GENTEXT/REMARKS/1. This MARADMIN initiates a change to Marine Corps Marine Intercept Program (MIP) processes and provides additional clarification and guidance. The command contacts the Community Counseling Program (CCP) manager nearest submission of an Operations Event/Incident Report (OPREP-3), Serious Incident Report (SIR) or Personnel Casualty Report (PCR) following a suicide ideation (SI) or suicide attempt (SA).
2. The Marine Corps utilizes standardized reporting systems for suicidal ideations, suicide attempts, or deaths by suicide per references (a), (b), and (c). Reference (a) requires commanders to complete a SIR on all SI, SA, or deaths by suicide. Reference (b) requires all commanders to complete a PCR on all suicide attempts verified by a competent medical authority (CMA). All Marines are trained to identify and respond to the warning signs of SI and suicide. Circumstances meeting the SI definition should be reported via SIR and behavioral or mental health assistance sought. Having a method, plan, or intent for suicide is not required to meet criteria for SI.
3. The commander may designate, in writing, another appropriate leader within the command to receive or provide communications regarding the Marine offered or receiving MIP services. To facilitate a more efficient communication process, commanders are encouraged to use the same leader designated to receive notifications from health care providers pursuant to reference (d). The counselor providing MIP services will include this designation letter in the MIP record. Upon initial contact with CCP, the Commanding Officer, or designee, provides all necessary and relevant information to ensure efficient response to the Marines receiving MIP services including at a minimum: Marine’s full name, Electronic Data Interchange Personal Identifier (EDIPI), the CMA name and contact information, if CMA was consulted.
4. Upon receipt of the SIR or PCR, Headquarters Marine Corps (HQMC), Marine and Family Programs Division (MF) notifies the appropriate CCP no later than the next business day. If the command has not initiated contact, CCP contacts command leadership (Commanding Officer, Executive Officer, Sergeant Major) or the POC designated in the SIR/PCR no later than the next business day to gain contact information for the Marine or attached Sailor, explain CCP care coordination, and ensure service delivery begins.
5. Upon gaining contact information, a licensed CCP counselor contacts the Marine or Sailor no later than the next business day. Counselors immediately confirm each contact with HQMC (MF). The CCP counselor consults with the command following each contact with the Marine, or as required by the Commanding Officer, ensuring appropriate command coordination.
6. MIP services will be made available to Active Duty military personnel and members of the Reserve Component serving on active duty. Commands not located near a CCP west of the Mississippi River receive MIP services from MCB Camp Pendleton CCP. Commands not located near a CCP east of the Mississippi receive services from MCB Quantico CCP. Marine Corps Recruiting Command Western Region receives services from San Diego CCP, Eastern Region from Beaufort CCP. Marines on reserve status will be referred to the Psychological Health Outreach Program for assistance and support. This MARADMIN is not applicable to Marine Corps recruits.
