GENTEXT/REMARKS/1. Purpose. Provide updated procedures regarding Reserve Marines who serve on ADOS orders for more than 1095 days (3 years) cumulatively within a 1460 (4 year) period to ensure proper accounting and forecasting regarding end strength.
2. Background. Per the references, Reserve Component Marines who have served 1096 or more days on active duty (ADOS RC/AC/CO) out of the preceding 1460 day period shall be counted against the statutory limits of the component (AC/RC) to which they are ordered to active duty. A member whose order to active duty specifies a period of greater than 3 years will also be counted against end strength commencing on the first day of the orders. This statutory provision is referred to as the 1095 rule. Based on endstrength planning, DC M&RA provides authority (referred to as 1095 allocations) to account for some RC Marines who exceed the 1095 rule. 1095 allocations are sub-allocated to order issuance governed under DC M&RA (MM: ADOS-CO) and (RA: ADOS-AC/RC).
3. Per reference (a), periods of active duty under the authority of USC Title 10 Section 12301(d)(ados), 12301(g)(captive status), 12301(h)(active duty for medical treatment), and 12322(medical hold) shall be counted against the 1095 day threshold.
4. Per reference (a) certain service is excluded from counting against the 1095 day threshold. That service includes:
    A. Service under the authority of USC Title 10 Sections 12301(a), 12301(b), 12302, 12304, 12304(a), and 12304(b) and
    b. Active duty for training to include: annual training, professional military education, military occupational specialty schools, and initial entry training.
5. Action
    A. Reserve Marines who are being considered for any form of ADOS orders (CO/AC/RC) will be screened by the requesting command to determine if the Marine will exceed 1095 days of active duty in the 1460 day period by executing the requested orders. In order to determine what order types fall under which authorities, and whether an order type counts against the 1095 day threshold, a 1095 table is located at the mobilization policy webpage https://www.manpower.usmc.mil/portal/page/m(underscore)ra(underscore)home/mp/mpo/mpo-60 (select the 1095 calculation tab at the far right of the tabs).
    B. To determine if a future set of orders will cause a member to exceed the 1095 day threshold, access the Marine Corps Total Force System (MCTFS) automated 1095 computation 'input' page. Input the Marine's EDIPI and the Marine Reserve Orders Writing System (MROWS) start date and MROWS end date for the anticipated period of active duty, then press the enter key. After pressing the enter key, MCTFS will display the automated 1095 computation 'output' page. The output page will consist of the Marine's identifiable data, MROWS start and end date, ACDU days on end date, whether the orders break the 1095 rule, and MCTFS remark screens 165 (ACTV STAT), 600 (PAY GROUP), 982 (RESV ACDU), and 861 [MROWS (future)]. The ACDU days on end date is the total numbers of days including the future period of active duty which will count towards the 1095 day threshold. The break 1095 rule will display a 'y' (depicting the anticipated period of active duty will exceed the 1095 day threshold) and the number of days over 1095, or an 'n' (depicting the anticipated period of active duty will not exceed the 1095 day threshold). This function will be available by 1 November 2015.
    C. Process
(1) ADOS-CO. Order’s request will continue to utilize the Marine Corps Mobilization Processing System (MCMPS) within the process of individual augment (IA) submission. The use of MCMPS eliminates hard copy submission requirement for ADOS-CO. Command 1095 quotas are determined once the Memo #1 is signed and provided to the commands that receive supplemental contingency operations funds IOT support ADOS-CO funded orders. M&RA (MMIB) will screen the activation request to ensure compliance with the command quota and the overall service allocation. The service will not exceed its allocation. If a command desires to activate an RC Marine who will count against a 1095 quota, and that command is already at their assigned quota, then a one-for-one swap will need to occur as exceeding 1095 quotas is not authorized. POC for reserve members requiring 1095 for MARFOR/MEF/MSC/IMA are the Reserve Liaison Officers or Reserve Integration Officers primarily.
(2) ADOS-RC/AC. Reserve Affairs does not have any 1095 allocations for ADOS-AC or ADOS-RC orders. All 1095 service quota’s are assigned to DC MRA (MMIB) for ADOS-CO orders.
