GENTEXT/REMARKS/1. HQMC (RA) WILL CONDUCT THE FY16-01 ACTIVE RESERVE OFFICER ACCESSION BOARD AND OFFICER CAREER DESIGNATION BOARD ON 20 OCT 15.
2. BACKGROUND. THE MISSION OF THE ACTIVE RESERVE PROGRAM AS DIRECTED BY REF A IS TO PROVIDE A CADRE OF WELL-TRAINED AND EXPERIENCED RESERVE COMPONENT MARINES TO SERVE AS A CRITICAL PIECE OF THE MARINE CORPS’ FTS TO THE RESERVE COMPONENT SYSTEM. FTS PROGRAMS ARE DIRECTED BY REF B TO ASSIST WITH ORGANIZATION, ADMINISTRATION, RECRUITMENT, INSTRUCTION, TRAINING, MAINTENANCE AND SUPPLY SUPPORT TO THE RESERVE COMPONENTS. ACTIVE RESERVE OFFICERS FACILITATE THE INTEGRATION OF THE TOTAL FORCE. OFFICERS SELECTED TO JOIN THE ACTIVE RESERVE WILL FILL A VARIETY OF WORLD-WIDE BILLETS IN SUPPORT OF THE RESERVE COMPONENT.
3. ACCESSIONS. HQMC (RAM) WILL ACCEPT APPLICATIONS FOR ACCESSION INTO THE AR PROGRAM THROUGH 1 OCT 15.
4. ELIGIBILITY
    A. ACTIVE AND RESERVE COMPONENT LIEUTENANTS AND CAPTAINS ARE ELIGIBLE TO APPLY.
    B. ACTIVE AND RESERVE COMPONENT AVIATOR MAJORS WITH A DATE OF RANK JUNIOR TO 1 SEP 11 ARE ELIGIBLE TO APPLY.
    C. ACTIVE AND RESERVE COMPONENT GROUND MAJORS WITH A DATE OF RANK JUNIOR TO 1 SEP 13 ARE ELIGIBLE TO APPLY.
    D. RESERVE COMPONENT OFFICERS WITH A MANDATORY DRILL STOP DATE (MDSD) AFTER 1 FEB 15 WILL NOT BE SCREENED FOR SELECTION WITHOUT AN APPROVED WAIVER.
    E. APPLICANTS MUST BE ABLE TO COMPLETE 18 YEARS OF ACTIVE FEDERAL MILITARY SERVICE BEFORE REACHING 24 YEARS OF COMMISSIONED SERVICE IN ORDER TO APPLY.
    F. ALL APPLICANTS MUST HOLD OR REQUEST A RESERVE COMMISSION PRIOR TO SERVING IN THE ACTIVE RESERVE PROGRAM. ACTIVE COMPONENT OFFICERS WHO HAVE NOT REQUESTED A RESERVE COMMISSION MUST REQUEST A RESERVE COMMISSION UPON SELECTION.  REQUESTING A RESERVE COMMISSION WILL INITIATE A COMPONENT TRANSFER TO THE RESERVE COMPONENT, A FOUR TO SIX MONTH PROCESS.
    G. APPLICANTS MUST MEET ALL QUALIFICATIONS DELINEATED IN REF A TO INCLUDE BEING WORLD-WIDE DEPLOYABLE.
    H. ALL OFFICERS SELECTED WILL ACCESS BETWEEN 1 JAN 16 AND 31 MAY 16. EXCEPTIONS WILL BE CONSIDERED BASED ON THE NEEDS OF THE ACTIVE RESERVE PROGRAM

    B. COMPLETED APPLICATIONS MUST BE LOADED AS .PDF FILES TO THE FY16-01 OFFICER ACCESSION BOARD APPLICATION PORTAL AT WWW.MANPOWER.USMC.MIL/APPLICATION. THE COMMON ACCESS CARD METHOD IS PREFERRED FOR APPLICANT PORTAL USE AND APPLICATION SUBMITTAL. APPLICATIONS WILL NOT BE ACCEPTED BY ANY OTHER MEANS.

    D. OFFICERS NOT SELECTED BY PREVIOUS ACTIVE RESERVE ACCESSION BOARDS WHO DESIRE TO BE CONSIDERED BY THE FY16-01 ACTIVE RESERVE ACCESSION BOARD MUST SUBMIT NEW PACKAGES.
    E. PENDING ADVERSE CIVIL OR CRIMINAL ACTIONS. ALL APPLICATIONS MUST INCLUDE EITHER THE STATEMENT “I HAVE NOT BEEN THE SUBJECT OF ANY ADVERSE CIVIL OR CRIMINAL ACTION” OR A FULL DISCLOSURE OF ANY  ADJUDICATED OR PENDING ADVERSE CIVIL OR CRIMINAL ACTIONS.
    F. NAVAL AVIATORS DESIRING TO FLY IN THE ACTIVE RESERVE PROGRAM MUST SUBMIT THE FOLLOWING IN THEIR ACCESSION APPLICATION PACKAGES:
        (1) A COPY OF ANY ACCIDENT AND FLIGHT RULE VIOLATION RECORDS FROM THE IN-FLIGHT LOGBOOK, ENDORSED BY A COMMANDING OFFICER, OR STATEMENT NOTING THE ABSENCE THEREOF, ENDORSED BY A COMMANDING OFFICER.
        (2) A COPY OF THE OFFICER’S AVIATION QUALIFICATION SUMMARY (AQS) AS FORMATTED ON THE RAM-1 WEBSITE.
        (3) A STATEMENT INDICATING THE OFFICER IS CURRENTLY IN A FLYING STATUS AND IS QUALIFIED TO FILL A NAVAL AVIATOR BILLET AT A FLYING SQUADRON IN THE RESPECTIVE TYPE/MODEL/SERIES. IF THE OFFICER IS NOT CURRENTLY IN A FLYING ASSIGNMENT, THE STATEMENT MUST INCLUDE THE DATE OF THE LAST FLIGHT IN RATED AIRCRAFT AND CURRENT QUALIFICATION STATUS.
7. BOARD SELECTS
    A. OFFICERS SELECTED WILL BE NOTIFIED VIA MARADMIN. OFFICERS NOT SELECTED WILL BE NOTIFIED VIA SEPARATE CORRESPONDENCE.
    B. ACCESSIONS WILL RECEIVE 36-MONTH ORDERS BASED ON BILLET AVAILABILITY AND THE NEEDS OF THE ACTIVE RESERVE PROGRAM.
    C. SELECTED OFFICERS CURRENTLY ON ACTIVE DUTY (EITHER AS MEMBERS OF THE ACTIVE COMPONENT OR AS MEMBERS OF THE RESERVE COMPONENT ON ORDERS) WILL END THEIR CURRENT PERIOD OF ACTIVE DUTY AND RETURN TO THE PLACE THEY ENTERED ACTIVE DUTY (PLEAD) PRIOR TO ACCESSION. OFFICERS MUST ATTEND REQUISITE TRANSITIONAL BRIEFS AS ENTITLEMENTS AND BENEFITS MAY CHANGE DURING THIS TRANSITION FROM ACTIVE SERVICE. REF E CONTAINS THE PRE-SEPARATION CHECKLIST REQUIRED OF ALL INDIVIDUALS SEPARATING FROM ACTIVE DUTY.
    D. ACCESSION TIMELINES WILL BE COORDINATED BETWEEN RAM-1 AND OFFICERS SELECTED FOR ACCESSION. SEPARATING/DEACTIVATING SELECTEES MUST COORDINATE SEPARATION AND TERMINAL LEAVE WITH PARENT COMMAND PER REFS F AND G.
    E. RESERVE COMPONENT SELECTEES ACCESSED INTO THE PROGRAM WITHIN 30 DAYS OF A PREVIOUS PERIOD OF ACTIVE SERVICE MAY ELECT TO CARRY OVER LEAVE BALANCES. COORDINATION BETWEEN THE INDIVIDUAL, ADMINISTRATIVE SECTIONS AND RAM-1 WILL BE REQUIRED.
8. OFFICERS RECEIVING VOLUNTARY SEPARATION PAY BEFORE-OR-AFTER ACCESSION WILL BE SUBJECT TO RECOUPMENT BY THE U.S. GOVERNMENT. RECOUPMENT WILL INITIATE DURING ACCESSION TOURS AS REQUIRD BY REF H. ARRANGEMENTS IN LIQUIDATION CAN BE MADE BETWEEN THE OFFICER, COMMAND AND DEFENSE FINANCE AND ACCOUNTING SERVICE.
9. COMPETITIVE CAREER DESIGNATION
    A. CAREER DESIGNATION OFFERS A COMPETITIVE OPPORTUNITY FOR ACTIVE RESERVE OFFICER ACCESSIONS TO CONTINUE SERVICE WITHIN THE ACTIVE RESERVE PROGRAM. OFFICERS CAREER DESIGNATED WILL BE ASSIGNED AN INDEFINITE EAS.
    B. COMPETITIVE CAREER DESIGNATION REQUIREMENTS
        (1) UNRESTRICTED OFFICERS ACCESSED INTO THE ACTIVE RESERVE PROGRAM.
        (2) 540 DAYS OF OBSERVED FITNESS REPORT WITHIN THE ACTIVE RESERVE PROGRAM DOCUMENTED IN THE OFFICER’S OMPF. THE CAREER DESIGNATION BOARD WILL INCLUDE EVALUATIONS SUBMITTED THROUGH 1 OCT 15.
        (3) CAREER DESIGNATION CONSIDERATION WILL BE IN CONJUNCTION WITH THE FIRST CAREER DESIGNATION BOARD FOLLOWING THE OFFICER’S ACCUMULATION OF 540 DAYS OF ACTIVE RESERVE OBSERVED FITNESS REPORT TIME.
        (4) OFFICERS WILL BE GRANTED AT LEAST ONE OPPORTUNITY TO BE CONSIDERED FOR CAREER DESIGNATION. OFFICERS WITH AN EAS THAT DOES NOT SUPPORT AN OPPORTUNITY FOR CAREER DESIGNATION MUST REQUEST AN EXTENSION ON ACTIVE DUTY FROM RAM-1 VIA AA FORM.
        (5) OFFICERS NOT SELECTED FOR CAREER DESIGNATION WILL BE RELEASED FROM ACTIVE DUTY UPON EAS. IF AN OFFICER’S EAS ALLOWS FOR A SUBSEQUENT APPLICATION FOR CAREER DESIGNATION CONSIDERATION, HE OR SHE WILL BE SCREENED ON SUBSEQUENT BOARDS.
    C. CAREER DESIGNATION APPLICATION PROCESS
        (1) APPLICATIONS MUST BE ENDORSED BY THE FIRST O-5 COMMANDER IN THE OFFICER’S CHAIN OF COMMAND AND SUBMITTED VIA THE WEB PORTAL WWW.MANPOWER.USMC.MIL/APPLICATION NLT 2359, 1 OCT 15.

10. COORDINATING INSTRUCTIONS
     A. PACKAGE SUBMISSIONS. ACCESSION AND DESIGNATION PACKAGES, LETTERS OF RECOMMENDATION, UPDATES NOT RESIDENT IN YOUR OMPF, AND OTHER MATERIAL FOR THE BOARD’S CONSIDERATION MUST BE SUBMITTED VIA THE APPLICATION PORTAL.
