLANNING GUIDANCE (CPG) AND EXPLAIN HOW THEIR SUBMISSION SUPPORTS THE FIVE PRIORITIES IDENTIFIED BY THE COMMANDANT OF THE MARINE CORPS IN HIS CPG.
D. SUBMISSIONS FROM CURB 1-15, THAT WERE NOT APPROVED, WILL REQUIRE A NEW COMPLETE SUBMISSION, INCLUDING NEW DATA ANALYSIS, FOLLOWING THE GUIDELINES AND REQUIREMENTS WITHIN THIS MARADMIN. THESE SUBMISSIONS WILL BE CONSIDERED NEW REQUIREMENTS.
E. CONVENING DATES FOR CURB 1-16 WILL BE PROVIDED TO INDIVIDUAL COMMANDS VIA SEPARATE CORRESPONDENCE.
2. REQUESTS WILL BE SUBMITTED TO DC CDI VIA THE CHAIN OF COMMAND AND MUST CONTAIN THE FOLLOWING INFORMATION FOR THE CURB:
A. LTGEN ENDORSEMENT MUST BE A WRITTEN ENDORSEMENT ON COMMAND LETTERHEAD IN STANDARD NAVAL LETTER FORMAT.
B. COMMANDER'S DETAILED STATEMENT EXPLAINING WHY THE REQUEST CANNOT BE COMPENSATED INTERNALLY.
C. COMMANDER'S JUSTIFICATION EXPLAINING WHY THE ENTERPRISE SHOULD PROVIDE COMPENSATION FOR THEIR REQUIREMENT. SUBMISSION MUST BE A WRITTEN ENDORSEMENT ON COMMAND LETTERHEAD IN STANDARD NAVAL LETTER FORMAT.
D. ENDORSEMENT BY EACH COMMANDER WITHIN THE CHAIN OF COMMAND WITH A STATEMENT AS TO WHY THE REQUIREMENT CANNOT BE FILLED AT THEIR COMMAND LEVEL. SUBMISSION MUST BE A WRITTEN ENDORSEMENT ON COMMAND LETTERHEAD IN STANDARD NAVAL LETTER FORMAT.
E. THE REQUEST MUST DEFINE THE REQUIREMENT BY EXPLAINING THE CHANGE IN THEIR MISSION WHICH CREATED THE NEW REQUIREMENT AND IDENTIFY WHICH AUTHORITY MANDATED THE CHANGE IN REQUIREMENT.
F. A PROPOSED MISSION STATEMENT CHANGE, IF REQUIRED.
G. A MISSION-FUNCTION-TASK (MFT) ANALYSIS TO SUPPORT THE INCREASE.
(1) THE MFT DATA SUPPORTING THE NUMBER OF BILLETS, FULL TIME EQUIVALENTS (FTE) AND FUNDING REQUIRED WITH FULLY CLASSIFIED POSITION DESCRIPTIONS SIGNED BY THE CLASSIFICATION AUTHORITY FOR THE COMMAND ALONG WITH A SIGNED LOCAL HUMAN RESOURCES OFFICE CLASSIFICATION ADVISORY. THE MFT DATA WILL IDENTIFY ALL BILLETS ON THE UNIT’S TABLE OF ORGANIZATION (T/O) AND WHERE THE GAP EXISTS WHICH IS DRIVING THE REQUEST FOR UNCOMPENSATED CIVILIAN STRUCTURE.
(2) COMMANDS SHOULD INCLUDE A COPY OF THEIR 2015 TOTAL FORCE ACTION PLAN SUBMISSION REFLECTING REQUESTED CHANGES AND ADDITIONAL INFORMATION TO SUPPORT THEIR REQUEST TO MEMBERS OF THE CURB.
H. A DETAILED RISK ASSESSMENT BY MISSION, FUNDING, TIME, AND IMPACT IF THE POSITION IS NOT FILLED. COMMANDS WILL PROVIDE A DETAILED ANALYSIS ON WHAT CAN OR CANNOT BE ACCOMPLISHED IF NO ADDITIONAL RESOURCES WILL BE PROVIDED.
(1) THE RESOURCES WILL RANGE FROM THE MINIMUM REQUIREMENTS FOR THE LOWEST LEVEL OF QUALITY PERFORMANCE ALL THE WAY TO HIGH QUALITY MISSION ACCOMPLISHMENT.
(2) ADDRESS THE RISK IN TERMS OF THE TIME AND IMPACT TO MISSION ACCOMPLISHMENT.
I. PROVIDE A COMMAND BRIEF THAT FULLY DESCRIBES THE AFOREMENTIONED DETAILS. THE BRIEF WILL BE PRESENTED BY THE SUBMITTING COMMAND REPRESENTATIVE TO CURB MEMBERS VIA THE DOCTRINE, ORGANIZATION, TRAINING, MATERIAL, LEADERSHIP AND EDUCATION, PERSONNEL AND FACILITIES-COST (DOTMLPF-C) WORKING GROUP (IF REQUIRED). THE AFOREMENTIONED PROCESS AND ANALYSIS WILL ALSO BE USED BY THE GAINING COMMAND IF THE MISSION WAS DIRECTED AND APPROVED BY HIGHER AUTHORITY (4 STAR OR HIGHER DIRECTION).
3. AS A RESULT OF LESSONS LEARNED FROM CURB 1-15, COMMANDER’S SUBMISSIONS MUST ALSO PROVIDE THE FOLLOWING INFORMATION:
A. COMMANDS WILL IDENTIFY IF ANY OF THE NEW BILLETS BEING REQUESTED ARE CURRENTLY FILLED BY CONTRACTORS. COMMANDS WILL EXPLAIN THE RATIONALE/REASONING FOR CONVERTING TO A GS EMPLOYEE (I.E., TO SAVE MONEY, FUNDING FOR THE CONTRACTOR GOING AWAY, ETC).
B. COMMANDS WILL IDENTIFY THOSE BILLETS SUPPORTING THE MARINE CORPS’ PROGRAM PRIORITIES.
4. UTILIZING THE TENENTS OF STRATEGIC TOTAL FORCE MANAGEMENT PROCESS, COMMANDS WILL INCLUDE THE REVIEW OF THEIR ENTIRE T/O WITH SUPPORTING ANALYSIS FOR THOSE GAPS DRIVING THE REQUEST FOR UNCOMPENSATED STRUCTURE.
5. DETERMINE IF THE POSITION IS INHERENTLY GOVERNMENTAL OR A COMMERCIAL ACTIVITY. THE BILLET CAN ONLY BE FILLED BY A MARINE OR A CIVIL SERVANT (GS) IF THE REQUIREMENT IS AN INHERENTLY GOVERNMENTAL BILLET REQUIREMENT. COMMANDS SHOULD EXPLORE THE OPTION OF FUNDING A CONTRACTOR COMPANY TO DO THE WORK IF THE BILLET REQUIREMENT IS NOT INHERENTLY GOVERNMENTAL.
6. REQUEST PROCESSING
A. SUBMITTED REQUESTS WILL RECEIVE AN INITIAL REVIEW BY DC CDI TOTAL FORCE STRUCTURE DIVISION (TFSD). THIS REVIEW WILL ENSURE ALL OF THE SUBMISSION REQUIREMENTS HAVE BEEN MET. IF THE REQUEST HAS DISCREPANCIES OR MISSING DOCUMENTS IDENTIFIED IN THE REVIEW IT WILL NOT BE PROCESSED UNTIL ALL REQUIREMENTS ARE MET. DC CDI WILL STAFF REQUESTS TO DC MRA, AND DC PR FOR ANALYSIS PRIOR TO THE CURB. DC CDI WILL ADJUDICATE WITH THE SUBMITTING COMMAND OR RETURN THE REQUEST IF ISSUES ARE IDENTIFIED WHEN THE REQUEST IS IN STAFFING.
B. IF REQUIRED, THE REQUEST WILL RECEIVE A DOTMLPF-C ANALYSIS PRIOR TO PROCESSING BY THE CURB.
