GENTEXT REMARKS/1. Per reference (a), all Marines eligible for assignment to Prior Service Recruiting (PSR) duty will be screened by their command. Per references (b) and (c), all Marines will be screened utilizing the current commander’s screening checklist and financial worksheet. Outdated Special Duty Assignment (SDA) checklists will not be accepted by RAM-2 or SDA schools.
2. The Prior Service Recruiter Screening (PSRS) team will screen the Marines identified in paragraph 9 for Fiscal Year 2016 Prior Service Recruiting duty. The team will screen and designate qualified Marines for future assignment to the Active Reserve Basic Recruiter Course (ARBRC). Classes convene on 28 Feb 16, 24 Apr 16, and 5 Jul 16.
3. The PSR District Headquarters or the appointed Prior Service Career Recruiter (8412) for that district will interview individuals to assist this headquarters in selecting Marines for the ARBRC.
4. The roster in paragraph 9 was generated based on a number of qualifying and disqualifying factors. Marines assigned to deployed units or scheduled to deploy during targeted ARBRCs were removed. Additionally, Marines possessing a PMOS considered high demand, low density were removed.
5. Action.
a. Commands and the nearest PSRS team for each district will screen those Marines listed in paragraph 9.
b. Commanders must validate the security clearance eligibility of Marines listed in paragraph 9. Those Marines not having a valid clearance must initiate the investigation process by completing the SF86 and the Electronic Questionnaire for Investigation Process (EQIP). Each Marine must provide the screening Prior Service Career Recruiter (8412) a letter signed by their security manager to confirm they hold a valid security clearance or that a request has been initiated.
c. Each Marine will schedule a screening with the nearest PSR recruiting district or Prior Service Career Recruiter (8412). The uniforms for the screening are the Dress Blue Delta uniform and appropriate Marine Corps physical training gear (green-on-green t-shirt and shorts). Marines will have in their possession certified true copies of all page 3 and 11 entries, their chronological record, unit punishment book (if applicable), Record Of Emergency Data (RED), Basic Individual Rerecord (BIR), Basic Training Record (BTR), and the Commanding officer’s screening and interview guide (to include financial worksheet) completed and endorsed by the commanding officer or Inspector-Instructor. A physical exam must be completed prior to meeting with a PSR representative.
d. No later than 9 Oct 15, unit career planners must provide RAM-2 (SDA Monitor) with a roster of Marines not available for screening, with justification via Automated Message Handling System (AMHS) to the following Plain Language Address (PLAD): CMC Washington DC MRA RA RAM. Email notification will not be accepted. Non-availability for screening will not preclude assignment to PSR duty.
e. All Marines registered with the Exceptional Family Member Program (EFMP) must identify this during the screening interview. Enrollment in EFMP is not a disqualifying factor, however, the location of assignment will be based on the recommendation of the HQMC EFMP coordinator.
6. All screened packages are due via Total Force Retention System (TFRS) to HQMC (RAM-2 SDA) no later than 2359 EST, 9 Nov 15. Per reference (a), packages failing to meet the minimum requirements will be returned without action.
7. The TFRS request must include the following:
a. Command endorsement.
b. Recruiting checklist per reference (b).
c. Commanding officer’s financial checklist per reference (c).
d. Current photograph IAW reference (e).
