GENTEXT/REMARKS. 1.  Purpose. Inform Commanding Officers, Sergeants Major, Career Planners,  and Marines of the changes to ref (a).  The intent of the FY16 PSEP is to activate the BSSRB  program to provide prior service Marines who possess critical skills, in designated MOS’s, a  monetary incentive to resume their career in the Marine Corps.
2. Background. Annually, about 25,000 FTAP Marines leave the Marine Corps Active Component (AC). The majority of these Marines were qualified and eligible for reenlistment but chose to separate at their end of active obligated service.  The Prior Service Enlistment Program (PSEP) will allow eligible Marines to request reenlistment back into the AC.  The BSSRB program provides a financial incentive to Marines in specific MOS’s to strengthen our enlisted career force.
3. Action. Commanding Officers, Sergeants Major, Career Planners, and other Marine Corps leaders will ensure their Marines fully understand the policy changes published in this message. PSEP submission period begins 1 October 2015 and are processed in accordance with ref (b).  All other provisions of the references remain in effect.
3.A. Eligibility.  PSEP eligibility will be in accordance with ref (b), this bulletin, and may be approved beginning 1 October 2015.  Allocations are to provide high demand and high skill MOS’s with qualified candidates.  These MOS’s include, and are limited to: 0211, 0241, 0311, 0321, 0331, 0341, 0351, 0352, 0372, 0651, 0659, 0689, 0844, 0861, 2336, 5821, 5948, 6276, 7236 and 7257.  BSSRB reenlistments are limited to prior service Marines who meet the following eligibility requirements:
3.A.1. Must have successfully completed at least one Marine Corps active component contract with a reenlistment code of RE-1A.
3.A.2. Must have no less than a 91 day and no more than a 4 year break in active duty service on the date of reenlistment.  Applicants with 90 days or less of broken service are eligible for a continuous reenlistment contract and the selective reenlistment bonus per ref (a).
3.A.3. Completed at least 17 months but less than or equal to 14 years of active Marine Corps service. Prior service Marines with 14 years and 1 day of completed active duty service on the date of reenlistment are not eligible for the BSSRB program.
3.A.4. Must meet the reenlistment requirements contained in ref (c).
3.A.5. Must reenlist in the regular Marine Corps for 4 years of active service. On a case-by-case basis, CMC (MMEA-1) may authorize reenlistment periods of less than 48 months; these Marines will be eligible for a BSSRB at a prorated amount, as long as the reenlistment period includes at least 36 months of obligated service.  Marines who reenlist for less than 36 months of obligated service are not eligible for any BSSRB.  Marines will rate the bonus applicable to their BSSRB zone, their grade, and their MOS as authorized in in ref (a).
3.A.6. Must not be in a reserve component code status of K4, K8, K9, KF, B1, B2, B3, B4, or B5. Only prior service Marines currently serving in the Individual Ready Reserve (IRR) are eligible.
3.A.7. Reenlist in their Primary MOS (PMOS) or lateral move (LATMOVE) into an MOS identified in ref (a) as eligible for an SRB.   CMC (MMEA-1) has the final approval on reenlistment authority. Once a PMOS is closed, or SRB funds have been exhausted, the BSSRB will no longer be available.
3.A.8. Reenlist in the grade of Lance Corporal or above.
3.A.9. Have not previously received an SRB in the zone under which reenlistment occurs.
3.B. Prior service Marines reenlisting under this program will retain the grade held at the time of discharge. On a case-by-case basis, it may be deemed necessary to adjust the date of rank to ensure adequate observed time to be competitive with peers in the promotion process.
3.C. Computation and payment. A lump sum payment of the bonus entitlement, less taxes, will be paid no earlier than 30 days after Marine's arrival at the first permanent duty station following reenlistment. In addition to the above payment criteria, Marines reenlisting for a LATMOVE into an SRB authorized MOS must successfully complete all requirements of the LATMOVE MOS prior to payment of BSSRB. LATMOVE Marines failing to complete required LATMOVE MOS training will be redesignated according to the needs of the Marine Corps and will not receive the BSSRB. The one exception is the Critical Skills Operator (CSO) Reserve Program 0372 candidates; if they do not graduate Individual Training Course (ITC) they will not be eligible to return to active duty.
3.D. Administrative procedures
3.D.1. Prior to reenlistment, the following administrative requirements must be completed to properly screen Marines for potential BSSRB program eligibility:
3.D.1.A. The BSSRB program eligibility checklist will be prepared by the recruiting station. Once completed, it will be reviewed for accuracy, dated and signed by the recruiting station commanding officer or authorized representative prior to reenlistment, and by the disbursing officer prior to bonus payment. The STAP/FTAP/Long Name Board Guidelines provides BSSRB program eligibility and may be obtained from Marine Corps Recruiting Command (MCRC) G-3. The BSSRB program eligibility checklist and Statement Of Understanding (SOU) may be obtained from CMC (MMEA-1). Local reproduction of the checklist and BSSRB SOU is authorized.
3.D.1.B. After it has been determined that the prospective reenlistee is eligible for the BSSRB program, and prior to reenlistment, the Marine reenlisting must sign and date an original and at least one copy of the BSSRB program SOU. Computations of BSSRB payments must be made by hand - automated precomputation via MCTFS Precomp of SRB will not be valid.  The recruiting station commanding officer or authorized representative must witness the signing of the BSSRB program SOU.
3.D.2. Upon reenlistment, the following administrative requirements must be completed:
3.D.2.A. MCRC G-3 will send a copy of the reenlistment contract and a copy of the BSSRB SOU to CMC (MMRP-20) for inclusion in the Marine's OMPF. The Marine will transport the original reenlistment contract to his/her first permanent duty station.  Additionally, a copy of the reenlistment contract and BSSRB SOU will be provided to the Marine for his/her personal records.
3.D.2.B. The gaining command, at the Marine's first permanent duty station will submit a copy of the reenlistment contract, a copy of the BSSRB SOU and eligibility checklist, and an SRB precomputation to the serving disbursing office for payment of the BSSRB.
3.D.2.C. Disbursing officers will ensure all BSSRB program payment transactions are entered into the Marine Corps Total Force System IAW APSM Chapter 1.
3.E. Assignment of BSSRB Marines. Marines awarded a BSSRB will serve in the skill for which the bonus was paid and CMC (MMEA) will assign BSSRB approved Marines to the operating forces for a minimum of 2 years to ensure the Marine remains MOS proficient for future promotion opportunities. Commanders will ensure compliance with this intent. After the minimum 2 years, needs of the service may dictate that Marines will be assigned to out-of-skill assignments.
3.F. Recoupment. The unearned portion of the BSSRB may be recouped in cases of early discharge, loss of qualifications, and/or failure to serve in the skill for which the bonus was paid.  BSSRB recipients will follow the recoupment guidelines outlined for SRB recipients in ref (a).
